1. Please provide VDOT designations for the proposed guardrails by the entrance. [ 18- 32.7.2]
2. All entrances must show VDOT designations (PE -1, CG -9a, etc.)
3. VDOT approval must be obtained by any plan affecting public right -of -way.
4. The length of the turn and taper lane seems to be less than the required 144' for the 12' wide lane.
5. Please provide updated Albemarle County general construction notes. Please refer to the Design
Standards Manual.
6. There appears to be a king of lining on the north side of the entrance. Please label it and include it
in the limits of disturbance.
B. Erosion Control Plan (WPO200900028)
7. Please provide updated County erosion control notes. Please refer to the Design Standards Manual.
Once these comments have been addressed, please submit two (2) copies of the revised plans, calculations,
and narratives to Current Development Engineering.

Engineering Review and meet Albemarle County minimum checklist items for approval. Please
submit 5 paper copies of the Plan to Current Development Engineering.
The E &SC bond amount is $43,300.00. The forms and instructions to post the Water
Protection Ordinance Bond can be found on the Community Development Department
Web site on www.albemarle.org.

The County of Albemarle Division of Zoning and Current Development will grant or recommend approval of
the final site plan referred to above once the following comments have been addressed: [Each comment is

32.5.6 The preliminary site plan shall contain the following information

the residential or rural areas zoning districts shall not exceed one -half footcandle."
Landscape Plan Checklist
Section 32.7.9.4: CONTENTS
Section 32.7.9.6: STREET TREES
a) Street trees shall be required along existing or proposed public streets in any development which is
subject to site development plan approval in all commercial and industrial districts and residential
development of a density of four (4) dwelling units per acre or greater. The agent may waiver this
requirement in certain cases where site conditions warrant an alternate solution.
b) Street trees shall be selected from a current list of recommended large shade trees approved by the agent.
Medium shade trees may be substituted, subject to the approval of the agent when site conditions warrant
smaller trees. The agent may approve substitutions of species of large or medium shade trees.
c) Street trees shall be planted with even spacing in a row adjacent to the public street right -of -way.
c) One (1) large street tree shall be required for every fifty (50) feet of road frontage, or portion thereof, if
twenty -five (25) feet or more.
c) Where permitted, one (1) medium shade tree shall be required for every forty (40) feet of road front -age,
or portion thereof, if twenty (20) feet or more.
c) The agent may approve minor variations in spacing.
d) In the case of development with units for sale, the trees shall be protected through an open space or
easement arrangement and shall be maintained by a property owner's association.
Comment: Street trees are required along state route 29 with the proposed use.
Required street trees need to be indicated on the site plan and are determined by
the amount of road frontage on an exiting or proposed Public Street.
Section 32.7.9.7: PARKING LOT LANDSCAPING
All development subject to site development plan review shall include the following required
landscaping for parking lots consisting of five (5) spaces or more:
a) Street trees: Street trees shall be planted in accordance with section 32.7.9.6 along the public street
frontage which abuts a parking lot.
a) The trees shall be planted between the street right -of -way and the parking area, within the parking
setback.
a) If required street trees cannot be planted within the parking setback or within ten (10) feet of the street
right -of -way due to sight distance, utility easement or other conflicting requirements, then the planting strip
shall be enlarged to accommodate the trees.
a) If this requirement creates a hardship by causing the relocation of required parking spaces, then the
additional planting area may be counted toward the interior landscaping requirement;
b) Interior landscaping: Exclusive of the requirements of section 32.7.9.7 (a) and (c), an area equal to
five (5) percent of the paved parking and vehicular circulation area shall be landscaped with trees or
shrubs.
b) This shall include one (1) large or medium shade tree per ten (10) parking spaces or portion
thereof, if five (5) spaces or more.
b) Interior landscaping shall be located in reasonably dispersed planting islands or perimeter areas. Shrub
plantings adjacent to a building shall not be counted as interior landscaping;
c) Additional plantings along public streets: When a parking lot is located such that the parked cars will be
visible from a public street, then additional landscaping of low street shrubs shall be required between the street
and the parking lot.
c) Shrubs shall be in a single row planted five (5) feet on center.
c) Alternate methods of landscaping designed to minimize the visual impact of the parking lot may be
approved by the agent.
Comment: Parking lot landscaping will not be required because there is no parking
proposed with this use. [Only required for parking lots consisting of five (5) spaces
or morel
Section: 32.7.9.8: SCREENING
a) When required, screening shall consist of a planting strip,
a) existing vegetation,
a) a slightly opaque wall or fence, or combination thereof, to the reasonable satisfaction of the agent.
a) Where only vegetative screening is provided, such screening strip shall not be less than twenty (20) feet in
depth.
a) Vegetative screening shall consist of a double staggered row of evergreen trees planted fifteen (15) feet on
center, or a double staggered row of evergreen shrubs planted ten (10) feet on center. Alternate methods of
vegetative screening may be approved by the agent.
a) Where a fence or wall is provided, it shall be a minimum of six (6) feet in height and plantings may be
required at intervals along such fence or wall.
h) Screening of parking lots shall not be counted toward the interior landscaping requirement.
b) When screening is required along the frontage of public streets, the agent shall determine if the street tree
requirement has been met.
c) Screening shall be required in the following instances:
Cll. Commercial and industrial uses shall be screened from adjacent residential and rural areas districts.
02. Parking lots consisting of four (4) spaces or more shall be screened from adjacent residential and
rural areas districts.

