The Board, by a vote of 5:0, approved the request, pending staff administrative approval of the following conditions: 1. Revise the plan to indicate that if the reserve drain field will be used, it cannot be used and trees will not be cut from the reserve area until the applicant returns to the ARB for additional review of the design of the reserve drain field. The applicant should note that existing trees of 6" caliper and greater will likely be required to remain in the reserve drainfield area. Provide a plan that identifies the location and species of those trees and indicates that they are to remain. 2. Revise the landscape plan to show that the biofilter underdrain will not cross the tree protection fencing. 3. Show the utility easement for the overhead electrical line on the landscape plan. Show new trees located outside the easement. 4. Revise the planting scheme in the northeast corner of the site to ensure that the proposed trees are far enough apart to reach full maturity. 5. Revise the plant list to show that the 7 Nigra Inkberries proposed around the HVAC unit will be taller than 24" at the initial time of planting. 6. Add the following note to the landscape plan, "All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant." 7. Confirm on Sheet C8 Details the color and specific options proposed for the exterior lighting fixtures. 8. Add a note to Sheet C8 that, Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one half footcandle." 9 Revise the architectural drawings to show where the exterior lighting fixtures will be located on the building. 10. The Certificate of Appropriateness shall be subject to the following condition: In the event that additional parking is required, the applicant shall submit the revised plan for review as part of a new ARB application. 11. Identify on the drawings that the color of the finial will be bronze or copper. Please provide: 1. One full set of revised drawings addressing each of these conditions. Include updated ARB revision dates on each drawing and an ARB approval signature panel. 2. A memo including detailed responses indicating how each condition has been satisfied. If changes other than those requested have been made, identify those changes in the memo also. Highlighting the changes in the drawing with "clouding" or by other means will facilitate review and approval. 3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to ensure proper tracking and distribution. When staff's review of this information indicates that all conditions of approval have been met, a Certificate of Appropriateness may be issued. All contours must be continuous. 4. Please show all existing easements with deed book references, locations, and dimensions. 18- 32.6.6] 5. VDOT approval must be obtained for any plan affecting public right -of -way. 6. Parking spaces must be a minimum of 9x18 with the bumper blocks. Please refer to the Design Standards Manual. B. Stormwater Management Plan 7. Please include all proposed impervious areas in the drainage map. 8. Please provide an energy dissipater to SCC #1. Please refer to the Design Standards Manual. 9. Detail E4 on sheet E -2 shows two stormwater conveyance channels, but only one appears on the plans. Please revise. 10. Please show size for the underdrain pipes of the biofilter. 11. Cleanouts must be provided at the end of the underdrain. 12. Please provide calculations for the proposed culvert. 13. Due to the high removal rate of the drainage area, please refer to the Virginia Stormwater Management Handbook, Table 3.11 -4, for basin sizing. 14. A completed Standard Stormwater Management/BMP Facilities Maintenance Agreement for TMP 60 -681 must be submitted, approved, and recorded prior to final approval [17- 304E]. The forms and instructions can be found on the Community Development Department Web site on www.albemarle.org. C. Erosion and Sediment Control Plan 15. Please provide updated county erosion control notes. Please refer to the Design Standards Manual. 16. Please provide outlet protection for the proposed culvert. 17. Silt fence is labeled, but not shown. 18. Please revise the sediment trap's embankment height, "H ". 19. It seems that the limits of disturbance will allow very little access to the drainfield. Limits of disturbance should be widened by the drainfield entrance. 20. Please include the sediment trap's weir outfall in the limits of disturbance. Once these comments have been addressed, please submit two (2) copies of the revised plans, calculations, and narratives to Current Development Engineering. Sent: Tuesday, February 24, 2009 11:30 AM To: 'Summer Frederick' Cc: 'Amy Pflaum' Subject: SDP - 2008 -175 St. David's Anglican Church - Preliminary Summer, I have reviewed the above site plan and the revisions and have one comment: The entrance needs to be the same type and depth of pavement as the roadway, route 1001, which is a hard surfaced road. This pavement design needs to at least be constructed to the ROW line but it is recommended that it be extended at least 25 feet from the edge of the existing pavement. You may consider this letter your Certificate of Appropriateness. This approval is predicated on the fact that the design and materials, as proposed and exhibited for review, will be used. This application is approved with the condition that mechanical equipment shall not be visible from the Entrance Corridor. The acceptance of approval implies that the applicant has agreed to execute the design as indicated on the site plan, attachments, materials, samples, and other submittal items presented. Any change in the approved design or materials will require an amendment to the plan and must be reviewed and approved by the Architectural Review Board.
