Subject:SDP 08 -56: Wickham Pond, Phase II, Block 2: Final Site Plan
The Albemarle County Department of Community Development, Current Development planner has
reviewed the site plan referenced above. The plan may be approved when the following items have been
satisfactorily addressed. Each comment is followed by a reference to the Albemarle County Zoning
Ordinance.
The Site Plan comments below are from the Current Development Planner only. Other comments will be
forth coming under separate cover. Please work directly with each reviewer to obtain tentative approvals.
The final site plan must match the approved ARB plan. For example, the dumpster near Route
240 will require ARB approval or needs to be removed.
2. Provide minimwn setback lines, yard and building separation requirements. This may be by a
schedule or indicated on the plan. (Section 32.5.6 a)
3. Proffers include some site plan specifics. The plan should include the board fence, a note
regarding full cut -off lighting and not shoe -box, and that landscape shall be completed as part of
Phase 1. Please add a statement on the plan regarding the specifics to building C and D regarding
when Certificates of Occupancy (CO's) can be requested. Let me know if you have questions or
concerns regarding this comment. (Section 32.5.6 a and ZMA 05 -18)
4. Please add a schedule or note indicating the maximum amount of impervious cover, amount of
paved parking and circulation, proposed uses and acreage in each use. (Section 32.5.6.b )
5. Show Handicap Parking. The number and type of spaces to be provided are indicated in the
Inspection comments dated 11 /30/06 from Jay Schlothaur (attached). (Section 32.5.6 b)
6. Please show easements for water and sewer lines, as well as easement for other utilities. (Section
3 2.5.6 j, k and 1)
7. Please indicate paved surface materials on plan, for all walks, parking lots and driveways (both
outside and in clarage). (Section 32.5.6.n and Section 32.6.g)
8. Please state that there is no signage or show location for proposed signs. (Section 32.5.6.n)
Comments 6 -10 from Preliminary approval letter:
9. Approval of screening around dumpsters. (Section 32.5.6 and 14.12.19)
10. Provide loading space calculations. Also, the 300 feet between Building C and the loading spaces
is not reasonably "adjacent to the structure it serves ". Consider another space that is closer the
building C. (Section 14.12.13 and 14.12.19)
11. Please correct the parking schedule so they do not contradict each other, using the correct 2.5
multiplier. And realign the text so it is easier to read. (Section 32.5.6.b, and ZMA 05 -18)
12. Approval of the Landscape Plan: Refer to comments froin ARB and the approved ARB plan
regarding the need for hedge rows and street trees, and match the final plan to the prelim plan and
approved ARB plan. (Section 32.7.9)
13. Approval of the lighting plan: Please indicate location of out door lighting, type and illumination
plan or indicate no outside lighting. (Sections 32.5.6.n, 32.6 j and 4.17)
Comments from Final Site Plan Check list:
14. Detailed water and sewer plans, please copy the Current Development planner on ACSA
approval. (Section 32.6 c)
15. Detailed drainage and grading: please copy Current Development planner on Eng Approvals.
Consider how the lower level of the parking garage will drain; and the height for entry and use of
a dumpster truck if that is used for the dumpster enclosure. (Section 32.6d)
16. Note that traffic generation figures need final approval from Engineering. (Section 32.5.6 y)

DeN clopment Planner when the following items have been satisfactorily addressed.

Nvith each reviewer for all Tentative; Approvals.
1'he %1av 2. 2008 Planner comments have mostly been addressed, except the 601-tr below. Please address
these four concerns and send a plan to Bill Fritz. Final review of these items witl allow the Current
Development Planner to grant tentative approval.
Comment T Please confirm that under`wroLind parking garage will have a hard
surface (paved; concreto hard surface papers), please add a note to the plan.
Comment 11: Ilow many of the parallel spaces are "off- site" on block 1" Refer to the Timmons letter
sttbtnitted .lunc 4, _ " "Clarification of Changes: Wickham Pond ph 2 blocks I & 2 ": Item I discusses
parallel parking of block 1, to be used in the parking calculation for block 2.
Please check the parking space count to see if any spaces for block 2 are on block 1: Add a note on the
parking schedule to clarity where the parallel parking for block 2 is located (if off -site, say so: if on -site.
note not needed).
Comment 13: the lighting note states full cut off and not niore that .5 fc at PL or street....okay. llo« ever.
by section 4.17 we need either a photometric plan or a statement that no lights X3000 lumens to be
installed.
Comment 15: Engineering will want to look at the size for the holding tank for swap; grinder pump to
remove drainage from the underground garage.
As vveIl as providing vehicular access to the pump for maintenance.
Plcase discuss with Engineering reviewer.
1 xvill not be available to answer questions, but since we discussed them today I hope you have no
problem adding three notes and working with Engineering for the last item on my list. Tentative
ipprovals must be obtained from all reviewers prior to final plan approval. Good Luck.
