could affect approval of the proposed project.
Please make the revisions that have been identified as necessary for preliminary approval by the Site
Review Committee. If you choose not to make the requested revisions, please submit in writing
justification for not incorporating such revisions. Submit eight (8) full size copies and one (1) 11" x 17"
copy to the Department of Community Development including responses to each of the attached
comments of the Site Review Committee by Monday May 19th 2008. Failure to submit this information
by this date will result in suspension of the review schedule. Review will resume when revisions are
submitted along with a reinstatement fee of $65.

The major site plan amendment for the Moser Radiation building has been reviewed. Because the
application is a major amendment to an existing site plan, the following comments are final site plan
comments. WPO plan comments will be forthcoming.
A. SDP - 2008 - 00065
I . The Moser Radiation expansion project should be included in the parking and traffic impact study
that is currently being revised for the Sieg Maintenance, Northridge, and LTACH sites.
2. Please show the existing dumpster and loading space on the site plan.
3. Please provide an approval letter from VEPCO showing permission for the applicant to place a
biofilter in its easement.
4. Please provide drainage profiles for the existing system and the proposed improvements. This site
plan will replace the existing approved plan and most include drainage profiles.
5. Please specify a low maintenance, nongrassy groundcover for all new proposed slopes greater than
3:1.

1. The Moser Radiation expansion project should be included in the parking and traffic impact study

Rev. 1) The latest studying provided by Knnley>, Horn Associates did anat) impacts to the
existing entrance onto Route 250.
Please provide an approval letter from VEPCO showing permission for the applicant to place a
biofilter in its easement.

Please specify a low maintenance, nongrassy groundcover for all new proposed slopes greater than
3:1.
Rev. 1) The groundcover needs to be called out on the site plan. A general note in the vicinity
of 2:1 slopes stating that slopes steeper than 2:1 must be planted with a low - maintenance, non -
grassed groundcover.

The County of Albemarle Division of Zoning and Current Development will grant or recommend approval of
the major amendment referred to above once the following comments have been addressed: [Each continent is
preceded by the applicable reference, which is to the Subdivision /Zoning Ordinances unless otherwise

1. [21.7.2] No portion of any structure, excluding signs, shall be located closer than fifty (50) feet to any
residential or rural areas district. No off - street parking or loading space shall be located closer than
twenty (20) feet to any residential or rural areas district. The 20 foot undisturbed buffer should stay as
is. [Make sure the 20 foot buffer is not disturbed anv further] this includes activities during construction.
There currently parking within the 20' buffer. See comment #3 for more details.
2. [32.5.6]Provide on the site plan a description of all variances, zoning proffers, bonus factors or
special use permits applicable to this site. All conditions of the latest zoning map amendment [ZMA
1990000261 should be scanned onto the site plan.
3. Minimum setback lines, the minimum setbacks for the Commercial Cl zoning district shown in the site
data table are incomplete. Include the adjacent to residential districts requirement, and buffer zone
requirements for commercial uses adjacent to residential and rural area districts. Refer to the Albemarle
County Zoning Ordinance section 21.7 minimum yard requirements [Commercial Districts generally] for
the complete setbacks. [Correct the setbacks on the site plan].
4. [4.12.5(A)]Parking areas on same lot as primary use; exception. All parking spaces shall be established on
the same lot with the primary use, to which it is appurtenant, except as authorized by [section

notes indicate that 13 spaces necessitated by this expansion will be provided on the Sieg property. Based
on our Last conversation with Mr. Hurt, he indicated that the latest traffic study conducted established
that based on the use; there was enough /sufficient parking on this site. Please confirm and add a note to
the site plan. A copy of the parking study will have to be submitted with this plan for our files.

I have reviewed your recent submittals, which consisted of the following site plan sheets: C1 -C2 and C4 with
revision date of 10- 13 -08; C3, C5 -C6 with revision date of 8- 19 -08; C7 with revision date of 9- 05 -08, L1 with
revision date of 10- 22 -08; and L2 dated 15 April 2008. These drawings, together with the exterior elevations
sheet dated 9/17/08 and the color rendering, undated, resolve the outstanding conditions of ARB approval. You
may consider this letter your Certificate of Appropriateness.
Approval received from the Albemarle County Architectural Review Board is predicated on the fact that the
design and materials, as proposed and exhibited for review, will be used. The acceptance of approval implies
that the applicant has agreed to use the materials as indicated on the site plan, attachments, and samples
submitted. Any change in the approved design or materials will require an amendment to the plan and must
be reviewed and approved by the Architectural Review Board.
