flooded and is not ponded. The seasonal high water table is at a depth of more than 6 feet. The land capability
classification is 2e. The Virginia soil management group is N. This soil is not hydric.

justification for not incorporating such revisions. Submit eight (8) full size copies and one (1) 1 1 " x 17"
copy to the Department of Community Development including responses to each of the attached
comments of the Site Review Committee by December 15th, 2008. Failure to submit this information by
this date will result in suspension of the review schedule. Review will resume when revisions are

The Planner for the Zoning & Current Development Division of the Albemarle County
Department Community Development will recommend approve the plan referred to above when
the following items have been satisfactorily addressed. (The following continents are those that
have been identified at this time. Additional comments or conditions may be added or eliminated
based on further review.) [Each comment is preceded by the applicable reference to the
Albemarle County Code.]
1. 5.1.40(d)(5)] Indicate on the plan sheets the maximum base and top diameter of the
monopole. The base shall not be more than 30" in diameter and the top shall not be more
than 18" in diameter.
2. 5.1.40 (a)(4)(e)] Show the topography within two thousand (2,000) feet of the proposed
facility, in contour intervals not to exceed ten (10) feet for all lands within Albemarle
County and, in contour intervals shown on USGS topographic survey maps or the best
topographic data available. This topography can be the Counties GIS or from USGS
maps.
3. 5.1.40 (c)(2)(ii)] Will there be any outdoor lighting for the maintenance of the facility? If
so, all outdoor lighting shall be permitted only during maintenance periods; regardless of
the lumens emitted, each outdoor luminaire shall be fully shielded as required by section
4.17 of the zoning ordinance. Provide information on the lighting for the facility.
4. 5.1.40 (d)(8)] On sheet A -1 it appears that the wiring and cables for the equipment are
located on the outside of the pole. However, it is required that metal monopoles be
constructed so that vertical cables, wiring and similar attachments are contained within
the monopole's structure.
5. 32.5.6 (1)] There is an existing monitoring well shown on sheet A -1. Who
owns /maintains this well? The County's Groundwater Manager did not believe it was the
Albemarle County. Contact the monitoring entity of the well to make sure they are aware
of the construction of this facility over the well, and will allow the facility to be located
over the well. The type of access over the well will need to be determined by the
monitoring entity.

Below are VDOT's comments on the Site Plans for the December 4` 2008 Site Review
Committee Meeting:
SDP -2008 -00169 Eckman Property (AT &T CV379)- Prelim. (Megan Yaniglos)
Show sight distances in accordance with the requirements of The Minimum
Standards of Entrances to State Highways at the existing entrances along Route
29 and Route 710.
SDP -2008 -00170 American Legion Post 74 -Major (Summer Frederick)
An entrance profile needs to be shown on the proposed entrance that meets the
requirements of the CG -11 standard as shown in the VDOT Road and Bridge
Standards.
Show the sight distance on Route 22 in accordance with The Minimum Standards
of Entrances to State Highways.
SDP - 2008 -00171 Free Bridge Office- Prelim. (Elizabeth Marotta)
The minimum width requirements for commercial entrances as shown in 24VAC
30 -71 -160 are measured at the throat of the entrance. not the right of way line.
The minimum width at the throat is 30 feet.
The sight distance lines that fall outside of the right of way will require sight
casements.
According to the lateral setback requirements stated in VDOT's Road Design
Manual. appendix A. page A -16, the minimum setback for the clear zone for

roads of 45 mph and less is to be 8 feet or the hack of the sidewalk. whichever is
greater. The proposed street trees are within this clear zone and need to he
removed. A clear zone easement should be provided for the minimum setback
according to these requirements. Street trees are only permitted with the 3 foot
offset when the design speed of the road is 20 mph or less. I would recommend
placing the trees behind the sidewalk and providing the clear zone easement.
Show the trips generated from the site.
The plan needs to include the drainage computations for the changes that will
affect the 36 inch RCP under Olympia Drive and the rest of the system that is
affected.
Show the entrance profile at the connection to Olympia Dr.

Dear Ms. Long,
The Albemarle County Architectural Review Board reviewed the above noted item at its meeting on Monday,
December 15, 2008. The Board, by a vote of 4:0, approved the request, pending staff administrative approval
of the following conditions:
1. Revise all applicable application drawings to include notes indicating that the monopole, ground
equipment, ice bridge, cables, and antennas will be painted SW #6090 Java Brown. Revise the applicable
drawings to indicate the proposed diameter of the monopole at the top and base. The base shall be no
wider than 30" and the top no wider than 18 ". If a lighting rod is proposed, the applicable drawings should
be revised to show its location and dimensions. If one is not proposed, the applicable drawing should be
revised to indicate that none is proposed.
2. Install seven (7) Virginia Red Cedars in 2 rows staggered, 12' on center, 6' — 8' tall at planting in the
location of the currently proposed plantings.
3. Revise all applicable drawings to accurately show the existing drip line of all five (5) existing trees
inventoried and to indicate if site grading is proposed. If none proposed, provide a note on the drawing
indicating that no site grading beyond the concrete pad is to occur. Relocate the proposed tree protection
as close as possible to the perimeter of the tree canopy it is to protect. Provide written verification from a
certified arborist that all proposed grading and the grading and /or digging required to install the concrete
pad, monopole, and underground power and telephone lines will not be detrimental to the health of the
trees that are to remain. Include any additional recommendations from the arborist for maintaining the
health of the trees on the drawings. Provide a tree conservation plan with measures limiting impacts on
existing trees to remain.
4. If no additional exterior lighting is proposed, add a note to the applicable drawing indicating that no
additional exterior lighting is proposed. If additional exterior lighting is proposed, revise the drawing to
show the location, with the following note added to the drawing: The proposed light fixture will be shielded
in accordance with Albemarle County requirements and operated by motion sensor. All proposed lightingisfor
Please provide:
1. Two full sets of revised drawings addressing each of these conditions. Include updated ARB revision
dates on each drawing and an ARB approval signature panel.
2. A memo including detailed responses indicating how each condition has been satisfied. If changes
other than those requested have been made, identify those changes in the memo also. Highlighting
the changes in the drawing with "clouding" or by other means will facilitate review and approval.3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to
ensure proper tracking and distribution.
When staff's review of this information indicates that all conditions of approval have been met, a Certificate of
Appropriateness may be issued.

This approval is predicated on the fact that the design and materials, as proposed and exhibited for review,
