It appears that the landscaping you are removing are the Yoshino Cherry trees, not the inkberries as you have bubbled and revised in the landscape chart. Revise the chart to reflect what landscaping you are actually proposing to remove. 2. Please put the landscaping that is to be removed on the plan, but gray it out, and state to be removed. This way it will be clear instead of there being empty bubbles. Let me know if you have any questions. Current Development Engineering has the following comments. Final Site Plan Comments 1. As decided during the preliminary site plan stage. the sidewalk along Old Trail Drive between Claremont Lane and Brookley Drive will be constructed with this project. Please include the entirety of the sidewalk in Phase B on Sheet E -1. 2. Mornington Place, Mornington Lane, and Claremont Lane must be built or bonded prior to the subdivision of Lots 8 through 12. 3. A plat of the right -of -way of the portion of Claremont Lane to be constructed with this project has been submitted (SUB200900161). Prior to approval of this plat, the road must be built or bonded. 4. Please submit documentation that temporary construction and permanent access easements have been granted by the owner of TMP 55E -01 -E for construction and use of the alleys and private road. Stormwater Management Plan Comments 5. The approved Block 3 stormwater management plan (WPO200800014) predicts this area (Phase B C) to have a C value of 0.70 for 2.41 acres. Phase B is 1.195 acres at approximately 0.80, therefore, the future development of Phase C (1.215 acres) may have a C value not to exceed 0.60. Please revise the Post - Development Stonnwater Management map on Sheet SWM -1 to delineate Phase B and Phase C. Add a note that the developed C value of Phase C is not to exceed 0.60. Erosion & Sediment Control Plan Comments 6. Please extend the silt fence along Old Trail Drive toward Brookley Drive to account for the construction of the sidewalk. ofAL„,, 1 County of Albemarle Department of Community Development Memorandum To:Megan Yaniglos, Senior Planner From: Amy Pflaum, Engineering Review Division: Current Development Date:February 23, 2010 Subject: SDP200900093 & SUB200900161 Old Trail Village Block 3 (Phase B) — Final Site Plan Current Development staff has reviewed the options for lot frontage for the proposed rowhouses within Old Trail Village Block 3 Phase B. It was originally determined that a private street would be necessary to provide the required frontage to proposed Lots 8 through 12. The approved Old Trail Village Code of Development (ZMA -2004- 00024) indicates that within Zone CT- 5, which includes Block 3, frontage for rowhouses may be provided by a "public street" or a - grass mall" see diagram Old Trail Center Zone CT5, Design Elements in Code of Development). Proposed Lots 1 through 7 have frontage on Old Trail Drive, Lots 13 through 24 are provided frontage by Claremont Lane, both public streets. Proposed Lots 8 through 12 are depicted as "fronting" on a grass mall. This is deemed as acceptable frontage for the subdivision. All of the proposed lots within Block 3 Phase B will be accessed in the rear by alleys. The alley sections shall be designed with a 24 -foot easement, a 1 2-foot asphalt travelway, and no curb and gutter, as shown on the Transportation Plan approved with the Code of Development, except as provided herein: The width of the required alley easement for Momington Court may be reduced to 20 -feet. The asphalt section for Mornington Lane and Mornington Place shall be 20 -feet in width because this provides the only emergency vehicle access to Lots 8 through 12. In order to obtain approval of the subdivision plat (SUB200900161), the following access improvements will need to be built or bonded: Claremont Lane between the pool access and Brookley Drive. One set of the approved plan is enclosed for your records. Any previously approved plans are voided with this approval. This approval is for basic compliance with the General Water & Sewer Construction Specifications of the Albemarle County Service Authority (ACSA) and does not relieve the contractor from responsibility for his work as it relates to the plan and specifications. The ACSA requires that a copy of the approved construction plan be on the job site. The contractor is responsible for marking up a copy of the approved construction plan showing as -built information and provide this data to your client at the completion of utility installation. The full section of the remainder of Claremont Lane should be built with Phase B. The sidewalk on the northeast side of Claremont has already been included with the bond. Also, I realized I made an error in calculating the bond, street trees were not included. I realize that Ana has already given you the bond amounts, and if it is too late to change them on your end, that if fine. If it is not too late, I would like to send a new amount for Claremont Lane. There are two outstanding issues: First, the Grass Mall that provides frontage to Lots 8-12 must be shown as a separate parcel to be designated as Common Area. lt is expected that this will be parceled off on the plat that will divide the townhouse ots, however, it needs to be shown on the site plan. Please see the following email from Claudette giving some guidance to help you determine a size for the Grass Mali parcei. Second, the Phase B/Phase C lines shown on the Stornnwater Management plan would not necessarily match the lines that show what is being built with Phase B. The Stormwater Management pian should show the phase lines between the l.l95 acres that is Phase K and the 1.lIS acres that will he Phase [. One way to look at the Grass Mall is like a village or neighborhood green. The Crozet Master Plan, Open Space Table describes a neighborhood green as a green space that serves as an open space of limited size, edged by building frontages. The space might consist of grassy areas, shade trees, and simple native plantings. It would be used for unstructured recreation and require limited maintenance. It could also accommodate a gathering area and should minimize impervious pavements for walks. Ownership can be public or private. As | mentioned in my previous e-mail, there are no specifics regarding the size of the village green; however, it should be large enough to be space that residents can enjoy similar to open space areas in a neighborhood or condominium development.
