The comments included in the memo are final site plan comments. Also, I'm not sure we were looking at the true approved site plan for the existing building because from what I remember of the plan, the parking and building were reversed than what exists on site now. Do you think there could be a more recent plan? It doesn't make too much of a difference to engineering review because the existing part of the site seems to be in compliance with the current ordiance anyway. Below, I have listed some questions that are probably more related to planning that may affect future engineering review. If you have any questions, please let me know. The setback line is shown on the current site plan more as an easement (the applicant refers to a deedbook and page number) that was created when the original site plan was approved. The applicant states in plan that some land was given by the site owners for the ROW of Southern Parkway. Do they keep the original setback line or should it be taken from the current property line? As you know, I visited the site last week and while I was there I noticed that there was a large dumpster on site. In my comment letter I recommended that they provide one. I think if they process this site plan without the trash compactor and it remains atter approval, it will be in a zoning violation. Could we require that the applicant provide a dwnpster of some sort during the site plan process so we can avoid having to process a zoning violation? The parking calculations state that only three employees work at the warehouse at a time. While I was there, there were three cars in addition to mine in the lot. How can we verify that 3 parking spaces are required? Also, the building seems to be used more as a workshop than warehouse. Detention appears to be provided for the industrial park through the use of a facility adjacent to the FedEx facility. However, the building addition will increase the discharge from the site into the downstream system. The applicant must either perform an analysis of the downstream storm sewer network, or provide onsite detention. Stormwater quality will also need to be considered in the WPO plan. 2. Please show all existing utility lines on the plan. 3. Sight distance needs to be shown from the parking lot entrance onto Five Springs Road. It appears it may be necessary to adjust the grading on site to obtain adequate sight distance looking to the north. A vertical profile of the sight line may be required. 4. It appears a dumpster or trash compactor is needed for the site. Please provide one on the plan. 5. Engineering review can recommend approval to the plans after the two remaining comments are addressed, the WPO bond is posted, and the SWM facility maintenance agreement has been recorded. The WPO bond for this site has been computed to be $1,853.23. Please resubmit the 4 copies of the plan (no calculations are needed). It appears that only two sheets of the 6 - page set are being amended. If you wish to slip the modified sheets into the sets already here, you may. Because the application is a major amendment to an existing site plan, the following comments are final site plan comments. A. SDP -2008-00059 1. A WPO plan for this property will need to be approved before the site plan can be. No information regarding the water protection plan for the proposed addition has been provided. Detention appears to be provided for the industrial park through the use of a facility adjacent to the FedEx facility. However, the building addition will increase the discharge from the site into the downstream system. The applicant must either perforin an analysis of the downstream storm sewer network, or provide onsite detention. Stormwater duality will also need to be considered in the WPO plan. (Rev. 1) A WPO plan has been received for water quality measures but not for erosion and sediment control. The applicant claims that land disturbances will be under 10,000sf and will not require an ESC plan. Comments regarding the WPO plan will appear in a separate letter. 2. Please show all existing utility lines on the plan. (Rev. 1) Comment not addressed. I do not see where the underground electric line is located. 3. Sight distance needs to be shown from the parking lot entrance onto Five Springs Road. It appears it may be necessary to adjust the grading on site to obtain adequate sight distance looking to the north. A vertical profile of the sight line may be required. (Rev. 1) The required sight distance for this entrance is 10 x the speed limit of the road, not Mgft. After a closer inspection, it does not appear that adequate sight distance is present at this entrance. But since no improvements will be made to the existing entrance and parking areas, correcting the sight distance issue will not be required with this plan. fDMI 4. It appears a dumpster or trash compactor is needed for the site. Please provide one on the plan. (Rev. 1) The dumpster pad must be placed so that water does not run through, but away from, the pad.
