Zoning proffers and bonus factors applicable to the site including any: all special use permit conditions: Show ZMA 2005 -015 and SP200S -27 on the site plan. i.e. ZMA and SP numbers. proffers and conditions that apply to this area (Al) must be on the siteplan. Yard and building separation requirements. Consider a boundary line adjustment to bring all the development under one parcel. The site plan shots boundary lines crossing along the development. B) Written schedules or data as necessary to demonstrate that the site can accommodate the proposed use, including: Maximum number of employees. (Indicate on the site plan the proposed number of employees). Schedule of parking including, maximum amount required and amount provided; Office parking formula used instead of Retail. !Section 4.12 of ACCT. The parking calculation on the siteplan uses the formula provided for office space. The development is mostly retail with the exeption being the bank ihuiidin LK). Retail building formula based on square footage should be used for the retail buildings. (Refer to the approved application plan and the ACC section 4.12 for guidance) Parallel spaces shown next to building A on the application plan must he shown on this site plan. (Refer to the application plan for ZMA2005 -15j Maximum amount of impervious cover on the site If a landscape plan is required. maximum amount of paved parking and vehicular circulation areas. [Section 32 of .4CC1: Indicate on page C2 the maximum amount of paved parking and vehicular circulation areas for the entire site. C) If phasing is planned, phase tines and proposed timing of development. Is there a proposed timing of development fbr future phase 2? Proffer 11 requires that there he additional public space constructed as a plaza area identified as "Plaza Amenity" on the a p lieation plan_ of no less than 5000 square feet for thepurpose of public gathering and passive outdoor recreation. [Refer to ACC section 32.7.9.4.c] F) The name and location of all watercourses and other bodies of water adjacent to or on the site. Indicate on the site plan the name of the water body (creek) adjacent to the site. N) Location and dimensions of all existing and proposed improvements including: Sidewalks: Sidewalks and pedestrian crossings shown on the application plan are not shown on the site plan. A sidewalk needs to be shown between building A and C along with the corresponding cross walk. A sidewalk also needs to he shown on the north eastern most corner of the site plan by the parking area adjacent to Building A. [Refer to the approved application plan sheet A21 Loading and service areas together with the proposed paving material types for all walks, parking lots and driveways; and signs. [ACC Section 4.12.13 Loading Areas]: Indicate on the site plan the loading area and truck route as shown on the application plan. Dumpster locations for all buildings that are (4000) gross square feet or more. Buildings A, D, and E do not have dumpster locations. 0) All areas intended to be dedicated or reserved for public use. ZMA2005 -15 Proffer Number 8. Indicate on the site plan land to he dedicated as Oreenwav to Albemarle County. The land to be dedicated as .greenwav should be identified on the site plan as "Greenwav Area dedication to Albemarle County This shall include all flood plain area along Powel Creek. This shall be in fee simple and a minimum of 4.5 acres_LRefer to approved application plan sheet A2. and Z11A2005 -15 proffer #81 Q) Where deemed appropriate by the agent due to the intensity of development, estimated traffic generation figures for the site based upon current Virginia Department of Transportation rates. LightingiPhotometric Plan A) Make sure light fixture location do not conflict with utilities and landscaping. B) All light fixtures with 3,000 or more lumens must he full cut off. Provide cut sheets with detailed evidence that the fixtures are full cut off. C) One label A fixture, and one label B2 fixture are missing, or show the location (plan is huge) I may have missed them when counting. 1 D) Add the standard lighting note to the lighting plan. (Each outdoor luminaire equipped with a lamp that emits 3.000 or more initial lumens shall he a full cutoff luminaire. The spillover of lighting from luminaires onto public roads and property in the residential or rural areas zoning districts shall not exceed one -half footcandle. "] 2. Landscape Plan A) Acer rubrum "Karpick" is not on the plant list showing total canopy area. Let me know where you found the 397 total canopy (SF) for this particular tree. fi) QP Quercus phellos Willow Oak: 1 counted 107 of these on the site plan. I may have not seen the one missing (plan is quite large) so please make sure they are 108 Willow Oaks and indicate where they are located on the site plan.. C) LIT Lannestromia indica Tuskegee: has various symbols that so not match. Please use one s.,Trthol that will make it easy to locate this tree on the site plan. There are more than 25 trees with the LIT symbol. D) PXJ Prunusx incamp Okame Cherry should have a height of at least 6' -7' to use the 99 (SF) total canopy area shown on the canopy calculation. (refer to the approved plant canopy calculations list found on the Albemarle County Site) E) IAF Foster Holly: Has the same symbol as PO Serbian Spruce, Consider using a different syrnbol for the foster holly. I could only count 10 foster hollies: this may be because several other plants share almost the sarne symbol on the site plan. Please indicate where the rest of the eight 8 foster