All unsuitable materials shall be disposed of in locations and under conditions that comply with federal, state and local laws and regulations. C. The Contractor shall obtain an off-site disposal area prior to beginning demolition or excavation operations. D. All unsuitable materials shall be hauled in trucks of sufficient capacity and tight construction to prevent spillage. Trucks shall be covered to prevent the propagation of dust. E. When all excess and unsuitable material disposal operations are completed, the Contractor shall leave the disposal sites in a condition acceptable to the Owner and Owner(s) of the disposal site(s). 3.10 BORROW EXCAVATION A. Description The work covered by this section consists of the excavation of approved material from borrow sources and the hauling and utilization of such material as required on the Drawings or directed by the Engineer. It shall also include the removing, stockpiling, and replacement of topsoil on the borrow source; the satisfactory disposition of material from the borrow source which is not suitable for use; and the satisfactory restoration of the borrow source and haul roads to an acceptable condition upon completion of the work. Borrow excavation shall not be used before all available suitable unclassified excavation has been used for backfill and incorporated into the embankments. B. Coordination with Seeding Operations The Contractor shall coordinate the work covered by this section with the construction of embankments so that the requirements of Section 02200 are met. C. Materials All material shall meet the requirements of Division 2 shown below: Borrow Material Section 02200, Subsection 2.01 - Select Fill D. Construction Methods 1.General The surface of the borrow area shall be thoroughly cleared and grubbed and cleaned of all unsuitable material including all organics, topsoil, etc., before beginning the excavation. Disposal of material resulting from clearing and grubbing shall be in accordance with Section 02100. Associates of Richmond has performed a Transportation Demand Management (TI)N1) and Parking Study for the proposed Wal- Marl expansion development, located on the southwest quadrant of the Seminole frail 115 29) and Milton ['eights Road intersection. The purpose and objective of this stud is to provide an analysis of the modal split existing at this development: which includes passenger vehicles. public hus service, hick etc. and pedestrians. Also. a parking study was perli in order to determine what percentage of the existing parking spaces at this development is being utilized during the weekday and Saturday peak hour of the store. Based on discussions with the Wal -Mart Regional Manager, peak hours of the store in terms of customer transactions are 4:00 pm to 7:00 pm during a typical \Neel :day, and 12:00 pm to 3 :00 pm during a typical Saturday. Rattle\ Kemp & Associates of Richmond perldruted weekday data collection on Wednesday. October 22, 2008. Weekday data collection was conducted in 15- minute increments aid includes vehicles entering and exiting at the US 29 and at the Milton Heights Road entrances, customers entering the store at the main entrance and at a sccondar} entr;incc ( "'Garden IEtltrance ") customers arriving by public bus. customers arriving' h\ bicycle, and pedestrian customers. A summary of the traffic count data at the site entrances is provided in Appendix A 01' this letter. Additionally, the number of utilized parking spaces was stir\ eyed on 15- minute inter\als during (hc kkeckday peak period on Wednesday. October 22 . 2008, and during the weekend peak period on Saturday. November 1. 2008. During the same time period, ; customers arrived by bus. and 1 customer arrived by walking. No bicycle trips were observed during the survey. Further, a total of 924 passenger vehicles entered the parking lot through the entrance on t 1S 29 (40 trips), and through the Hilton 1lcights Road entrance (884 trips). 11)M analysis indicates that the car occupancy during the peak of the store is 1.48 customers per \ chicle. Further, the percentage of bus and pedestrian customers in the total number of customers is 0.44 °'0. Finalk. the passenger vehicle equivalent of the bus and pedestrian customers is 4 vehicles. The parking study survcv indicates that the maximum number of parking spaces utilized during the peak 1 5- minute period from 4:00 pin to 7:00 pm was 233 spaces out of 602 spaces from 3:30 pni to 5:45 pm. Further, the maximum number or parking spaces utilized during the peak 15- minute period from 12:00 pin to 3:00 pm on Saturday. was 330 spaces out 01 spaces from 12:15 pm to 12:30 pm. In order to provide a conservative approach, the Saturday peak 1- minute interval was adjusted tier seasonal demands. Based on the Institute of "Transportation Engineers (11'1) Trip (itineration Manual. 7111 Edition. a 13.2% increase in traffic is expected during Christmas season for retail land uses with the sane density as the existing Wal -Mart during the Saturday peak hour of the generator. The adjusted parking spaces in use during the peak 1 5- minute interval on a Saturday during the Christmas season are 374 spaces. Considering the existing density for this store (1 26.3524), the rate of parking spaces utilized per 1.000 square feet of this development is 3.0 spaces!1.000s1 fhc proposed expansion plus the existing store will consist of I59,907sf. Therefore, by applying the rate to the next density. 480 parking spaces are expected to be in use during the peak 15- minute interval 00 a Saturday during the Christmas season.
