This site plan as submitted contains all of the information required by Section 32.5 (Preliminary Plan) or Section 32.6 (Final
Plan) of the Albemarle County Zoning Ordinance. I understand that plans which lack information required by said sections
shall be deemed incomplete and shall be denied by the agent within ten (10) days of submittal as provided in Section 32.4 2.1
or Section 32.4.3.3 as the case may be.

Intended use or justification for request:
AT &T is a personal communications service provider licensed by the Federal
Communications Commission ( "FCC "). AT &T's wireless communications network
currently provides wireless communications service to Albemarle County;
however, in the Carroll Creek area, the existing tower is structurally inadequate
for AT &T to continue meeting the needs of its customers. To address the
structural inadequacy of the existing facility, AT &T proposes to remove and
replace the existing communications facility with a new facility at roughly the
same height and in the same location. AT &T also proposes to attach one
additional antenna to the proposed facility. AT &T will continue to utilize the
existing weather - sealed equipment cabinets already on -site.
AT &T proposes to design the new facility as an approximately 88.9 foot wooden
monopole with a four foot lightning rod, giving the structure a total height of
approximately 92.9 feet. AT &T has also noted on the site plan that the height of
the proposed wooden monopole will not extend more than seven feet above the
tallest tree within a 25 foot radius of proposed centerline of the proposed facility.
The current facility is also an 88.9 foot wooden monopole with a four foot
lightning rod.
Effectively, the only difference between the proposed facility and the existing
facility is the addition of one antenna to the new facility which will increase the
total number of antennas on the facility from two to three antennas. AT &T will
paint the antennas a color similar to the color of the wooden monopole to provide
a more streamlined exterior appearance. The paint selected for the antennas
and coax is Duron Weather Shield Exterior, 100% Acrylic Coating (FLAT / White
Base); product number D00034101. The color is Sturdy Brown, color number
SW6097. A paint chip is provided with this application for your information, as
have two color photos of the existing tower and ground based equipment.
AT &T is prepared to provide additional landscaping if the facility's ground -based
equipment can be seen from Thomas Jefferson Parkway; however, it is unlikely
that the additional landscaping will be necessary given that the proposed
communications facility is located nearly 100 feet away from the Parkway. In
addition to the distance, the site has mature trees in and surrounding the lease
area.
AT &T will not disturb the mature vegetation that surrounds the facility's
compound when removing the existing facility and installing the proposed facility.
The trees will continue to screen the proposed facility in the same manner that
they screen the existing tower. AT &T has noted the "tree save area" on the site
plan that accompanies this application. AT &T customers in the Carroll Creek
area will continue to receive quality personal communications service by AT &T
replacing the inadequate existing facility and adding the third antenna.