03. Objectionable features including, but not limited to, the following uses shall be screened from
adjacent residential and rural areas districts and public streets:
loading areas
refuse areas
storage yards
detention ponds
recreational facilities determined to be of objectionable character by the agent other than
children's play areas where visibility is necessary or passive recreation areas where visibility is
desirable.
04. Double frontage residential lots shall be screened between the rear of the residences
and the public right -of -way when deemed appropriate by the agent.
05. The agent may require screening of any use, or portion thereof, upon determination that the use would
otherwise have a negative visual impact on a property listed on the Virginia Historic Landmarks Register.
Comment: ARB required screening will meet this requirement.
Section 32.7.9.9: TREE CANOPY
a. The foregoing notwithstanding, a minimum tree canopy shall be provided in accordance with this section.
Tree canopy" or "tree cover" shall include all areas of coverage by plant material exceeding five (5) feet in
height at a maturity of ten (10) years after planting. Selection of species for planting shall be in accord with
section 32.7.9.4
a) Specifications for plantings shall be in accord with section 32.7.9.5
b) Existing trees to be preserved in accordance with section 32.7.9.4(b) together with trees required
under sections 32.7.9.6, 32.7.9.7 and 32.7.9.8 shall count toward satisfaction of the minimum tree
canopy.
b. The following minimum requirements shall apply:
01. Ten (10) percent tree canopy for a site to be developed with commercial, office or industrial
uses;
Comment: 10 percent tree canopy is required for this site. Please provide a planting
schedule and 10 year canopy area calculations for the proposed 0.61 acre fee
simple area for this project. Additionally please delineate /show trees to be
preserved [if any].
0.61 x 0.1 = 0.061
0.061 x 43,560 = 2657.16 square feet of canopy is required.
If you have questions about the tree canopy calculations please contact me and I
will be glad to give you examples.

Tom,
RWSA has reviewed the North Fork Regional Pump Station plans that were prepared by Whitman Requardt and
Associates and dated 6/8/09 and has the following comments:
1. RWSA believes that a flow acceptance letter is required for this project. Please submit a flow acceptance request
to RWSA.
2. Please include the RWSA general notes on the plans. They are attached to this correspondence.
3. Please show and label any existing easements for the 12" RWSA waterline including the deed book and page
number in the label.
4. The existing RWSA waterline is shown with several irregular bends in the vicinity of the proposed waterline tap.
The actually alignment of the waterline may vary from that shown on the plans. The available record drawings for
this waterline have been attached to this correspondence for reference.
5. Please note that RWSA has had difficulty locating the 12" waterline in the vicinity of the proposed tap and the
waterline may be very deep in that area. When a fiber optic line was recently installed in the area, the contractor
attempted to verify the location of the waterline but was unsuccessful. Also, on this set of plans the waterline is
shown running through a deep ditch 30' from the proposed tap although RWSA did not see the waterline in the
ditch during a recent field visit. RWSA does not take objection to the proposed tap location, but wanted to make
ACSA and their engineers aware of the above information.
6. Please add the following note to sheet C -5:
Contractor shall coordinate with RWSA and ACSA during construction of the connection to the existing
RWSA 12" waterline. Contractor shall use due diligence to protect the RWSA 12" waterline during
construction and tapping.
Contractor shall verify the horizontal and vertical location, the outside diameter and the pipe material of
the 12" waterline prior to ordering the tapping sleeve. RWSA shall be contacted 3 business days in
advance of the test pit and shall be present during the test pit. The tapping sleeve shall be approved by
RWSA prior to being ordered. The tapping Contractor shall be approved by RWSA prior to the tap.
A minimum of 3 business days notice shall be given prior to installation of the tapping sleeve. The 12 "x6"
tapping sleeve and valve shall be installed plumb. Following the placement of the 12 "x6" tapping sleeve,
a concrete pad and thrust block shall be placed under and behind the tapping sleeve.
No permanent connections to the potable water system are allowed until the new waterlines are tested,
disinfected, and ready for service. See RWSA General Notes on Sheet XX."
Please modify the last sentence so that it references the sheet to which the general notes were added.
7. Please add the following note to the waterline profile on sheet C -12:
A minimum of 3 business days notice shall be given to RWSA prior to installation of the tapping sleeve.
Please see the note on sheet C -5 for more information regarding the connection to the RWSA waterline"
8. RWSA would like to review the plans for the proposed force main from the pump station to once they are
available.

