The Property contains 4.5 acres and is located in the Rivanna Magisterial District of Albemarle County near Shadwell. The proposed PWSF facility will be contained within a 2,500 square foot lease area on the Property and the site is located at an elevation of approximately 405.5 feet Above Mean Sea Level (AMSL). The proposed PWSF will include a metal monopole, with a top height of 84.5 feet above ground level (489 feet AMSL) that will be fitted with three (3) flush- mounted antennas, a 2 -foot long lightning rod and coaxial cables that will be run vertically inside the monopole. The ground -based equipment will consist of six 35.4" x 32" x 72" (LxWxt -1) cabinets containing transmitters and radios; two 30.71" x 30.56" x 69.17" (LxWxFI) cabinets containing batteries; and, a stand -alone diesel powered emergency back -up generator. All cabinets will be placed on a platform places on piers in order to avoid any conflict with an existing drainage swale running parallel with 1 -64 and to the south of the PWSF site. The monopole and all antennas and supporting equipment will be painted with Sherwin Williams .lava Brown - #6090, which is a matte enamel color that has been previously approved as an appropriate color for Tier II facilities at other sites in Albemarle County. Network Objectives Verizon Wireless recently secured a license fi the Federal Communications Commission to provide Personal Communications Services within a new market that includes the County of Albemarle, City of Charlottesville and other surrounding counties. These services range from phones with voice, data, text, video and GPS capabilities, to wireless broadband solutions for personal and business computer systems. All phones and facilities operating on the Verizon Wireless network will be compatible with the Enhanced 911 (E -91 1 ) emergency service that use GPS and triangulation technology to help quickly identify the locations from where emergency calls are being made. Verizon Wireless does not currently offer any service options locally. providing limited services within this market only to existing customers from other areas through roaming agreements with another wireless carrier. There had been no opportunities for Verizon Wireless to offer the full range of services until the FCC license was obtained. Verizon Wireless has identified several sites throughout the market that will be integral to establishing this service. Once all of the proposed sites are "on- air ", Verizon Wireless will be able to provide potentially seamless in- building, in -car and on- street coverage throughout the market. By providing coverage within this market, it is Verizon Wireless" objective to ensure that the full range of services will be available to existing customers, while also allowing an additional, competitive option for access to wireless services by future customers. The specific facility proposed with this application will establish in- building coverage for nearby residents located in the Shadwell area and in the Glenmore development. It will also support in- car coverage for customers traveling on Richmond Road (U.S. Route 250) and Interstate 64, by connecting its service with the other nearby antenna sites. Character of the Area: Verizon Wireless PWSF Page 1 Shadwell (Easton Fstate) The Property is zoned Rural Areas (RA), and each of the adjacent properties to the north, east, and west share the same zoning designation. The proposed PWSF will not substantially impact the rural character of the area due to the fact that this site is located adjacent to a heavily wooded tree line beside 1 -64. This site is also situated at a lower elevation than Route 250, and existing trees and structures to the south will largely camouflage views of the facility thus mitigating the potential for impacts on adjacent properties to the south. Access to the proposed PWSF will be provided from the northern side of Route 250 across from the entrance to Glenmore using an existing driveway that currently provides access to the existing residence on property. In order to allow safe access to the site, the driveway will be extended north and downhill to the facility. The PWSF will be located approximately 85 feet west of the nearest property line, 38.9 feet fi•om the right -of -way for I -64, and more than 210 feet west of the nearest off - property residence. Compliance with Section 5.1.40 of the Zoning Ordinance: The County's specific design criteria for Tier 11 Facilities, set forth in Section 5.1.40(d), are addressed as follows: 5.1.40(d)(1) - The facility shall comply with subsection 5.1.40(b) and subsections 5.1.40(c)(2) through (9). Subsection 5.1.40(b) (1 -5) Verizon Wireless has selected a location for the proposed monopole that meets the minimum required setback distance for towers and similar structures, which is equal to IOWo of the monopole's height from all parcel lines shared with adjoining lots. However, by allowing PWSFs to be located in front yards, Section 5.1.40(b)(5) does not require any setbacks from public road rights -of -way Nevertheless,because the facility is only proposed to be 38 feet from the 1 -64 right -of- way, Verizon Wireless is proposing to install cabinets at this site. . The attached site drawings and antenna/equipment specifications demonstrate that the PWSF regulations and the relevant site plan requirements set forth in Section 32 of the Zoning Ordinance will also be met with this application. Subsection 5.1.40(c)(2) The proposed monopole will not require the installation of any guy wires, nor would it be fitted with any whip antennas prior to receiving any further approvals required by the County. A grounding rod that complies with the County's size requirements will also be attached at the top of the monopole. No outdoor lighting fixtures are currently being proposed for the outdoor equipment cabinets. However, if it is later determined that the site needs to be lighted Verizon Wireless will install a light fixture for the facility that is in full compliance with Section 4.17 of the zoning ordinance. Verizon Wireless is also requesting approval to enclose the ground equipment within a wooden fence to assist in screening the site from nearby property lines and 1 -64. Subsection 5.1.40(c)(3) The proposed antenna configuration will consist of one array with three panel antennas (Anphenol Antel Model # BXA- 185085/12) that measure 72.4" x 6.1 "" x 4.1 ", giving each antenna an area of approximately 441 square inches, which is well below the maximum allowable area of 1 152 square