Preliminary site plan approval is valid for (1) one year in accordance with Section 32.4.3.1 of Chapter 18 of the Albemarle County Code. Therefore, preliminary site plan approval shall expire on 08/14/2010. If preliminary site plan approval expires, a new application must be filed and processed. Please address all of the requirements and conditions listed below and submit eight (8) tentative plan copies to the Department of Community Development. This letter must be submitted with the tentative plans, as a checklist, to document that you have addressed all requirements or conditions, or the tentative plan will be denied. Erosion and Sediment Control, BMP Stormwater Management, and road plans with the associated applications and fees must also be submitted with the eight (8) tentative Plans. Once the tentative plan is submitted and reviewed you will receive comments from all departments /divisions /agencies that have made comment on the tentative plan. Any further responses must be made directly to each department /division/agency that has further comment. After all aforementioned departments /divisions /agencies have granted a tentative approval, you must verify with the Planner that you may submit the final mylars (2 sets), two paper copies, the final site plan application, and final site plan fee to the Department of Community Development. Signing of the plans will occur within one week once it is determined that the final site plan mylars reflect all tentative approvals. The final site plan will be subject to all final site plan requirements (Zoning Ordinance Section 32.6), in addition to the following conditions. The Department of Community Development shall not accept submittal of the final site plan for signature until tentative approvals for the following conditions have been obtained: 1 Zoning & Current Development approval to include: Required parking will have to be available for the existing use at all times, therefore, the plan will have to be carefully phased to manage parking for the existing use and parking for the proposed addition. The Landscape plan will be reviewed and comments given with the final site plan. The lighting plan will be reviewed and comments given with the final site plan. Please provide zoning approval for the mobile tech unit. Please contact Planner at 434 -296 -5832 ext 3385 if you have questions or require additional information. Engineering approval to include: Preliminary review comments appear addressed. Final, SWM, and E &SC plans will be reviewed per County Design Standards Manual Checklist for Engineering. Albemarle County Service Authority approval to include: Obstructions or improvements are not allowed in ACSA easements. Have the applicant relocate the light poles. The applicant provided a plumbing fixture count indicating a 2" meter. Our GIS shows a 1 1/2" meter, so a new connection may be necessary. I think that the existing vault will be ok with some adaption. Please contact Gary Whelan at 434 - 977 -4511 if you have questions or require additional information. Fire & Rescue approval to include: Please indicate the location of fire hydrants. All portions of the building must be within 400 feet of a hydrant by way of a prepared travel way. Please indicate the fire flow from existing hydrants and estimated fire flow (calculations) for proposed hydrants. VDOT approval to include: It appears that the detention facility for this site is in conflict with a previous plan for the widening of Profit Road and the construction of a roundabout at this intersection. The Road Plan indicates that there has been a dedication of right of way for the road widening and intersection improvement. Architectural Review Board approval to Include: All Architectural Review Board comments must be addressed before final site plan approval can be granted. Please contact Brent Nelson at 434 -296 -5832 ext 3272 if you have questions or require additional information. 2 Albemarle County Department of Planning (Places 29 Planner) Long -range planning staff has reviewed this preliminary site plan for compliance with the Comprehensive Plan, including the Neighborhood Model. The proposed use is in compliance with the Comprehensive Plan. Staff has identified the following issues and recommends the following changes: 1. Sidewalks should be shown along both Proffit Road and Leake Square. 2. The applicant should be aware that Proffit Road will be widened to a four -lane section from the intersection with US 29 west to well beyond Worth Xing /Leake Square. A roundabout will also be constructed at the intersection of Proffit /Leake /Worth Crossing. The applicant should consult with VDOT to make sure they have left enough right -of- way along Proffit Road, especially at the corner where the roundabout is proposed. 3. Also, Leake Square will become a public road and be extended as a part of the North Pointe development. The applicant should be certain they have left enough right -of -way along Leake Square for the road to be constructed to public standards. 4. Both of these road improvements may have an impact on the amount and location of parking shown on the site plan.
