Megan,
The extension of the Crozet Avenue /Tabor Street drainage system and /or the easement (we've requested) across Mr.
Smith's property doesn't prohibit the construction or maintenance of a sidewalk. However, due to the amount of fill
that would be necessary to construct the pavement widening, curb & gutter, and the sidewalk, as well as the overlap of
the sidewalk with the future storm pipe, I would advise that the sidewalk be constructed at a later time after the storm
system has been built. For your reference I'll provide copies of the portions of the County's plans that relate to this
area.
Something else to consider is that the County's project stops at Tabor Street. On the Dagner parcel (across from Tabor
Street) right -of -way has been dedicated and we'll be grading the area in anticipation of extending sidewalk from the
Jarmans Gap Road intersection, after VDOT has constructed Jarmans Gap Road improvements. Between the Smith's
Animal Wellness" parcel and the Dagner parcel, there are two other parcels (Smith & McCue). If the "Animal Wellness"
sidewalk was constructed now, there would initially be a 425' gap (to JGR) in the sidewalk improvements and little
demand to use the portion of sidewalk in front of the "Animal Wellness" site. At such time that sidewalk is extended
from JGR to the Dagner parcel the gap would be reduced to about 215 feet.
Both adjacent properties owned by the Smith's are zoned Downtown Crozet District and in conversations regarding the
Streetscape and Stormwater Basin Projects the owner has expressed his intent to develop both parcels as one tract in
the future. For this specific reason we extended our storm system across the front of his parcels to the SWM Basin
parcel, rather than following the existing channel that flows down the property line shared by the Smith parcels.
Currently the owner's only proposing minimal improvements to serve and generate income from the existing building.
For the reasons above, I believe the sidewalk waiver is reasonable and that it would be more appropriate to obtain the
sidewalk /frontage improvements at such a time a development proposal is submitted for both parcels and there is then
greater need /demand for the sidewalk. If it is possible, you might want to consider requesting a public right -of -way
dedication (at least 25') across the front of the property that will help preserve the area for future sidewalk
improvements. At present the property line goes to the center of the road and there is a prescriptive easement for
VDOT to maintain Crozet Avenue.

The site plan waiver for the Animal Wellness Center, received on 22 October 2009, has been reviewed.
Engineering review can recommend approval to the plan after the following comments have been
addressed.
1. In the applicant's letter dated 2 October 2009, waivers from Chapter 18 -32 were requested. The
following comment is engineering review's analysis of the waiver requests.
32.5.6.d Topography
The applicant must shade all critical slopes. By looking over the more accurate
topography provided by the applicant, it is clear that critical slopes exist on the property.
Disturbance of critical slopes for the driveway will be considered exempt per 18- 4.2.6.c.
Engineering review has no objection to the waiving of the 50ft off the boundary
requirement for topographic information.
32.5.6.n Waiver of the lighting and landscape requirements of this section
Engineering has no objection to the waiver of these requirements. Engineering will note
that it appears as though 2 significant trees will be removed due to the current design of
the site.
32.5.6.q Traffic Generation figures
The location of this development is not pertinent to this requirement. The applicant must
note on the plan that the site generates 75 trip ends and that the distribution is evenly
divided between the north and south on Crozet Ave. (This number was determined from
ITE's Clinic section, 630, since there was no section provided for a veterinarian's office.)
2. After further review of the application, it appears several other sections of the Chapter 32 must be
waived. Below is a list of requirements in 32.5.6 and 32.6.6 that were not provided in this plan
and engineering commentary on each section.
32.5.6.a General Requirements (SP Conditions and Datum)
The plan should list the conditions of the Special Use Permit on the sheet. Also, the
County's ordinance requires that for properties in the vicinity of a FEMA floodplain the
USGS datum must be used. Engineering review requires further information regarding
the NGS Y -55 datum and how it relates to the FEMA floodplain datum before a
recommendation can be provided.