inches. These antennas will be installed using "pipe- mounts " that will allow for any required amount of down- tilting without exceeding the County 's requirements for flush- mounts (12- inches maximum between the face of the monopole and the face of the antenna). All antennas will be painted the same dark brown color as the monopole. Verizon Wireless PWSF Page 2 Shadwell (Easton Estate) Subsection 5.1.40(c)(4 and 5) : Installation of the proposed PWSF and the extension of access from the existing drive way will not require the removal of any of the significantly sized trees surrounding the site. Instead the proposed facility will be placed in an area that is covered by underbrush and several very short pine trees that lean significantly, apparently due to weather damage. Due to the large amount of trees that will remain between the site and Route 250, none of those short pine trees would be important in screening the proposed facility. Furthermore, considering the much taller heights and locations of the trees that will remain, the trees to be removed are not important in establishing the proposed monopole's height either. Verizon Wireless has already contracted Van Yahres Tree Company to provide a tree conservation plan that will be prepared by a certified arborist. In order to ensure that there is no significant impact to any of the trees that are to remain, the conservation plan will be completed prior to the submittal of a building permit for this facility. Recommendations of the tree conservation plan will then be integrated into the construction process and followed on all portions of the Property that will be affected by the construction of the proposed facility. Subsection 5.1.40(c)(6) Should use of the antenna site in this location become discontinued at anytime in the future, Verizon Wireless and /or its assignee(s) will be required to remove the facility within 90 days. Subsection 5.1.40(c)(7) Verizon Wireless shall submit an annual report updating the user status and equipment inventory of the facility in the required time period. Subsection 5.1.40(c)(8) No 2:1 or greater slopes will result from the construction of this facility. Subsection 5.1.40(c)(9) In order to assist in screening the facility from nearby property lines and the property owner's home, Verizon Wireless is proposing the installation of wooden screening fence at this site. This fence will not surround the full extent of the lease area, but only the ground equipment cabinets, tower and surrounding area as needed to carry out service and maintenance activities. Although the facility site is screened by existing vegetation on all sides, in the fall and winter the proposed fence and additional proposed landscaping will assist in screening views. Therefore, the proposed fence will contribute to protecting the existing character of the area and surrounding properties. Section 5.1.40(d)(2) - The proposed PWSF will be adjacent to a heavily wooded tree line, and will not require the removal of any trees that would be important in screening the site or establishing the height of the monopole. The remaining tall trees around the site will provide adequate screening of the facility and provide camouflaging for the proposed monopole when it is viewed from locations off of the property. Section 5.1.40(d)(3) - The proposed PWSF should not impose any adverse impacts upon open space resources. Section 5.1.40(d)(4) - Once constructed, Verizon Wireless' PWSF will be the only PWSF located on the Property. There are no existing facilities located with 200 feet of this site. Section 5.1.40(d)(5) - The proposed monopole will have a base diameter that is a maximum of 30 inches and a top diameter that is no more than 18 inches. Section 5.1.40(d)(6) - Having the ability to extend above the tree tops is key in achieving the optimal coverage because the proposed directional antennas are most effective when there is a line of site between the transmitting (antennae) and receiving (PCS handsets) objects. Therefore, Verizon Wireless is requesting permission to install a monopole that will be 10 Verizon Wireless PWSF Page 3 Shadwell (Faston Estate) feet higher than the reference tree to allow the maximum separation from the leaves and limbs that can reduce the effectiveness of these low powered radio signals. In this case the reference tree has been identified as an 18 -inch caliper " Persium " tree that has a top elevation of 479 feet AMSL (73' AGL) and is located within live feet of the proposed location for the monopole. Because the site is also surrounded by several other tall trees with heights that are similar to that of the reference tree, it is anticipated that a dark brovvn monopole would appear as a minor extension of the treetops when viewed from locations south of the Property. Trees located to the north of the site will screen the site from travelers on 1 -64, while trees along the eastern and western property lines will obscure views from dwellings on adjoining parcels. The presence of a monopole in this location at the proposed height should not have a material difference in any potential for adverse visual impacts from one that is only seven feet taller than the reference tree. Therefore, if this is demonstrated by the balloon test, then the request to extend a maximum of 10 feet above the reference tree should be supported and approved. Section 5.1.40(d)(7) - The monopole" antennas and all ground equipment will be painted Sherwin Williams Java Brown #6090. This is a color that has been applied to previously approved PWSF monopoles. Section 5.1.40(d)(8) - All coaxial cables and service lines running vertically from the transmitting equipment to the antennas will be located inside the monopole. Section 5.1.40(d)(9 -13) - Verizon Wireless has reviewed and understands all of the remaining criteria for Tier 11 Personal Wireless Service Facilities and will provide any additional information or assistance to ensure that these standards are met. Conclusion: Verizon Wireless is confident that the proposed Personal Wireless Service Facility meets the design criteria for approval of a Tier II facility and does not conflict with the goals and objectives of the Comprehensive Plan. The approval of this PWSF application will contribute to the deployment of a highly reliable personal communications system in this new market, providing an additional option for high quality personal wireless services to Albemarle County residents in Shadwell area as well as travelers on Richmond Road (U.S. Route 250) and Interstate 64.
