Context The site is located in the northern section (Block G) of the Stonefield Town Center, just south of Lenox Avenue and east of Costco. Visibility The north, south and east elevations of the building will be readily visible from the Entrance Corridor. ARB Meeting Date April 18, 2016 Staff Contact Margaret Maliszewski PROJECT HISTORY The ARB completed a preliminary review of the Jared proposal on February 16, 2016. A follow-up work session was held on March 7, 2016. Comments from those meetings are included in the Analysis table, below. The action letters are included as attachments at the end of this report. In order to accomplish the integration of buildings, PR 14, WS 14) Reconsider the land, and vegetation characteristic of these sites, the level of detail on the north Guidelines require attention to four primary factors: elevation to be more consistent compatibility with significant historic sites in the with the entrance elevation. area; the character of the Entrance Corridor; site development and layout; and landscaping. 3 New structures and substantial additions to existing structures should respect the traditions of the architecture of historically significant buildings in the Charlottesville and Albemarle area. Photographs of historic buildings in the area, as well as drawings of architectural features, which provide important examples of this tradition are contained in Appendix A. 4 The examples contained in Appendix A should be used as a guide for building design: the standard of compatibility with the area's historic structures is not intended to impose a rigid design solution for new development. Replication of the design of the important historic sites in the area is neither intended nor desired. The Guideline's standard of compatibility can be met through building scale, materials, and forms which may be embodied in architecture which is contemporary as well as traditional. The Guidelines allow individuality in design to accommodate varying tastes as well as special functional requirements. 9 Building forms and features, including roofs, windows, doors, materials, colors and textures should be compatible with the forms and features of the significant historic buildings in the area, exemplified by (but not limited to) the buildings described in Appendix A [of the design guidelines]. The standard of compatibility can be met through scale, materials, and forms which may be embodied in architecture which is contemporary as well as traditional. The replication of important historic sites in Albemarle County is not the objective of these guidelines. 5 It is also an important objective of the Guidelines to establish a pattern of compatible architectural characteristics throughout the Entrance Corridor in order to achieve unity and coherence. Building designs should demonstrate sensitivity to other nearby structures within the Entrance Corridor. Where a designated corridor is substantially developed, these Guidelines require striking a careful balance between harmonizing new development with the existing character of the corridor and achieving compatibility with the significant historic sites in the area. 10 Buildings should relate to their site and the surrounding context of buildings. 11 The overall design of buildings should have human PR4, WS4) Revise the design The raised bays have been reduced in height by 3'. The white films will create an inconsistent appearance across the elevation during the day. A mock-up of the bronze -filmed glass has been provided with photographs comparing it to plain vision glass in various lighting conditions. The windows with this film are intended to look like the true vision glazing during the day. The bronze film is proposed for the two end windows on the north elevation (where windows front open office area and vault space); the lower panes of the 4 windows on the south elevation (where windows front open sales area, the repair shop, and a play area); and the 2 end windows and lower panes of the center window on the Rt. 29 elevation (where the windows front office space, open sales area, play area and a closet). Based on the floor plans provided, it appears that many of the bronze film windows could be changed to vision glass with some slight adjustments to interior walls. However, the applicant has indicated that the standard store layout requirements for display cases, furniture, and secure areas does not allow for vision glass in those spaces. The revised design and scale of the raised bays 2. The window films: windows using a combination of vision glass and bronze film, daytime/nighttime appearance of the white films on the north elevation Staff recommends approval with the following conditions: 1. Remove the patina green metal from the materials schedule. 2. Include the rear portal elevation detail in the architectural drawing set. Add a note to the detail showing that the colors match those on the front of the portal. 3. Revise the drawings to eliminate the white films and revise the central window on the north elevation to bronze film.
