The Department of Community Development hereby grants administrative approval to the above referenced - site -plan: -- — — _ The approval of the preliminary site plan is valid for (1) one year in accordance with Section 32.4.3.1 of Chapter 18 of the Albemarle County Code. Therefore, the preliminary approval shall expire on November 13, 2009. If the preliminary site plan approval expires, a new application must be filed and processed. Please address all of the requirements and conditions listed below and submit eight (8) tentative plan copies to the Department of Community Development. This letter must be submitted with the tentative plans, as a checklist, to document that you have addressed all requirements or conditions, or the tentative plan will be denied. Erosion and Sediment Control, BMP Stormwater Management, and road plans with the associated applications and fees must also be submitted with the eight (8) tentative Plans. Once the tentative plan is submitted and reviewed you will receive comments from all departments /divisions /agencies that have made comment on the tentative plan. Any further responses must be made directly to each department /division/agency that has further comment. After all aforementioned departments /divisions /agencies have granted a tentative approval, you must verify with the Planner that you may submit the final mylars (2 sets), two paper copies, the final site plan application, and final site plan fee to the Department of Community Development. Signing of the plans will occur within one week once it is determined that the final site plan mylars reflect all tentative approvals. We went ahead and issued comments, to which the applicant revised and resubmitted again 2/15/10. They have just about met all county requirements, so I want to make sure they are on -track with addressing any VDOT issues and it won't hold up their final approval. I just want to make sure you received the plans and they are on your radar to review. I am attaching the Landscape Plan (C5) that was approved by the ARB. Just a few of the issues I noticed: All of the Kwanzan Cherries, previously proposed along the right -of -way, are not shown in the current SDP proposal. The Planting Schedule has been revised and does not match the landscape plan for quantities and species proposed — example, Dwarf Burford Hollies (ICDB) are shown along the right -of -way but are not shown in the corresponding Planting Schedule. Quantities of plants shown in the Planting Schedule do not always match what is shown on the plan. As I understand it, the landscape architect who handled this plan is no longer with Timmons. They do not seem to know what was approved by the ARB; therefore, I am attaching the approved plan to assist. Generally speaking it is not an issue to add more landscaping than was approved but removing what was approved (and required in our landscape guidelines) is an issue. Please revise landscaping plan to be more in line with what the ARB approved, particularly with regard to trees (size, count, location, and species) along the right of ways and internal to the parking lot, and all shrubs that were previously selected and placed so as to help screen the parking lot from the Entrance Corridor. Staff understands that with the biofilters being reduced in size, the associated landscaping was reduced in those specific locations. Staff also understands that landscaping along the retaining wall was also revised in order to keep construction activities out of the "20' Undisturbed Buffer" and to address screening; however, the plan submitted is a departure from what the ARB approved and this must be addressed.
