However, the Site Review Committee has attempted to identify all issues that could affect approval of the proposed project. Please make the revisions that have been identified as necessary for preliminary approval by the Site Review Committee. If you choose not to make the requested revisions, please submit in writing justification for not incorporating such revisions. Submit eight (8) full size copies and one (1) 11" x 17" copy to the Department of Community Development including responses to each of the attached comments of the Site Review Committee by July 13, 2009. Failure to submit this information by this date will result in suspension of the review schedule. Review will resume when revisions are submitted along with a reinstatement fee of $65. [Each comment is preceded by the applicable reference to the Albemarle County Code.] 4/ [18- 4.12.17(c)] The minimum travelway width for two -way access aisles shall be twenty (20) feet. It appears the western most gas -pump and parallel parking space configuration, as shown, does not allow for an appropriately sized travelway. Please correct. 2' [18- 32.5.6(a)] Please provide one datum reference for elevation. 3' [18- 32.5.6(b)] The following data must be included in the plan: i. maximum number of employees; ii. schedule of parking that accurately reflects spaces provided on -site — currently 20 spaces are listed as provided, 19 are actually shown on plan; iii. maximum amount of impervious cover on the site; and iv. maximum amount of paved parking and vehicular circulation areas. 4•: [18- 32.5.6(i)] Please provide width of access easement on southern border of site. 18- 32.6.6(g)] Please provide dimensions for all parallel parking spaces. 6, [18- 32.6.6(1)] Manufacturer's cut -sheet must be provided for all proposed lighting. The following items will be adequately addressed prior to final approval. A. Site plans (SDP200900047) 1. Benchmark location, elevation and datum for topography. An existing utility or other known position will suffice. [Policy] 2. All slopes 25% and over (critical slopes by County Zoning Ord.) are shaded [18- 32.6.6, 14 -302] 3. Critical slope wavier request appears to be required. [ 18 -4.2, 14 -304] 4. VDOT approval is required prior to final approval. 5. Show loading space. 6. Appears existing sanitary sewer line to the rear parcel may need to be redesigned /constructed with Ductile iron casements to carry the wall load. 7. Retaining wall does not appear to be drawn to scale on the site plan. According to the detail, the wall will be of varying widths due to its height. In addition, the Geo -grid may cross the property line and a temporary construction easement will be required. B. Stormwater Management Plan (WP0200900029) 1. A completed copy of the Standard Stormwater Maintenance Agreement and fee for recordation for the stormwater facilities is required prior to final approval.[17- 304E] The forms and instructions can be found on the Community Development Department Web site on www.albemarle.org. [17 -304E] 2. Copies of manufacturer's approval of the plan for any manufactured stormwater management facilities (Filterra, stormfilter, sandfilter, etc.) [Policy] 3. The outlet pipe from the Filterra appears to enter the detention pipe below the 2- year storm elevation. This office recommends elevating the pipe invert to allow for proper draining of the filtering structure. The pipe should enter the structure Engineering Review Comments Page 2 of 2 above the 10 -year storm elevation. 4. Please add emergency overflow in design of storage structure. Existing design appears to use State road for overflow. C. Erosion Control Plan (WPO200900029) 1. Additional E &SC stormwater storage is required during demolition and construction. This office suggests a "stone /aggregate" mountable berm installed across the lower entrance to keep dirty water from entering the State Road. 2. Demolition plan, note #12, states the underground tanks are to be removed under separate plan. The tank removal should be a part of this E &SC plan. [VESCL] Once these comments have been addressed, please submit 2 copies (add 1 more copy if VDOT needs to review, and 1 more if mass - grading that Planning needs to review) of the revised plans, calculations, and narratives to Current Development Engineering. Charlottesville, VA 22902 Subject: Site Review Meeting Comments July 2 2009 site review meeting Dear Mr. Brooks: Below are VDOT's comments on the Site Plans for the July 2 2009 Site Review Committee Meeting: SDP - 2009 - 00047 Wilcohess — Final (Summer Frederick) 1. A fueling position is defined in the 1TE Trip Generation Manual as the number of vehicles that can be fueled simultaneously. The existing situation for trip generation shows 14 fueling positions but it appears that only 8 or 10 vehicles can fuel simultaneously. This will decrease the existing trip generation to 1628 VPD assuming there are 10 fueling positions. The new proposal shows ITE trip generation at 4340 VPD. This is an increase of 2712 VPD which is above the amount of traffic necessary for a Chapter 527 Traffic Impact Study. 2. This site currently is served by two entrances that neither meets the existing entrance standards or the Access Management Regulation spacing standards for commercial entrances. 3. This commercial entrance permit needs to be reevaluated in accordance with The Land Use Permit Manual, 24VAC30- 150 -1680. The increase in traffic volume will require this entrance to be brought to standard to retain the commercial entrance permit. A new entrance will need to be shown and should be located as indicated in the Places 29 plan. The entrance also needs to accommodate access for the adjacent properties in accordance with the requirements of 24VAC30 -72 -120, Commercial Entrance Access Management. WE KEEP VIRGINIA MOVING 4. Recommend that the minimum standards for entrances and access management being adequately addressed as a condition of the site plan approval. SDP - 2009 -00048 Stonewater Townhomes Site Plan -Final (Elizabeth Marotta) 1. The access is on a proposed private road of the subdivision and does not require permitting from VDOT. SUB- 2009 -00088 Peter Jefferson Overlook, LLC -Final (Summer Frederick) 1. The existing 30 foot easement to Lot 1 should be evaluated for it's adequacy to serve the proposed use in order to avoid the need for access to Route 250. Access to route 250 for Lot 1 may be in conflict with the Access Management Regulations. Please request the applicants provide a written description of revisions with re- submissions.
