The Site Review Committee has reviewed the development proposal referenced above. Preliminary
comments for the following divisions of the Department of Community Development and other agencies,
as applicable, are attached:

Comments reflect information available at the time the development proposal was reviewed, and should
not be considered final. However, the Site Review Committee has attempted to identify all issues that
could affect approval of the proposed project.
Please make the revisions that have been identified as necessary for preliminary approval by the Site
Review Committee. If you choose not to make the requested revisions, please submit in writing
justification for not incorporating such revisions. Submit eight (8) full size copies and one (1) 11" x 17"
copy to the Department of Community Development including responses to each of the attached
comments of the Site Review Committee by Monday February 16th 2009. Failure to submit this
information by this date will result in suspension of the review schedule. Review will resume when
revisions are submitted along with a reinstatement fee of $65.

Subject: SDP2009 -00005 Woodson Property AT &T CV393A Tier II PWSF
The County of Albemarle Division of Zoning and Current Development will grant or recommend approval of
the fmal site plan (tower) referred to above once the following comments have been addressed: [Each comment
is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise
specified.]
1. 5.1.40.a.4.a] The location and dimensions of all existing and proposed improvements on the parcel
including access roads and structures, the location and dimensions of significant natural features, and
the maximum height above ground of the facility (also identified in height above sea level). Clearly
delineate the proposed 20 ft access easement /utility easement on page Al.
2. 5.1.40.a.4.e] Except where the facility would be attached to an existing structure, the topography within
two thousand (2,000) feet of the proposed facility, in contour intervals not to exceed ten (10) feet for all
lands within Albemarle County and, in contour intervals shown on United States Geological Survey
topographic survey maps or the best topographic data available, for lands not within Albemarle County.
Please show topography on page A that would help in determining areas of critical slopes (slopes
greater than 25 %). Based on my recent field visit (balloon test) it seems like the access to the
proposed wireless facility will disturb areas of critical slopes. Please consider applying for a
critical slopes waiver.
3. 5.1.40.a.4(f)] The height, caliper and species of all trees where the dripline is located within fifty (50)
feet of the facility that are relied upon to establish the proposed height and/or screening of the
monopole. All trees that will be adversely impacted or removed during installation or maintenance of
the facility shall be noted, regardless of their distances to the facility. Show or note all trees that will
be adversely impacted or removed during installation or maintenance of the facility on the site
plan.
4. 5.1.40.a.5] Photographs, where possible, or perspective drawings of the facility site and all existing
facilities within two hundred (200) feet of the site, if any, and the area surrounding the site. The facility
shall not be located so that it and three (3) or more existing or approved personal wireless service
facilities would be within an area comprised of a circle centered anywhere on the ground having a
radius of two hundred (200) feet.[5.1.40.d.4]
5. 5.1.40.c.2.ii] outdoor lighting for the facility shall be permitted only during maintenance periods;
regardless of the lumens emitted, each outdoor luminaire shall be fully shielded as required by
section 4.17 of this chapter;
6. 5.1.40.c.3] the total number of arrays of antennas attached to the existing structure shall not exceed
three (3), and each antenna proposed to be attached under the pending application shall not exceed the
size shown on the application, which size shall not exceed one thousand one hundred fifty two
1152) square inches; Please show /depict the size of the proposed antennas.
7. 5.1.40.c.8] No slopes associated with the installation of the facility and accessory uses shall be created
that are steeper than 2:1 unless retaining walls, revetments, or other stabilization measures acceptable to
the county engineer are employed.

8. 5.1.40.d.8] Metal monopoles shall be constructed so that vertical cables, wiring and similar attachments
are contained within the monopole's structure. Please add a note to the site plan confirming that all
vertical cables, wiring and similar attachments are contained within the monopole's structure

The critical slope waiver request has been reviewed. The engineering analysis of the request follows:
Description of critical slope area and proposed disturbance:
This is a 4.217-acre RA zoned parcel in the Batesville area of Route 29 south. The applicant is proposing
an approximately 130 -foot access road to a 400 square foot gravel compound for a communication tower.
The proposed critical slope disturbance is for the access /maintenance road to the tower location. This
disturbance is the shortest but may not be the least obtrusive path to the tower site.

Exemptions to critical slopes waivers for driveways, roads and utilities without reasonable
alternative locations:
This disturbance is not exempt per Section 18 -42.6. A field visit on 2/20/09 divulged an existing alternate
path from the driveway to the tower location that would not disturb critical slopes and still maintain the
character of the property and tower site.
Compliance with Zoning Ordinance 18 -4.2:

This email serves to confirm our phone conversation the other day that final construction drawings are,
ready to be approved by the Service Authority. Therefore we are prepared to sign the mylars when
they are submitted.
The ACSA has reviewed the proposed development and has determined that as of this date there is
an adequate supply of water and /or adequate sewer capacity to serve the development. Water and /or
sewer connections to the ACSA system are allotted on a first -come, first - served basis at the time
connection fees are paid. The ACSA does not reserve capacity in its system for a specific project.
Approval of water and /or sewer utilities for this project does not constitute a guarantee of future
service.

1. Revise the Sheet Index on C0.0 to include all the sheets in the site plan set.
2. Add tree protection to C0.4. Ensure that it is coordinated with the landscape plan.
3. Proposed pole lights were not included on C1.0. Show the pole lights, ensure that they do not
conflict with utilities and other site elements, and ensure coordination with the lighting plan.
i4. The lighting plan includes a pole light at the lower school drop -off that is not shown on the site plan.
Coordinate the plans.
5. Trees illustrated on C1.2 - C1.4 and C3.0 are not coordinated with the landscape plan. Coordinate
all plans to show a single planting scheme.