32.5.6.g Stream Buffers
The stream buffer line should be shown on the plan. The stream immediately behind the
building requires a buffer. Disturbance to the stream buffer will be allowed under 17 -321,
but a mitigation plan will be required.
32.5.6.1 Location of existing and proposed utilities and utility easements.
Please show the drainage pipe that will be constructed with the Downtown Crozet
Stormwater Management project. Please show the drainage easements for the pipe at the
front of the property and the channel at the rear of the building. Please also clearly note on
the plan that the pipe is not to be included in the development of this application.
32.5.6.m Distance to centerline of nearest existing street
Engineering review has no objection to the waiver of this requirement. The location of the
entrance has been set by the Board of Supervisors.
32.5.6.p Landscape Plan
Engineering review has no objection to the waiver of this requirement. Engineering will
note that it appears as though 2 significant trees will be removed due to the current design
of the site.
32.6.6.d Drainage plans (Profile)
Engineering review has no objection to the waiver of the drainage profile (32.6.6.d.2) and
the drainage schedule (32.6.6.d.4) requirements. Though, engineering recommends that a
profile be provided so that an adequate cover of the pipe is accounted for to prevent
reconstruction in the future.
32.6.6.g Parking and Loading Space dimensions
The parking spaces should be delineated on the plan and dimensioned to make sure they
meet county requirements. Engineering review does not recommend that this section be
waived.
32.6.6.i Final Landscape Plan
Engineering review has no objection to the waiver of this requirement. Engineering will
note that it appears as though 2 significant trees will be removed due to the current design
of the site.
32.6.6.j Final Photometric Plan
Engineering review has no objection to the waiver of this requirement.
3. The applicant's letter alludes to the travelway not being constructed with this project. If not with
this project, when will the travelway be constructed? I recommend that this project construct the
travelway so that no delays to the occupation of the building will be encountered due to delays in
other project timelines.
4. A mitigation plan must be approved before the site plan can be signed.
5. An ESC plan will be needed for this project.
6. This project is exempt from detention requirements per 1 7- 314.F.4. Water quality requirements
will be met with a fee to the Lickinghole Basin. This computation will be performed at a later
date.

7. The existing gravel drive should be removed. If it is to remain, landscaping or other obstacles
should be provided around the parking lot to prevent use of this second entrance. The removal of
the gravel would help reduce the Lickinghole Basin fee for this project.
8. The applicant has requested a waiver of curbing requirements for the parking lot and travelway.
Because the absence of curbing is not for stormwater management, the Zoning Administrator will
need to make the decision on the waiver. Engineering review has no objection to the granting of
this waiver except on the west side of the parking lot. I think curbing should be provided on this
side of the lot to keep as much water as possible away from the foundation of the building.
9. The travelway must be 20ft wide. [32-4.12.17.c.1]
10. Please update the entrance profile. The profile of the entrance does not match the contours as
drawn. The entrance should also be adjusted in a manner that provides an adequate landing for
stopped vehicles at the entrance. [32- 4.12.17.b]
11. The slope of the travelway does not meet the County Ordinance requirements. The grade of this
travelway is shown as 20% and the maximum grade allowed by the county is 10 %. If a waiver is
sought, please provide this request in writing with all information necessary to justify that no
reasonable design alternative exists. It looks as though the maximum grade can be met if the
entrance is snaked to the northern entrance to the parking lot. Zoning will need to determine if this
change is a significant deviation from the approved application plan. [32- 4.12.17.a]
12. Engineering review suggests that the applicant consider running the sanitary sewer lateral to one of
the two manholes south of the building, if allowed by ACSA. This will eliminate the stream
crossing and tapping into a clay pipe, which may be problematic. If the stream crossing is to
remain, please coordinate the design of this pipe with the Water Resources Division of Albemarle
County to make sure the pipe is accounted for in the new design of the stream channel.
13. Please remove the note about the outdoor exercise area per condition 5 of the approved SP.
14. Please provide a few spot elevations in the corners of the parking lot to show that the grading is no
greater than 5% in any direction.
15. Please provide low maintenance, non - grassed groundcover on the slopes adjacent to the travelway
or flatten out the slope to 3:1. Acceptable groundcovers can be found in table 3.37C of the
VESCH, though other landscaping can be satisfactory. [DM]
16. Please show all critical slopes on the plan. [18- 32.5.6.d]
17. Please provide no parking signs in the turnaround area at the northside of the parking lot. [18-
32.7.2]

