Ashe is a moderately steep to steep, moderately deep, somewhat excessively drained soil. Typically the surface
layer is loam about 10 inches thick. The surface layer has a moderate content of organic matter. The slowest
permeability is moderately rapid. It has a low available water capacity and a low shrink swell potential. This soil
is not flooded and is not ponded. The seasonal high water table is at a depth of more than 6 feet. The land
capability classification is 6e. The Virginia soil management group is JJ. This soil is not hydric.

Braddock is a gently sloping to moderately sloping, very deep, well drained soil. Typically the surface layer is

The preliminary site plan for the Three Notch'd Center received on April 28, 2008, has been reviewed.
The engineering review for current development recommends denial of the preliminary site plan until the
following conditions are addressed:
1. Please include a date of survey with the SOURCE OF TOPO information on Sheet L [14- 302Al2]
2. Please note that easements for grading, access to and use of the pond must be granted from the owner
of TMP 56A3 -7 prior to approval of the final site plan. Also, easements for grading and constructing
the shared access must be granted from the owner of TMP 56 -67. Please show and label these
easements on the plan. [ 14- 302A5]
3. Please add drainage area boundaries to the conceptual stormwater management layout to show that as
much area as possible is being captured in the proposed stormwater system. How much area is
draining to the existing drainage ditch and 15" culvert on the south side of Route 240? Existing topo
needs to show the drainage ditch. [ 17 -312C, 17- 31.5A]
4. No water quality measures, other than the existing pond, are being proposed. Please conceptually
show how the required removal rate will be met for each drainage area. [ 18- 32.5.6.k]
5. Please show the existing stream and the limits of the stream buffer just north of the property. [ 18-
32.5.6. t]
6. Please show the existing tree line. [ 18 - 32.5.6.e]
7. Please show the spillway of the existing pond [ 18 32.5.6.t].
8. It is difficult to determine on the plan if the "Turn lane along entire property line" is existing or
proposed. Please use shading to delineate between existing and proposed features. Please show
current lane striping on Route 240 to the plan. [ 18- 32.5.6.x]
9. In several areas of the Site Grading & Utility Plan, text is overlapped by dark lines or other text.
Please revise for better readability.
10. A "Dumpster Area" is called out on the Existing Conditions Plan outside of the existing parking lot.

12. Please show the existing sanitary sewer line on the Storm Profiles where it crosses the proposed storm
sewer between manholes 2A and 2 to verify no vertical conflict.
13. A Ditch Detail is shown on the Details Sheet, however, no ditches are shown on the Site Grading &
Utility Plan.
14. The Typical Pavement Section Detail shown on the Details Sheet does not appear to be adequate for
the estimated average daily trips of 2854 calculated by Draper Aden Associates in June of 2007.
Please submit pavement design calculations.

not be considered final. However, the Site Review Committee has attempted to identify all issues that
could affect approval of the proposed project.
Please make the revisions that have been identified as necessary for preliminary approval by the Site
Review Committee. If you choose not to make the requested revisions, please submit in writing
justification for not incorporating such revisions. Submit eight (8) full size copies and one (1) 11" x 17"
copy to the Department of Community Development including responses to each of the attached
comments of the Site Review Committee by Monday June 2, 2008. Failure to submit this information by
this date will result in suspension of the review schedule. Review will resume when revisions are
submitted along with a reinstatement fee of $65.

The Albemarle County Department of Community Development, Current Development Division
planner has reviewed the site plan referenced above. The plan may be approved when the
following items have been addressed. Each comment is followed by a reference to the Albemarle
County Zoning Ordinance.
The site plan comments below are from the Current Development Planner only. Connnents from
other reviewers will be forthcoming under separate cover.
L Tie site plan must match the approved ARB Plan.
2. Describe all variances: The topo indicates a critical slope waiver is required. The joint
entrance drive along the property line with adjacent rural areas indicates a buffer zone
variance is required. We are researching the formal action approving these waivers.
Section 32.5.6 a and ZMA 2007 -006)
3. Please include all proffers on the site plan. (Section 32.5.6 a, see ZMA 07 -006)
4. Provide one datum reference, or explain which sheet it is on. (Section 32.5.6 a)
5. Add current use for adjacent parcels. (Section 32.5.6 a)
6. Add minimum building separation requirements. (Section 32.5.6 a)
7. Add maximum acreage for each use with the proposed uses. (Section 32.5.6 b)
8. Add maximum amount of impervious cover for the site (add pavement and building).

of grading (for area of joint drive and grading tie into adjacent parcel), or get review

14. Proposed grading: offsite grading onto the adjacent parcels will require a grading
easement from neighbors (TMP 56A3 -7 for north west corner and TMP 56 -67 for joint
entrance area.)

property owner (ZMA 2007 -006)
16. Add a note on existing conditions, sheet 3, regarding which structures, paved areas,
utilities, etc. are to be removed. ( Section 32.5.6 e)

18. Please add sizes and easement dimensions for water and sewer lines, along the road
frontage. (Section 32.5.6j)
19. Add easements for other utilities; for example does the existing overhead telephone line
get relocated across the site? If so the cable needs to be located so not to interfere with
proposed landscaping. (Section 32.5.6 1)
20. Note signs not part of this project but will get ARB approval. (Section 32.5.6 n)
21. Show dumpster pad and enclosure, dimensions and material. (Section 32.5.6 n)
22. Review circulation for the loading spaces with Engineer to confirm large truck delivery
has adequate turning radius.
23. Show sidewalk dimension adjacent to parking area. (Section 32.5.6 n)
24. Show outdoor lighting or indicate there is none. (Section 32.5.6 n).
25. Show areas intended to be dedicated for public use, for example the drainage easement
for the street run -off from the 15" culvert under route 240 that runs across the site.

26. Landscape plan is required, and must match the ARB approved plan. Add note requested
by the PC that final landscaping shall meet ARB approval. (Section 32.5.6 p)
27. Include landscape note from ZMA "landscaping will be provided along the east side of
the shared driveway with a landscape easement provided by the adjacent owner" - match
wording to the application plan. (ZMA 2007 -006)
28. Indicate traffic generation has been or will be addressed with Engineering. (Section

Please confirm that the conditions of the ZMA 07 -06 have been addressed or will be
addressed prior to final site plan approval.

Rearrange one of the 4 barrier -free parking spaces, on the north side of the buildings, so that it is
van- accessible.
The running CG -12 in front of the four barrier -free parking spaces is not allowed. Rearrange this
element so that it is not necessary for a wheel chair to traverse a sideways - sloping surface in order toreachthelevelsidewalk.
Note: Both buildings require fire suppression sprinkler systems.

Below are VDOT's comments on the Site Plans for the May 22, 2008 Site Review Committee
Meeting:
SDP - 2008 -00070 Vintage Virginia Apples Cidery- Waiver (Lisa Glass)

The Preliminary Site Plan for the Three Notch'd Center received on April 28, 2008, and revised and resubmitted
on June 9, 2008, has been reviewed. The engineering review for Current Development recommends approval of
the Preliminary Site Plan. Approval of a Final Site Plan for this property will be contingent on the following:
1. Easements for grading and constructing the shared access must be granted from the owner of TMP 56 -67.
2. Easements and agreements for grading, access to and use of the stormwater detention pond must be granted
from the owner of TMP 56A3 -7.
3. Verification that this pond has been designed to contain and treat run -off from this site, and is built per the
standards of the Virginia Erosion and Sediment Control and Stormwater Management Handbooks.
4. An approved Water Protection Ordinance application.
