Subject: SDP -2009 -007- Lewis & Clark- Final Site Plan
The Planner for the Zoning & Current Development Division of the Albemarle County
Department Community Development will recommend approve the plan referred to above when
the following items have been satisfactorily addressed. (The following comments are those that
have been identified at this tinge. Additional comments or conditions may be added or eliminated
based on further review.) [Each comment is preceded by the applicable reference to the
Albemarle County Code.]
1. 32.7.9.5 (b)] Wheel stops need to be provided to prevent damage to landscaping by
vehicles in all areas where there is landscaping adjacent to the parking area. Show the
wheel stops in all parking spaces that are adjacent to proposed landscaping.
2. 32.7.9.8 (a)] Show the detail for the screening fence around the dumpster. If the
screening fence is less than 6 feet in height, the vegetation around the dumpster must
meet the vegetative screening requirements. The vegetative screening strip shall be 20
feet in depth and consist of a double staggered row of evergreen trees or evergreen
shrubs.
3. 32.7.9] There is a tree shown in the proposed trail. Move the tree outside of the trail.
4. 32.7.9] Label the proposed building on the landscape plan.
5. 32.7.9] The following trees and shrubs are not on the County's recommended plant list,
revise to show plants that are in the recommended plant list: Madura pomifera, Ilex
Patriot', and Sambucus nigra `Gerda'.
6. 32.7.9] There is no quantity listed for St. John's Wart. Remove from plant schedule if
none are proposed.
7. 32.7.9] Autumn Brilliance Serviceberry's botanical name is Amelanchier x grandiflora
NOT Amelanchier canadensis. Correct this in the plant schedule.
8. 32.7.9.7 (b)] The amount of trees required for the parking is 1 per 10 parking spaces,
which equals 3.1 for the proposed 31 spaces. Therefore, 4 trees are required, you can not
round down. Revise this note to state that 4 trees are required.
9. 32.5.6 (b)] On sheet C2 it states that an amendment will be needed for Phase II, however
a final site plan will be required. Change all notes referring to an amendment for Phase II
to a final site plan.
10. [32.5.6 (b)] Revise the special use permit conditions on sheet C2 to the correct conditions
for SP2007 -024, as stated in the attached Board of Supervisors meeting minutes.
11. [32.5.6 (b)] In the Land Schedule on sheet C2 it states in the post development that there
will be 19,653 sf of building, however in the Phasing schedule on the same sheet and on
other sheets, it state 15,000 sf, clarify the square footage for the entire building.

A. Final Site Plan
1. Please provide date of topography. [18- 32.6.6, 14 -302, Policy for date]
2. Please specify that all proposed slopes steeper than 3:1 have low maintenance (not grass) ground
cover on the plans.
3. We are unable to locate details or specifications on the dumpster pad.
4. All existing and proposed grades must be labeled at each 50' station point.
5. Culvert pipe sizes on the profiles do not match those of the plans.
6. Please provide Albemarle County general construction notes for streets. Please refer to the Design
Standards
7. Between stations 20 +50 and 21 +00 on the travelway profile, there is a change in grade with no
label or vertical curve.
8. Horizontal stationing and vertical stationing do not appear to align. Please see location of culvert

B. Stormwater Management Plan
9. SCC channel designations on sheet S4 do not correspond with sheet S9 and the calculations.
10. Water Quality Swale #1 should be designed as two swales, with one portion receiving the flow
from SCC #4 and the other from SCC #5, #6, and #7. Please submit the required Water Quality
Volume versus the volume provided in each swale.
11. The hatching types to designate the channel lining are not being used consistently.
12. Please address MS -19 issues in the outlet for Culvert "C ".
13. Impervious calculations for Water Quality Swale #2 do not include the drainage area for SCC #1.
Water Quality Volume appears inadequate.
14. Please provide Albemarle County general stormwater notes.
15. A completed copy of the Standard Stormwater Management Maintenance Agreement and fee for
recordation for the stormwater facilities required prior to final approval. [17 -304E] The forms and

The applicant has requested a waiver for the new construction proposed on TMP 62 -23. The waiver
request was received on 04 February 2008.
The engineering analysis of the requests is as follows:
Waiver of the requirement for curb and gutter:
The applicant has requested a waiver for the construction of curb and gutter for several portions of the
parking area and travelway as required per County Code Section 18.4.12.15g. The proposed waiver
request is for relief of curb and gutter requirement for the travelway which provides access from Elk Drive
to the building and parking area.