RE: ARB- 2009 -55: North Fork Regional Pump Station Project
Tax Map 32, Parcel 6A
Dear Mr. Luck,
The Albemarle County Architectural Review Board reviewed the above noted item at its meeting on Monday,
August 3, 2009. The Board, by a vote of 3:0 approved the request, pending staff administrative approval of the
following conditions:
1. Add a note to the site plan identifying the height and color of the mechanical equipment and submit an
actual color sample. The color shall be an earth tone that blends well with the surrounding
environment. Add the following note to the site plan: "Visibility of all mechanical equipment from the
Entrance Corridor shall be eliminated."
2. Revise the building elevations to show a soldier course made of approved brick to relieve the
expanses of blank wall. Soldier course to be flush with face of corner projections. Provide a material
schedule on the architectural drawings identifying all the proposed building materials; include details
such as color, manufacturer name and brand. Revised building elevations, received 8/3/09, are
approved.
3. Include the cut sheets for the proposed lighting within the set of full size site plan /lighting plan
drawings. Include the LLF calculations, the lumens, and the watts in the luminaire schedule. Indicate
in the luminaire schedule the color and finish of all light fixtures and light poles for the proposed
development. Dark brown, dark bronze, or black are appropriate colors for free - standing pole
mounted light fixtures in the EC. Revise the manufacturer note in the luminaire schedule for Fixture A
to correspond to the cut sheet. Reduce the height of light fixture A to 15'. Include the following note on
the photometric plan: "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial
lumens shall be a full cutoff luminaire. The spillover of lighting from luminaires onto public roads and
property in residential or rural areas zoning districts shall not exceed one half footcandle."
Maintenance /utility light will be activated by a combination timer /motion sensor.
4. Show all of the proposed utility lines and their easements on the landscape plan. Highlight or lightly
shade the easement areas so they are clearly identifiable. Identify areas where no plantings are
allowed on the applicant's property.
5. Revise the landscape plan to show small to medium evergreen trees or deciduous shrubs with low,
dense branch patterns interspersed with the shrubs and shade trees proposed along the EC and in
front of the development, specifically within the 50' easement that is located north of the proposed
driveway and within the easement located south of the generator.
6. Revise the landscape plan to shift the southern red oak to avoid conflict with the overhead utility line.
7. Revise the plant schedule to show that the shrubs proposed on the landscape plan will be at least 24"
in height at planting.
8. Add the following note to the landscape plan: "All site plantings of trees and shrubs shall be allowed to
reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall
be pruned minimally and only to support the overall health of the plant."
9. Eliminate the proposed treeline on the Existing Landscape Conditions plan on Sheet C -11.
Please provide:
1. Two full sets of revised drawings addressing each of these conditions. Include updated ARB revision
dates on each drawing and an ARB approval signature panel.
2. A memo including detailed responses indicating how each condition has been satisfied. If changes
other than those requested have been made, identify those changes in the memo also. Highlighting
the changes in the drawing with "clouding" or by other means will facilitate review and approval.
3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to
ensure proper tracking and distribution.
When staff's review of this information indicates that all conditions of approval have been met, a Certificate of
Appropriateness may be issued.

I have reviewed the above plan and have the following comments:
Previous comments appear to have been addressed.
Sheet C -6 — Note #1 says that 1300 LF guardrail to be removed. It looks that it should read 130 LF. Also, GR -8
should be installed as detailed in the GR -INS standard for divided highways to include a GR -8 anchor block end
treatment. The GR -8 looks to be placed on a 3:1 sideslope. This guardrail should be placed on a grade that is the same
as the roadway shoulder.

Gerald, I have reviewed the above referenced preliminary plan and have the following comments:
1. It appears that structures 27 and 28 have been relocated so they will not conflict with any future widening of Route
29.
2. The paved turn lane should have a 12 foot width.
3. Final plans will need to include a pavement design in accordance with AASHTO methods and an entrance profile. A
break in the guardrail will also need to be designed and shown on the final plan.
4. A permit will be required for any work within the existing ROW. No open cutting of the pavement will be permitted.

Maintenance factor = 1.0 Maintenance factor needs to be 1. I have looked at sheet E7 -02 and cannot
find the maintenance factor. Please let me know where on the sheet this is delineated. The maintenance
factor is usually indicated on the Luminaire Schedule and is the arithmetical allowance made for
depreciation of lamps and reflective equipment from their initial values due to dirt, fumes, or age.
