Dear Ms. Cook:
The Albemarle County Planning Commission, at its meeting on August 18, 2009, by a vote of 7:0
recommended approval of the above -noted petition to the Board of Supervisors.
Please note that this approval is subject to the following conditions:
1. Development of the use shall be in accord with the concept plan, entitled "Animal Wellness" prepared
by TCS Engineering Co., LLC and last revised July 14, 2009, as determined by the Director of
Planning and the Zoning Administrator. To be in conformity with the plan, development shall reflect
the following elements only and all other elements of the plan may be modified during site plan review
and approval: entrance relocation, general location of parking areas, and outside area for walking
animals. Minor modifications to the plan which do not conflict with the elements above may be made
to ensure compliance with the Zoning Ordinance.
2. This special use permit applies to the existing building and any new buildings for the veterinary use
will require a new special use permit.
3. No overnight boarding use, other than for those animals under medical care shall take place at the
veterinary hospital.
4. The building shall be sound - proofed in accordance with Section 5.1.11(b) and air- conditioned.
5. No outdoor exercise area shall be permitted. However, walking of animals is permitted and shall be
separated from access by the public and limited to the area behind the building as identified in
Attachment D.
6. Use shall not commence until the building is served by public sewer.
Request for modification of Section 5.1.11.b Approval
By a vote of 7:0, the Planning Commission approved the modification of the minimum 200 foot
setback requirements with the condition that additional soundproofing around the existing windows be
provided or for new windows they provide for adequate sound dampening. (Condition #4 above)
Waiver to allow alternative location of parking area - Approval
By a vote of 7:0, the Planning Commission approved the waiver to allow alternative location of parking
area, provided that the parking is screened in accordance with the DCD requirements and
recommendations of the ARB.
Please be advised that the Albemarle County Board of Supervisors will review this petition and receive
public comment at their meeting on September 9, 2009.

Dear Ms. Cook:
On October 14, 2009, the Albemarle County Board of Supervisors took action on SP #200800009 to allow
a veterinary Clinic for small animals on Tax Map 056A2, Section 01, Parcel 7 in the White Hall District.
This special use permit was approved based on the following conditions:
1.Development of the use shall be in accord with the concept plan, entitled "Animal Wellness"
prepared by TCS Engineering Co., LLC and last revised July 14, 2009, as determined by the
Director of Planning and the Zoning Administrator. To be in conformity with the plan,
development shall reflect the following elements only and all other elements of the plan may be
modified during site plan review and approval: entrance relocation, general location of parking
areas, and outside area for walking animals. Minor modifications to the plan which do not conflict
with the elements above may be made to ensure compliance with the Zoning Ordinance;
2.This special use permit applies to the existing building and any new buildings for the veterinary
use will require a new special use permit;
3.No overnight boarding use, other than for those animals under medical care shall take place at
the veterinary hospital;
4.The building shall be sound - proofed in accordance with Section 5.1.11(b) and air - conditioned;
5.No outdoor exercise area shall be permitted. However, walking of animals is permitted and shall
be separated from access by the public and limited to the area behind the building as identified in
Attachment D; and
6.Use shall not commence until the building is served by public sewer.
Please be advised that although the Albemarle County Board of Supervisors took action on the
project noted above, no uses on the property as approved above may lawfully begin until all
applicable approvals have been received and conditions have been met. This includes:
compliance with conditions of the SPECIAL USE PERMIT;
approval of and compliance with a SITE PLAN amendment; and
approval of a ZONING COMPLIANCE CLEARANCE.
In the event that the use, structure or activity for which this special use permit is issued is not commenced
within twenty -four (24) months from the date of Board approval, it shall be deemed abandoned and the
permit terminated. The term "commenced" means "construction of any structure necessary to the use of
the permit."

Mr. Smith:
This letter is to approve the letter of revision and changes outlined below:
1. Install an accessible sidewalk between the parking area and the front porch. This
also involves shifting the van accessible parking and loading spaces within the
existing parking area.
2. Add designated area around existing construction material storage area located at
the northwest corner of the existing one story metal outbuilding on the rear
portion of the property. Add new 25' long screen fence east of material storage
area.
3. Install yard hydrant between building and parking area to facilitate watering
landscape plantings.
4. Move one tree G and three threes I down driveway to accommodate location of
approved sign.
5. Remove three existing trees, labled M, A and F along southern fence line, from
the site plan and Architectural Review Board (ARB) plan.
6. Remove existing shrubs in front of building from the site plan and ARB plan.
as shown and described in the revised plan and letter of explanation dated June 10,
2011(attached). This approval is viewed as your first Letter of Revision for the above -
mentioned final site plan, entitled SDP200900085 Animal Wellness Center. Please be aware
that this is your first letter of revision, and that three (3) letters of revision are permitted
before a new site plan amendment will be required.