Comments reflect information available at the time the development proposal was reviewed, and should
not be considered final. However, the Site Review Committee has attempted to identify all issues that
could affect approval of the proposed project.
Please make the revisions that have been identified as necessary for preliminary approval by the Site
Review Committee. If you choose not to make the requested revisions, please submit in writing
justification for not incorporating such revisions. Submit eight (8) full size copies and one (1) 11" x 17"
copy to the Department of Community Development including responses to each of the attached
comments of the Site Review Committee by December 7 2009. Failure to submit this information by
this date will result in suspension of the review schedule. Review will resume when revisions are
submitted along with a reinstatement fee of $65.

prohibit sidewalks and street trees. Currently, there are no existing utility easements on
this property, nor does VDOT prohibit the establishment of the sidewalks and street trees,
therefore, we cannot waive this requirement. If a sidewalk and street trees are eventually
desired, show the sidewalk and street trees on the plan and bond them until the storm pipe
is built.
2. Special Use Permit- SP2008 -009 Conditions] No outdoor exercise area is permitted.
Revise the note to state that it is a 'walking area' instead.
3. Condition of approval for alternative location of parking] The condition for the waiver to
allow an alternative location for the parking was to provide screening in accordance with
the Downtown Crozet District requirements and meet Architectural Review Board (ARB)
requirements. Show the screening and make an application for ARB review and approval.
4. 32.6.6] The letter submitted states that the lighting design is not complete, however if
there is proposed outdoor lighting it must be shown on the plan and meet the
requirements of 4.17. Otherwise put a note on plan that there is no outdoor lighting
proposed.
5. 32.5.6(k)] Show the proposed conceptual layout for water and sanitary sewer facilities
and storm drainage facilities including storm detention ponds or structures, indicating
direction of flow in all pipes and watercourses with arrows. This would include the storm

Reviews Comments: 1. Street trees are required to meet the Entrance Corridor Guidelines. Planting is required to offset
Iimpacts of proposed developments, to integrate buildings and sites into the corridor, and to harmonize
the appearance of development as seen from the corridor. Waiving this requirement would not be
appropriate in this location.
2. Lighting can have a significant impact on a site and on the Entrance Corridor. If lighting is proposed
lat this site, a lighting plan should be provided. It would not be appropriate to waive this requirement.
13. An ARB submittal is required. ARB approval is required prior to final approval of the site planwaiver. The ARB submittal should include lighting if it is proposed, and planting. If lighting is not
proposed, this should be indicated by the applicant in writing. ARB applications, checklists, guidelines
and schedules are available on line at www.albemarle.org.

As discussed, this is a draft of the E &S plan for the animal wellness center. The grading has been revised, the
sewer easment revised, and the trap has been added. I still need RWSA notes from Justin.
The justification for the entrance grade is as follows:
1. To allow for a 50 ft. approach landing between the PVI (11 +75 at the bottom of the entrance grade) and the backs of
vehicle parked at the handicap spaces. If a parked vehicle backs out as you approach, the distance get reduced very
quickly.
2. To provide a flatter turning movement for traffic accessing the entrance grade from the northern parking spaces.
3. To allow for flatter truck turning movements accessing the loading space.

The site plan waiver for the Animal Wellness Center, received on 27 August 2010, has been reviewed.
Engineering review can recommend approval to the plan after the following comments have been
addressed.

2. After further review of the application, it appears several other sections of the Chapter 32 must be
waived. Below is a list of requirements in 32.5.6 and 32.6.6 that were not provided in this plan
and engineering commentary on each section.
32.5.6.g Stream Buffers
The stream buffer line should be shown on the plan. The stream immediately behind the
building requires a buffer. Disturbance to the stream buffer will be allowed under 17 -321,
but a mitigation plan will be required.
Rev. I) For this application, the county will accept the determination provided by
Tamara Ambler regarding the stream immediately behind the existing building.
However, please show the stream buffer off of Powell's Creek. In this area of the
county, the buffer is the limits of the 100-year floodplain or I DOft from the top of bank,
whichever is the farthest from the stream.