travelways and parking areas in the park have curb and gutter. The use of curb and gutter will assist with
the containment of the travelway drainage.
County Code section 18- 4.12.15g requires curb to be established in all parking areas of institutional
developments. Gutters shall be required where necessary to control or direct stormwater runoff.
Engineering has already waived the curb and gutter requirements for this project in the areas of the
proposed parking lot that drain directly to proposed biofilter (SWM /BMP) facilities. The proposed grading
is such that runoff will sheet flow and gutter is not necessary on any portion of the parking lot to direct the
flow to the proposed biofilters. The installation of curb will neither facilitate nor hinder stormwater flow
in the remaining areas of the lot. Engineering concludes that waiving the curb requirement within the
entire parking lot will equally serve the public health, safety or welfare [County Code section 18-
4.12.2.c.21.
The applicant has newly proposed a stormwater swale in lieu of curb and gutter to treat flow from the new
portion of the access road. The applicant anticipates that the swale is a better alternative to curb and gutter
as it will encourage infiltration and decrease the velocity of stormwater runoff.
For Engineering to administratively waive the requirement of curb and gutter, all new portions of the
access road must drain to and subsequently be treated by a water quality swale or another BMP. The
conceptual stormwater management plan submitted by the applicant does not provide for the swale along
all portions of the road, therefore, Engineering can not administratively waive the requirement for
stormwater purposes.
Engineering basis for not being able to recommend approval ofthe waiver to the Zoning Administrator is
in the Ordinance, Section 17- 312.C: Stornnvater management, facilities shall he sited to rapture, to the
maximum Extent practical, the rzn off from the entire land development area. Curb & gutter on both sides
of the road will capture stormwater and direct it to whatever BMP is necessary to achieve the required
removal rate. Allowing water to sheet flow off the road to no BMP does not satisfy Section 17- 312.0, and
does not equally serve the public welfare.
Therefore, Engineering does not recommend approval to this waiver request. Engineering recommends the
use of curb and gutter to direct runoff to a proposed BMP, or a water quality swale on each side of the
access travelway for the entire length of the new portion.
Waiver of the requirement of surface materials for parking areas and access aisles design:
The applicant anticipates that the new development will generate 200 trips per day on the access road,
Engineering is in general accord with this prediction. Per VDOT's Pavement Design Manual, 6 -inch
prime and doubleseal aggregate is an acceptable design for up to 250 vehicle trips per day. Since the
proposed surface for the parking lot and travelway meet VDOT standards, no waiver is required for
installation.

Justin,
I have gone over Lewis and Clark submitted 5/13/09 and have just one comment. We will accept the Osage
Orange (Maclura pomifera) trees, but will you please specify that they are to be the male variety? As you know,
this species is not on the County's recommended plant list, however we will accept it if it is male. No need to
resubmit changes now. Just please make sure this change is on the set you submit for County signature.
As you recall from our telephone conversation last week, we cannot sign the final site plan until the WPO has
been approved and all fees are paid.

Re: Lewis & Clark Exploratory Center
Dear Mr. Wright:
The plan, entitled Lewis and Clark Exploratory Center dated January 20, 2009, last
revised December 11, 2009, is hereby approved for construction. One set of the
approved plan is enclosed for your records. Any previously approved plans are voided
with this approval. This approval is for basic compliance with the General Water & Sewer
Construction Specifications of the Albemarle County Service Authority (ACSA) and does
not relieve the contractor from responsibility for his work as it relates to the plan and
specifications.
The ACSA requires that a copy of the approved construction plan be on the job
site. The contractor is responsible for marking up a copy of the approved construction
plan showing as -built information and provide this data to your client at the completion of
utility installation. The final as -built plan shall be submitted in a format of one paper copy
and one mylar copy.
A preconstruction conference shall be scheduled with the project manager to
ensure coordination and answer any questions. This will be a short meeting to review the
project, materials, test methods and schedule, in order to expedite construction. Please
have the proper party call me at 977 -4511 to schedule the meeting.
This approval is valid for a period of 18 months from this date. If construction is
not in progress at the end of this time period, the approval shall be void.
The pressure for water may exceed 80 psi at some meter locations). If you have
