Re: Albemarle County Service Authority - North Fork Regional Pump Station Project - Critical
Slope Waiver Request

Dear Sirs:
The intent of this letter is to request for a waiver per Chapter 18 Section 4.2.5 of the Zoning Ordinance
regarding critical slopes for the above - referenced project. The North Fork Regional Pump Station
NFRPS) site improvements will impact approximately 1,500 square feet (0.03 acre) of critical slope
area. The existing critical slope areas are shown on the Pre and Post - Construction Drainage Plan
Drawing C -16) of the enclosed Preliminary Site Plan submittal for the NFRPS.
The impacts to the existing critical slopes are the result of the siting and grading required for the
proposed pump station. Due to the required location of the facility relative to existing roads and
utilities, there is no reasonable alternative that would eliminate the disturbance to these existing
critical slopes. The proposed 16 -inch diameter force main alignment serving the proposed NFRPS
facility will also have minor impact to existing critical slope areas. Presently, the proposed building
and the related aboveground and underground features are positioned to minimize the disturbance
of the existing critical slopes. The disturbance to these slopes will be addressed through standard
erosion and sediment control measures during construction and the establishment of permanent
ground cover and landscaping. The need to provide storm water quality and quantity controls will
be reviewed and determined as site planning for the project progresses. These additional controls, if
required, will provide further protection to the North Fork of the Rivanna River as a result of the land
disturbance activities required to construct the facility.
According to Chapter 18 Section 4.2.6 public utility lines, appurtenances and related public facilities
are exempt from the requirement. Given the nature and type of the project and the minimal impact to
the existing critical slope areas, WR &A requests a waiver from impacting critical slopes as outlined in
Chapter 18 Section 4.2 of the County's Zoning Ordinance.
