This project is the largest undertaking of our company. The plan set is sixty-seven sheets and represents over six months of comprehensive design and engineering effort on our part. This is, in fact, a "final site plan prior to a preliminary site plan" submission. The property was under consideration for rezoning for several years, during which time many of the specifics of the development and its engineering had to be hammered-out. The rezoning was granted, which enabled us to move directly to a final site plan submission. As such, we anticipate that staff's initial review will cover primary issues, ensuring that the proposal is code-compliant. Subsequent review, we expect, will focus on the details. There are several aspects of this project for which we are awaiting final design, comments or permitting. Information on all of these items is included in the plan set, but you should be aware that final information will accompany our next submission, if not provided before hand. Included in this short-list are: permits that cover wetland disturbance (< 0.1 acre) and stream disturbance (< 300'), retaining walls (final structural design drawings arriving soon), and design detailing of a bridge over a stream. Overall, we feel that this is a very comprehensive submission and worthy of your review. At sixty-seven sheets, Willow Glen's plans may prove cumbersome and time-consuming to review. They are certainly expensive to reproduce and resubmit. For that reason we are asking that all reviews be thorough. We have seen plans that have a litany of revision dates on them. To my way of thinking this is wholly unnecessary, completely avoidable, and a colossal waste of time and money. Our internal goal at Terra Concepts is to have no more than three revision dates on these plans, one for responding to preliminary comments, one for the first set of detailed review comments, and a third to wrap-up loose ends. At that juncture all of the code, checklist, and system coordination issues should have been addressed. To accomplish this will require continued diligence on our part. We are hoping that your staff will embrace this objective and assist us in proving that well-prepared and engineered plans can be reviewed and approved in a timely fashion.
