The revised application plan and documents have been reviewed. Current comments are the Rev.4
comments below. I have included in this memo the previous comments for reference.
Comments of 11/12/2007
1. It still appears as though there are parking areas not captured by stormwater management. The proposed
stormwater management concept should be revised. Underground stormwater management should be
a last resort for very dense sites in the urban area. It is undesirable because of the difficulties of
monitoring, maintenance, and replacement. The applicant should perform a preliminary removal rate
computation for drainage areas, and provide a concept to neet it.
Rev.4: Underground stormwater management has been proposed in three locations. Underground
stormwater management is not appropriate on this site.
2. Left and Right turn lanes should be provided on Rt. 250. If the applicant does not wish to provide
these safety improvements, a warrant analysis should be performed using projected traffic at build -out
to establish the minimum requirements.
Rev.4: The applicant has refused to provide any additional information, citing the V DOT comments,
and a desire to keep the rural nature. Rt. 250 is a major arterial high -speed highway which continues
to grow. The safety of the parishioners and traveling public would be improved with turn lanes.
3. There are many narrow travelways and areas on the plan with dimensions and circulation concerns
which would not meet the Zoning Ordinance requirements of 18 -4.12. Curb and gutter and paving are
also required by this section.
RevA: The one -way circulation and drop -off at the end of the site loop do not appear practical. The
dimensions of parking and aisles appear otherwise as though they could meet ordinance requirements.
The curb and gutter requirement of 18 -4.12 would need to be modified.
4. A critical slope waiver appears necessary. (18 -4.2)
Rev.4: A separate memorandum has been provided.
Comments of 6/20/2007, repeated on 8/30/2007
1. A stormwater management concept is needed for the entrance road and 15 space parking area on the
right.

An entrance could be eliminated on Rt. 250 by a frontage road connecting the religious education

Dear Mr. tieberth:
The Albemarle County Planning Commission, at its meeting on February 19, 2008, recommended
approval of the above -noted petition to the Board of Supervisors.
Please note that this approval is subject to the following conditions:
Changes from the conditions approved with the previous application SP 1999 -48 (conditions 1 -6)
are shown with strikethroughs and underlines. Conditions 7 -15 are new with SP 2007 -27.
1. There shall be no day care center or private school on site without a separate special use
permit.
2. .
2. Approval from the Health Department for the septic system and well shall be required prior
to approval of an issuance of a building permit
3. Future burials in the cemetery shall be limited to areas outside the 100 -year flood plain.
4. No-- Expansion of the mausoleum structure shall require amendment to this special use
permit ( Tombs inside may be added).
5. Any future expansion of the church structures and / or size of assembly area Of use shall
require amendment to this special use permit.
6. Special Use Permit SP2007 -27 Emmanuel Episcopal Church shall be developed in general
accord with the concept application plan, provided by the applicant and received December
21, 2007 (Attachment A.) However, the ZoningAdministrator may pprove revisions to the
concept application plan to allow compliance with the Zoning Ordinance.
7. Construction of the new building or the columbarium, as identified on the concept site plan
Attachment A) shall commence on or before March 19, 2013, or the portion of this special
use permit authorizing the new building and the columbarium shall be deemed abandoned
and the authority granted hereunder related to the new building and the columbarium shall
be thereupon terminate.
8. Tree protection measures shall be required on the erosion & sediment control plan in
accordance with the Virginia Erosion and Sediment Control Handbook and the tree
protection measures shall be installed prior to any land disturbing activity.
9. The parking lot shall be paved using prime and double seal surface or, at the option of the
permittee, another surface material approved by the County Engineer deemed equivalent or
better than a prime and double seal surface in regard to strength, durability, sustainability
and long -term maintenance.
10. All outdoor lighting shall be arranged or shielded to reflect light away from the abutting
properties. A lighting plan reasonably limiting the amount of adverse outdoor light pollution
shall be submitted to the Zoning Administrator for approval as a condition of site plan
approval.
Please be advised that the Albemarle County Board of Supervisors will review this petition and receive
public comment at their meeting on March 19, 2008.

The final site plan has been reviewed. This does not appear to be a final site plan. It lacks most of the
details required on a final site plan. The applicants should reference the Engineering Review Final Plans
Checklist contained in the Design Manual. The applicant must also provide Water Protection Ordinance
applications, plans and computations for stormwater management and erosion control.
The first sheet of the checklist used for this review has been scanned and is provided for reference. "There
are too many omissions to itemize comments. The rest of the checklist could not be completed, as there
were no drainage or other computations or details provided. The erosion control plan is conceptually
inadequate. The dual -trap arrangement is not acceptable. It appears a basin will be needed in this location,
and traps in the locations at the rear where only silt fence is currently shown. Further review was not
possible.

The dimensions on the proposal turn lane need to he Shinn.
The typical section on the turn lane nwst he in accordance with VDOT's Road Design
Manual for a road classified as Rural Minor Arterial. The pavement widening needs to
he in accordance with the w'P -? standard in the Road and Bridge Standards. A pavement
section will need to he determined according to the MVP -2 and the new pavement can he
desiL'ned to at least the same specifications.
The existing pipe under Route 250 appears to need to he extended.
The old Route 250 roadbed should he utilised to connect the two Sites and the main Site

Final plans need to show details for pavement widening. an entrance profile, and road and
drainage plans.
SUB- 2008 -00173 Glenoaks —Final (Bill Fritz)
The design of the proposed emergency connection to Route 808 will need to be included
with the site plan and reviewed by VDOT.
SUB- 2008 -00183 Belle Vista Subdivision - Preliminary Plat (Megan Yaniglos)
The entrance was originally permitted as a private entrance but has been built to
commercial standards and is adequate for it's proposed use.
