County of Albemarle Department of Community Development Memorandum To: Judith Wiegand, Senior Planner From: Amelia McCulley, Zoning Administrator Division: Zoning Date: May 12, 2008 Subject: SP 2007-053 St. Annes-Belfield New Academic Building Project — parking study review I have reviewed the parking study and can support the number of proposed parking spaces based on the information provided. This parking determination relies heavily on the applicant's knowledge of their parking needs based on a significant history of use. The plan calls for a total of 306 parking spaces. During regular daily academic school use, the number of spaces in use may be much less than that number. However, these facts contribute to the need for some flexibility and the allowance of more than the minimum number of parking spaces: 1. The campus is on a large parcel and different uses/facilities are spread out over a distance of almost'A mile. This distance tends to discourage the use of shared parking spaces for multiple functions/uses. 2. There are numerous facilities and related activities on this property: academic school, numerous athletic fields, convocation center, gymnasium and the like. There can be several concurrent events. 3. The convocation center and gym are areas of assembly which can seat up to 700 people (together) and often seat up to 500 attendees. 4. The athletic fields can be the site of regional meets or tournaments involving other schools. This requires more parking than if the fields only served these students. Items required for Preliminary approval appear adequately addressed. The following list of comments will be addressed in the final plan review phase: 1. All plan pages will have congruent information. The current discrepancies between page of the submittal will be corrected. 2. Sheet CO.1 Notes # 5 and #6 will be completed. Note 45 appears to have information missing and note #6 appears to refer to pipes, but is not clear. 3. All proposed roadwork will have 50" stationing shown on the road plan and profile. 4. Edge of pavement will be labeled (where there is no curbing) and a few radii are still missing from the road plans. 5. The submittal included sheets 1-8 of 20 with revision date of 1/20/09, sheets 9-13 of 20 with revision date of 1/13/09, sheets 14 and 15 of 20 with revision date of 1/15/09, and sheets 16-20 with revision date of 12/1/08. My review, has focused on sheets 9 through 15. It is my understanding that the other sheets have not changed since my previous review and I have not spent time confirming this by reviewing those sheets. If my assumption is incorrect, submit a list of changes that have been made and I will review those plans. Regarding the landscape plan, the layout and plant choices are acceptable. However; the plan is not completely coordinated with the plant schedule and the plan is difficult to read. The following changes are required: 1. Include the plant abbreviations in the plant schedule. 2. For plants that are proposed in more than one size, provide different abbreviations for the different sizes. (For example, the maples.) 3. For each abbreviation shown on the plan, include the abbreviation in the schedule. (For example, RH is in the schedule, but RHI and R1-12 are on the plan.) 4. Use a single symbol for each plant. (For example, the Cf are shown three different ways and the Vp are shown two different ways.) 5. Provide the quantity of plants and a connecting line for each plant group on the plan. (For example, the Ilex, Rh, Az.) 6. Where plants are shown on more than one overlapping sheet, provide the plant information (quantity, abbreviation, connecting line, etc.) on both sheets. 7. Make the label for the trees west of the curved 12 -space parking row legible. 8. Label the small tree at the west end of the western playing field that is currently not labeled. 9. Check and correct all plant quantities. Some appear to be inaccurate. (For example, the Vp and Ce) I have tried to provide examples in this list to help clarify the issues that need to be resolved. Due to the complexity of the plan and the inconsistencies, the examples may not be all-inclusive. You should check and double-check the planting plan and the schedule for complete coordination and accuracy before re- submitting. Regarding the lighting plan, in my previous correspondence 1 indicated that the bollard fixture would meet ordinance requirements if the 32 watt fluorescent lamp were used. This change was not made on the drawings. I spoke with Rich Salopek yesterday morning and lie indicated that switching to the 32 watt lamp would not be a problem. The following change is required. 10. Revise the lighting plan and the bollard fixture to use the 32 watt fluorescent bulb. You may consider this letter a conditional Certificate of Appropriateness. Your Certificate of Appropriateness is granted with the condition that the above -noted revisions be made and included in your final site plan submittal. If changes other than those outlined above are made to the plan, those changes are also subject to my review and should be outlined in a list provided by you with the final site plan. If changes are inconsistent with the ARB's approval, the revisions may be forwarded to the ARB for additional review and approval. This approval is predicated on the fact that the design and materials, as proposed and exhibited for review, will be used. The acceptance of approval implies that the applicant has agreed to execute the design as indicated on the site plan, attachments, materials, samples, and other submittal items presented. Any change in the approved design or materials will require an amendment to the plan and must be reviewed and approved by the Architectural Review Board. The plan lacks the following information which is required by the ordinance. (The applicable section number is provided following each comment.) 1. Minimum setbacks from Tax Map 60, Parcels 57, 57A, 57B, 57C and 56 are not shown. This significantly impacts the project. The proposed building locations do not meet the minimum setbacks, in fact the property lines run thru the buildings. The plan cannot be approved until the parcel boundaries are amended in such a way as to allow the buildings to meet setbacks. (32.5.6a) 2. The Tax Map number is not noted for the property. The parcel numbers are noted with the exception of one but the tax map is not noted. The Tax Map number is "60". The one parcel that is not noted is Tax Map 60, Parcel 56. (32.5.6a) 3. The plan notes that the zoning of the property is Rl . It is also zoned EC, Entrance Corridor Overlay District. This additional zoning must be noted on the plan. (32.5.6a) 4. Widths of travelways are not shown. (32.5.6i and 32.6.6g) 5. Dimensions of existing improvements are not shown. (32.5.6n) 6. The plan notes that this is in the Jack Jouett district and in Virginia. The ordinance requires that the plan note that the project is also in Albemarle County. (32.5.6a) 7. The present use of adjacent property is not noted. (32.5.6a) 8. Maximum acreage occupied by each use. This can be most easily accomplished by simply noting the square footage of the existing and proposed buildings. (32.5.6b) 9. Maximum footprint (in square feet) and dimensions of proposed improvements. (32.5.6n) 10. Note that the parking requirement of 309 spaces was established by the Zoning Administrator in a memo date May 12, 2008. This should replace note 15 on page 1 which references computations that are not provided on the plan as stated by the note. (32.5.6b, 32.6.6a and 32.6.6g) 11. At the time of signing the plans need to be sealed, signed and dated by a professional engineer or other individual licensed to prepare site plans. (32.6. 1) In addition to the above revisions the plan cannot be signed until the following approvals have been received. 1. Current Development Engineer approval. Max Greene is currently reviewing the plans and his comments are attached. 2. Albemarle County Fire & Rescue Department approval. The plans have been forwarded to James Barber. 3. ARB approval. Therefore we are prepared to sign the mylars when they are submitted. The ACSA has reviewed the proposed development and has determined that as of this date there is an adequate supply of water and/or adequate sewer capacity to serve the development. Water and/or sewer connections to the ACSA system are allotted on a first-come, first-served basis at the time connection fees are paid. The ACSA does not reserve capacity in its system for a specific project. Approval of water and/or sewer utilities for this project does not constitute a guarantee of future service. 'Thanks.
