Introduction The purpose of this memorandum is to provide a brief summary of traffic impacts for the proposed Crozet Blue Ridge Apartment. This memorandum includes a summary of existing conditions and future conditions (build -out year 2015 and horizon year 2021), both with and without the proposed apartment. The proposed Crozet Blue Ridge Apartments will be located at the northwest quadrant of the intersection of Jarmans Gap Road and Blue Ridge Avenue in Crozet, in Albemarle County, VA. The development is assumed as one phase of build -out to be completed in 2015. Access to the site will be via Blue Ridge Avenue to a new entrance into the site approximately 300 feet north of the intersection of Jarmans Gap Road and Blue Ridge Avenue. Figure 1 and Figure 2 illustrate the site vicinity and its location. The proposed Crozet Blue Ridge Apartment consists of 126 apartment units. Figure 3 illustrates the proposed concept plan. This analysis identifies the transportation related impacts associated with the proposed Crozet Blue Ridge Apartment and is developed in accordance with Virginia Department of Transportation (VDOT) requirements. For this analysis, the following intersections as shown in Figure 4 will be examined: + Jarmans Gap Road/Blue Ridge Avenue; • Blue Ridge Avenue/Apartment Entrance. 1 EPREPR, P,C. Existing Conditions The study area includes the intersection of Jarmans Gap Road and Blue Ridge Avenue and the intersection of Blue Ridge Avenue and the new site entrance. A description of the study area land use, roadways, intersections, and current operations follows. Land Use Characteristics Per the Albemarle County Comprehensive Plan, the future land use along Jarmans Gap Road in the study area is shown to be Neighborhood Density Residential. Roadwav Characteristics Jarmans Gap Road is classified as a rural major collector facility with a posted speed limit of 25 mph. Blue Ridge Avenue has a posted speed limit of 25 mph and is not classified. Intersection Characteristics The study area includes the following two intersections as shown in Figure 4. • Jarmans Gap Road/Blue Ridge Avenue; • Blue Ridge Avenue/Apartment Entrance. The intersection of Jarmans Gap Road and Blue Ridge Avenue is controlled by a STOP sign for Blue Ridge Avenue. The intersection provides access to the existing residential use along Blue Ridge Avenue. The eastbound Jarmans Gap Road approach provides a shared left/through lane and the westbound Jarmans Gap Road approach provides a shared through/right lane. The southbound Blue Ridge Avenue approach provides a shared left/right lane. The proposed intersection of Blue Ridge Avenue and the apartment complex will be located approximately 300 feet north of the intersection of Jarmans Gap Road and Blue Ridge Avenue. The site egress approach will provide a shared left/right lane. The northbound Blue Ridge Avenue approach will provide a shared left/through lane and the southbound Blue Ridge Avenue approach will provide a shared through/right lane. Existing Traffic Volumes Traffic counts for the weekday morning and afternoon peak periods were performed on Wednesday, November 12, 2014, a typical weekday while schools were in session. The counts for the morning peak period were performed between 7:00AM and 9:OOAM, and the counts for the afternoon peak period were performed between 4:OOPM and 6:OOPM. Figure 5 illustrates the existing peak hour traffic volumes and the traffic count reports are provided in Appendix A of this memorandum. 2 EPR, P,C. "ENGINEERING & PLANNING RESOURCES" 637 BERKMAR CIRCLE, CHARLOTTESVILLE, VA 22901 Existing Peak Hour Traffic Operations Traffic operations at the study intersections were modeled in Synchro 7 in accordance with the procedures stated in the 2010 Highway Capacity Manual, and then simulated in SimTraffic 7 to better evaluate the potential impacts of the proposed apartment on the study intersections. The analysis results are included in Appendix B and Appendix C and summarized in Table 1. Table 1 Existing Level of Service, Delay, and Queue Summary As shown in Table 1, the intersection of Jarmans Gap Road and Blue Ridge Avenue operates at LOS A overall during both the morning and afternoon peak hours. All the individual movements operate at LOS B or better. Review of the SimTraffic queuing analysis shown in Table 1 indicates that currently, there is no queuing concerns at the intersection of Jarmans Gap Road and Blue Ridge Avenue. 3. 2015 No Build Conditions 2015 No Build Traffic Volumes 2015 No Build traffic volumes were estimated based on background growth. Based on VDOT historical traffic volumes, a 3% per year background growth rate was applied to the existing traffic volumes resulting in the 2015 traffic volumes shown in Figure 6. 2015 No Build Traffic Operations Synchro and SimTraffic were used to analyze the 2015 No Build Conditions and the results of the analysis are contained in Table 2 with the printouts in Appendices B and C. S. 2015 Build Conditions The proposed Crozet Blue Ridge Apartment is analyzed as one phase of build -out to be completed in 2015 and includes 126 apartment units. Access to the site is proposed via Blue Ridge Avenue, and will be provided by a new entrance, approximately 300 feet north of the intersection of Jarmans Gap Road and Blue Ridge Avenue. The proposed site plan is contained in Figure 3. Trip Generation The Institute of Transportation Engineers (ITE) Trip Generation Manual 9th Edition was used to determine the traffic volumes generated by the proposed development. Table 4 contains the land use descriptions, ITE land use code, size and anticipated trips. Per VDOT traffic study guidelines, no internal and pass -by rates are assumed. Approximately 887 new daily trips, 65 new morning peak hour trips, and 87 new afternoon peak hour trips are estimated for proposed apartment. Table 4 Site Trip Generation Trip Distribution and Assignment The estimated site -generated trips shown above were distributed and assigned to the roadway network based on the existing peak period traffic patterns in the study area as shown in Figures 8 and Figure 9. The new intersection of Blue Ridge Avenue and the site entrance will operate at LOS A overall during both the morning and afternoon peak hours. All the individual movements will operate at LOS A. Review of the SimTraffic queuing analysis shown in Table 5 indicates that there will not be any queuing concerns at the intersection of Jarmans Gap Road and Blue Ridge Avenue and the intersection of Blue Ridge Avenue and the apartment entrance. 2015 Build Turn Lane Warrants VDOT turn (lane warrants are evaluated for the intersection of Jarmans Gap Road and Blue Ridge Avenue in 2015 build conditions and summarized in Table 6. The results indicate that no left turn storage lane is warranted for the eastbound and no right turn lane is warranted for the westbound. Findings and Conclusions Based on the analysis performed in this memorandum, there is minimal impact to level of service, delay and queuing, and turn lane needs at the study intersections attributable to the proposed Crozet Blue Ridge Apartment. The analysis leads to following principal findings: • With the proposed Crozet Blue Ridge Apartment, the intersection of Jarmans Gap Road and Blue Ridge Avenue will operate similarly to existing and no build conditions at LOS A overall during both the morning and afternoon peak hours and all the individual movements will operate at LOS B or better; the new intersection of Blue Ridge Avenue and the apartment entrance will operate at LOS A overall during both the morning and afternoon peak hours and all the individual movements will operate at LOS A. + There will not be any queuing concerns at the intersection of Jarmans Gap Road and Blue Ridge Avenue and the intersection of Blue Ridge Avenue and the apartment entrance. + No left turn storage lane is warranted for the eastbound approach and no right turn lane is warranted for the westbound approach at the intersection of Jarmans Gap Road and Blue Ridge Avenue.