Holly's are located. f) PLOL Prunus Laurocerasus Otto Luuken: 1 counted 248 of these tress on the site plan. Please show where the missing 33 are located on the site plan in case I missed them when counting. G) CJ Crt ptomeria japonica I oshino: 1 counted 19, 13 missing, or show their location. An analysis of the intersection of Connor's Drive and Towncenter Drive needs to be submitted with this site plan. (ZMA proffer 1 3. Drainage easements are only needed on storm pipes carrying water from another parcel or public ROW. 14. Show all SWM and access easements on this site plan. Behind Building J. there appears to be a low spot in the pavement without a drainage structure. Please correct so that there is no standing water on site. 28, The trash compactors behind building A will require a concrete pad. [DM] 29. Please provide storm pipe capacity calculations. [DM] 51. Spread calculations are not shown for all necessary inlets (92. 93. all curb cuts). All spreads should be below 1011. [DM] 52. The curb inlet calculation table appears to he incorrect. Many of the slopes listed in the table for gutter slope and pavement cross -slope do not match up with the grading as shown. Half of the calculations do not include a gutter slope. Inlet 3 should be calculated as an inlet in a sump condition, but the spreads from both the left and the right side need to he computed. A full review of the curb inlet and spread calculations was not performed and additional comments may be !given on the resuhmittal. Please refer to chapter 9 of the VD()T Drainage Manual. 53. One hundred percent capture cannot he confirmed at the southeastern entrance because inlets 92 and 93 are not shown in the calculations. [DM] 54. Provide ditch computations for channels created in the parking lot to confirm that the spread is below l Oft. [DM] 55. Inlets 7 and 22 are located on grade and not in sump conditions. Engineering review is concerned that a considerable percentage of the design storm will bypass these inlets. 56. Provide outlet protection computations. [DM] 57. Also, the wall along Meeting St. should be reduced to the maximum extent possible and will need a determination from the Planning Department whether a Variation will be needed for the new wall (in the place of Building N in the approved /MA). Parallel spaces in front of Kohl's are an important feature which must be provided. If the applicant wishes to remove the requirement for the spaces, the Zoning Administrator must first determine that they are features that can be varied. If such a determination is made, Planning can process the request; however, it is unlikely that the request would be granted since they were requested as part of the rezoning process and were important features 2. Sidewalks across the eastern most part of the site were shown on the Rt. 29 side of the buildings on the application plan. They are now shown on the other side of the building. The configuration of the sidewalks could be varied, if the Zoning Administrator agrees that this kind of variation is possible. Such a variation would likely be approved because sidewalks are provided on the western side of the buildings that create pedestrian connectivity across the front of the site. The applicant should just be aware of any pedestrian needs he might have for maintenance of the part of the building that faces Rt. 29. 3. Please consult with Bill Fritz and Zoning on whether or not the applicant can pursue final site plan approval without including the 5 square foot public plaza on the northwest corner of the site. It is Planning preference to see this area built sooner rather than later since it is a key feature of the development. Please see my responses below: Curb Island Waiver Ron Higgins from Zoning ok'ed the parking island configuration. Sight distance around_ bank behind building A, and at the intersection to Conners drive After looking at the plan again, it appears that the sight distance around Conner's Drive may not be as problematic as it first looked. Please provide sight distance triagles to confirm that there are no obstructions of sight lines in the next resubmittal. The 100ft sight distance requirement behind Kohl's has been waived by the Zoning Department. For the sight distance around the Kohl's loading area, I recommend that you still make some accommodations to make that blind corner safer. For instance, if you striped /hatched the pavement in the area so that approach vehicles are guided away (by 5 -10ft) from the corner it would provide more reaction time for vehicles in the area. After looking more closely at the sight distance around the bank, it was noticed that the dimensions of this site plan do not match those shown on the approved ZMA. Please match all dimensions of the approved ZMA plan for the bank area. The sight distance requirement around the bank area will be waived by Zoning. Drainage Easement along Route 29 This easement needs to be widen to the width required by the formula in the County's Design Manual. Engineering review understands this area's importance to other agencies and will allow the landscaping as proposed to remain in the easement. I have not yet been told how this requirement changes if Al does not add water to this system. The requirement to widen the easement will remain a comment of mine, whether water from Al is added to the pipe system or not, until I am told otherwise. The easement needs labelled as "dedicated to public use" because it will convey water from a VDOT ROW. Please contact me should you have any additional questions.