5. An ESC plan will be needed for this project.
Rev. 1) A sheet was included with the site plan resubmittal. Engineering will provide the
review of the ESC plan under separate cover. The site plan cannot be approved until the ESC
plan is approved.
6. This project is exempt from detention requirements per 17- 314.F.4. Water quality requirements
will be met with a fee to the Lickinghole Basin. This computation will be performed at a later
date.
Rev. 1) Please remove the note in the northwest corner of the property regarding the Crozet
Regional Stormwater Management facility. Please correct the Lickinghole Basin note south of
the Metal Outbuilding to read: Water Quality Requirements of the Water Protection Ordinance
will be met by a contribution to the Lickinghole Creek Basin.
The calculation for the contribution to the Lickinghole Basin has not yet been performed and
will be done at the time of site plan approval. It should be noted that the Facilities
Development Department is bringing the downstream SWM project to the Board of Supervisors
in future to discuss the creation of a SWM district in downtown Crozet. This property is within
the proposed district and may be subject to the requirements of it once it is implemented
The limits of disturbance for this project have increased since the first submittal. According to
the applicant's erosion and sediment control narrative, 1.3 acres of land is now being disturbed
and, therefore, project is no longer exempt from detention requirements. This issue may be
resolved at the Board Meeting if /when the SWM district is created. Like the Lickinghole Basin,
a small fee for detention requirements may be the solution to the detention issue. Alternatively,
the applicant can reduce the limits so the site disturbance is less than 1 acre or provide
detention by retrofitting the trap (and relocating the lateral, if necessary) or with an orifice plate
on the culvert.

12. Engineering review suggests that the applicant consider running the sanitary sewer lateral to one of
the two manholes south of the building, if allowed by ACSA. This will eliminate the stream
crossing and tapping into a clay pipe, which may be problematic. If the stream crossing is to
remain, please coordinate the design of this pipe with the Water Resources Division of Albemarle
County to make sure the pipe is accounted for in the new design of the stream channel.
Rev. 1) The sewer lateral has been relocated to avoid the stream crossing. However, the deed
of easement for this lateral on the County -owned property must be recorded prior to site plan
approval.

Attached is the engineering comment letter of the second review of the site plan for the Animal Wellness project (SDP -
2009- 00085), received 27 August 2010. A review of the ESC plan will be performed at a later date. As discussed in
comment 6, this project no longer meets the exemption from Stormwater Detention because the limits of disturbance
have increased to over an acre. There are three ways to address this concern:
reduce disturbance to under an acre (constructing the travelway with 3:1 side slopes and leaving the rest of the site as
undisturbed will likely bring the project under an acre)
provide detention on -site
wait until the Crozet Stormwater District is created and pay into the fund, if applicable
Other minor comments include showing /labeling the stream buffer and correct the SWM notes. Please contact me if

Engineering has reviewed the latest submittal of the ESC and Site Plan for the Animal Wellness project (SDP- 2009 -00085
and WPO- 2010 - 00060), received 7 October 2010. The plan has addressed all outstanding engineering comments except
for the recordation of the offsite sanitary sewer easement and the payment of the pro -rata fee for use of the Lickinghole
Basin (SWM quality).
It is my understanding that the Board of Supervisors has given the authority to grant the offsite sanitary sewer easement
to the County Executive at the last board meeting on the 6th of October. Once this easement has been recorded, please
provide a copy of the receipt of recordation to Megan and me. The site plan cannot be approved until this document is
recorded.
The Lickinghole basin pro -rata fee has been calculated to be $349.55. This fee must be paid to the County prior to the
final approval of the site plan.
Conditional approval to the ESC plan is hereby given (see the outstanding issues above). Also, an additional $150 fee is
required for the latest review of the plan ( #9: ESC plan review for disturbances < 1 acre). Engineering review requires
3 more copies of the plan so the file can be prepared to pass off to the ESC inspector. (Additional copies of the plan will
be requested by Megan once the site plan can be approved.) The ESC bond has been computed to be $11,300. The ESC
bond must be posted prior to the issuance of a grading permit. A grading permit cannot be given until the site plan is
approved.
