Comments reflect information available at the time the development proposal was reviewed,
and should not be considered final. However, the Site Review Committee has attempted to
identify all issues that could affect approval of the proposed project.
Please make the revisions that have been identified as necessary for preliminary approval by
the Site Review Committee. If you choose not to make the requested revisions, please submit
in writing justification for not incorporating such revisions. Submit eight (8) full size copies and
one (1) 11” x 17" copy to the Department of Community Development including responses to
each of the attached comments of the Site Review Committee by June 1, 2009. Failure to
submit this information by this date will result in suspension of the review schedule. Review will
resume when revisions are submitted along with a reinstatement fee of $65.

The Planner for the Current Development Division of the Albemarle County Department
Community Development will recommend approve the plan referred to above when the
following items have been satisfactorily addressed. (The following comments are those
that have been identified at this time. Additional comments or conditions may be added
or eliminated based on further review.) [Each comment is preceded by the applicable
reference to the Albemarle County Code.]
Please note the referenced project has been reviewed for compliance with the 1980
County Ordinance.
1. Sec. 32.3.1(b)] Please provide accurate boundary lines for the subject parcel in
entirety.
2. Sec. 32.3.1(b)] The stream buffer, creek course, and floodplain boundaries
must be clearly designated. Please make sure the arrows for this information are
legible.
3. [Sec. 30.3.5.2.1] Any water - related use, such as a bridge or a culvert to be
located within a floodway requires a special use permit.
4. Sec. 8.5.6.1] Please provide supporting calculations to confirm that 10% or
greater of the project and area is shown on the submitted final site plan.
5. Sec. 8.5.6.3] Please remove the Potential Future road alignments. These are
not shown on the approved application plan. If these road alignments are
desired, a variation must be applied for, and approved by the Director of
Planning.

The final site and road plans for Phase 1 of the University Village Retirement Community project, received
on 27 April 2009, have received engineering review. The applicant has requested that the site plan be
reviewed under the Zoning Ordinance at the time of the rezoning approval (ZMA- 1977 -019). A separate
letter will be sent out at a later date with comments regarding the Erosion and Sediment Control and
Stormwater Management Plans.
A. Final Site Plan [SDP 2009 - 00033]
1. Please show the benchmark in the plan set. [32.4.35]
2. The road crossing will require fill in the floodplain and, therefore, a special use permit will be
necessary. A site plan can not be approved for this project without the SP for fill in the floodplain.

3. All handicap parking spaces must be 12ft wide. [4.12.6.5]
4. The site plan shows disturbance to an undisturbed buffer on the rezoned commercial portion of the
property for the construction of a sewer line. Please request a waiver of this buffer and it will be
taken to the Planning Commission.
5. Please move the parking spaces and garages farther south so that the sidewalk along the road can
not be blocked by parked cars.
6. The pipe systems on the site plan sheets (S) and drainage plan sheets (DP) show different
alignment and networks. Please correct.
7. A drainage structure is needed on University Lane across from structure 50.
8. Please call out a VDOT Safety Slab for structure 1B.
9. Please provide VDOT Inlet Shaping on all inlets where flow drops 4ft (either from a pipe or from
the surface).
10. On -grade curb inlet calculations appear to be incorrect. For every inlet, a longitudinal slope of
0.5% is used for the computation.
11. The site plan cannot be approved until all elements of the WPO plan are approved. Comments
regarding the ESC and SWM plans will be given in a separate letter.
12. This project is located outside the jurisdictional area for public water and sewer service but within
the development area boundary. The jurisdictional area is currently being updated by the Planning
Department.
B. Road Plan [WPO 2009 - 00020]
1. VDOT approval is required.
2. A road bond must be posted prior to approval of the site plan. The applicant must provide an item
by item breakdown from a contractor for the construction of all public improvements. This cost

estimate will be subject to the review of the County Engineer. [32.5.2]
3. The radius of the cul -de -sac must be a minimum of 50ft. [32.5.9]
4. The pavement section details do not match for all roads between the individual detail and summary
table and the road cross section detail.
5. Please reduce the cut and fill for the roadway between Sta. 19 +00 and Sta. 28 +00 so that critical
slope disturbance is minimized. A waiver for critical slope disturbance will be required in areas
where critical slopes disturbance could be reasonably avoided if the start of the fill or cut was
brought closer to the right -of -way.
6. The crossing of the perennial stream must be designed at this time, preferably, in conjunction with
the review of a Special Use Permit. The crossing should be designed so that the plan is in
conformity with the approved rezoning plan: a lake should be created with the roadway fill unless
a variation is given by the Director of Planning. Future comments may be required on the road
plan due to changes necessary to meet crossing requirements.
7. University Village Circle and University Village Lane will likely have to be private roads due to
VDOT's current road acceptance requirements. The loop road was also called out as private in the
application plan.
8. The width of University Village Circle is called out as 24ft width in plan view and a 28ft width in
the section. Please correct. Either section is permissible. Please also provide the standard 6ft
planting strip and 5ft sidewalk section for University Village Circle.
9. Please provide centerline radii for all roads on sheets R -1, R -2, and R -3.
10. Please show easements on all pipes and culverts from VDOT ROW. Easement widths must meet
the standard described in the latest edition of the design manual. [32.5.12]
11. Please do not show in this plan set the possible future ROW for Boulders Road Extension or the
possible realignment of University Village Drive.

Below are VDOT's comments on the Site Plans for the May 21 2009 Site Review
Committee Meeting:
SDP - 2006 - 00041 Briarwood Phase 1A - 1, 1B - 1, 8 (Elizabeth Marotta)
1. Engineering comments were provided by VDOT on 4 -23 -09 for the additional phase
of the project.
SDP - 2009 - 00030 Forest Lakes Office Park - Maior (Summer Frederick)
1. No comments
SDP - 2009 - 00031 Collins Medical Center - Preliminary (Gerald Gatobu)
1. Final plans need to show the proposed entrance profile.
2. Final plan needs to show details for CG -6, CG -11, and CG -12B and detectable
warning.
3. A Land Use Permit will be required for construction within the public road right
of way.
SDP - 2009 -00033 University Village Retirement Communitv(Phase I) Summer
Frederick
1. The proposed connection to Route 29 needs to be a minimum of 510 feet from the
existing intersection or line up with the intersection at the signal.

2. This site plan exceeds the threshold to require a Chapter 527 Traffic Impact
Analysis.
3. The proposed road must provide a connection to the existing Boulders Road to
meet the connectivity requirements of SSAR's, 24VAC 30 -92. Without the
connection the road may not be eligible for acceptance into the State Secondary
System of Highways.
4. The CG -12 detail needs to be updated and show the proper detectable warning.
5. The proposed Functional Classification needs to be indicated on the plan.
6. If the connection is made to Boulders Road, additional traffic will need to be
shown to properly determine the design speed and pavement structural section of
the road.
7. Provide the horizontal alignment data on the roads.
8. Street design data on sheet R -4 lists University Village Road but the plans show
University Village Dr. Is this the same road?
9. The sight distance on University Village Dr. / Rd. need to be based on the correct
design speed on the road.
10. Pavement design on University Village Dr. needs to be designed in accordance
with the AASHTO method if this is designed as a collector road.
11. Storm sewer pipes need to be as perpendicular as possible to the centerline of the
road and cannot exceed 4.5 degrees.
12. Street Trees on University Village Dr. need to be located outside of the clear zone
of the road if this road is to be classified as a collector.
SDP - 2009 -00034 Martha Jefferson Outpatient Care Center (Proffitt -Major (Gerald
Gatobu)
1. It appears that the parking and detention facility for this site is in conflict with a
previous plan for the widening of Proffit Road and the construction of a
roundabout at this intersection. The road plan indicates that there has been a
dedication of right of way for the road widening and intersection improvement.
Please request the applicants provide a written description of revisions with re- submissions. If
you have any questions or comments, please contact me prior to sharing these comments with
the applicants.

RE: Request dated August 6, 2009 regarding a variation in the site development plan from
the approved application plan for the University Village Retirement Community (ZMA -77-
19)
Dear Mr. Collins:
The County has received your variation request referenced above. You propose "to modify the
alignment of the entrance road such that it can connect to the existing Boulders Road located to
the south" and a stub out of Boulders Road Extension to the west that would allow it to ultimately
be extended to U.S. 29 in accordance with concepts that have been recommended as part of
the proposed Places 29 Master Plan. This proposal varies from the road design and location
shown on the approved application plan which provided access from U.S. 29 in a location
different than proposed in Places 29 and a stub out of the road to the south in a location that
would be offset from the existing Boulders Road. This change will also result in a modification of
the application plan for the location of the entrance road to University Village and the location of
two residential clusters within University Village.
This letter serves to provide approval to the variation in keeping with the depictions on SDP
2009 -033 University Village Retirement Community (Phase 1) -Final and the attached
application.
The analysis of the variation request is provided below:
Section 8.5.6.3 of the 1980 Zoning Ordinance under which this project is being reviewed allows
the Director of Planning to grant a finding that such variations are:
Generally in keeping with the spirit and concept of the approved Application Plans;
Yes; the proposed road location provides opportunity for future connection to U.S. 29 and
interconnection to property to the south (via Boulders Road). The location of the entrance road
to University Village and the layout of buildings in University Village remain in keeping with the
intent of the original application plan.
in accordance with the Comprehensive Plan;
Yes; the proposal continues to provide for desired transportation features and development
consistent with the project's location in a designated growth area in the Comprehensive Plan.
Furthermore, it is consistent with concepts that have been recommended as part of the
proposed Places 29 Master Plan which will be an amendment to the Comprehensive Plan.
and in accordance with regulations currently in effect.
Yes; site plan review of the changes necessitating this variation will assure compliance with
applicable regulations.
