Concern over rapid and/or large scale movement of soil and rock This project will use proper construction and stabilization methods to prevent this type of movement. Only a small portion of the critical slope area will have to be disturbed, mainly man-made slopes in the road areas. Some 2:1 and 3:1 slopes will be constructed. Proper compaction and vegetation to stabilize slopes will be used. Concern over excessive stormwater runoff This project will incorporate a well-designed storm system to alleviate buildup of sheet flow quantities. All runoff from impervious areas will be piped or ditched, the rooftops will be discharged on splash pads and directed toward the storm sewer system and eventually to the existing detention basin and huge underground sand filter. Vegetation shall be installed to help with slope stabilization. Concern over siltation of natural or manmade bodies of water County inspection and bonding of erosion control measures will address any excessive siltation during construction. Proper vegetation stabilization will prevent long term siltation. The existing slopes in place will only be disturbed slightly and do not have potential for erosion. These trees will be saved where possible except in the cut and fill areas and will be maintained on a continuing basis. The new slopes will be planted (vegetated) and become as asset. Concern over the danger of septic system failure The septic system will not be an issue. This project has public sewer and water. (See preliminary site plan). The private system will remain private. All connections to Rte. 1230 need to be designed in accordance with VDOT's Road Design Manual and The Minimum Standards of Entrances to State Highways. The plans needs to include all dimensions of proposed roads and entrances along with horizontal and vertical data. 2. Sight distances need to be shown on the plans. 3. All work within the VDOT RNV needs to be permitted by VDOT's Charlottesville Office. 4. The ROW around the cul-de-sac needs to be checked for accuracy. The ROW should not include private structures. 5. Detectable Warning needs to be added to the crosswalk. SDP -2008-00142 Hydraulic Wash— Major (Elizabeth Marotta) 1. The entrance needs to be constructed to The Minimum Standards of Entrances to State Highways. Throat widths, setbacks and -rades in accordance with the CG -1 1 standard need to be shown on the plan. 2. Show the locations of the CG -12's SDP -2008-00146 Hollvmead Town Center -Area C Block 9-Maior (Gerald Gatobu) 1. Indicate whether Laurel Park Lane is proposed to be public or private. If it's public, the entrances will need to be evaluated. SDP -2008-00147 St. Anne's Belfield Lower / Middle School —Prelim. ( Summer Frederick) 1. Pipe and ditch computations need to be submitted on the section of Route 855 that is being proposed for widening. 2. Drainage structure 17 is being proposed to be modified to accept water from the ditch in the back of the DI. This design needs to be revised to eliminate this modified structure for maintenance reasons. 3. Showexisting and proposed ROW on the plans. 4. Show sight distance triangles at all intersections. WE KEEP VIRGINIA MOVING 5. Entrance design must be in accordance with VDOT standard CG -11 and The Minimum Standards of Entrances to State Highways_ Profiles need to be shown on the plans. 6. All proposed pavement widening must be in accordance with VDOT's WP -2 standard. Assumed CBR values for design purpose is 5. Materials and pavement design must be in accordance with VDOT's Secondary Roads Pavement Design Guide. 7. Sheet C1.3 shows 2 proposed DI -Ts without an outlet. Please explain this design. 8. Remove the second point of access at the eastern entrance to route 855 that accesses the middle lot. This design does not meet the Minimum Standards of Entrances to State Highways and will increase conflict points at the entrance and cause a dangerous situation. SUB -2008-00240 Little fellow Mountain —Final Plat (Megan Yaniglos) 1. Show sight triangles in accordance with The Minimum Standards of Entrances to State Highways at the proposed access to Route 684. All plan pages will have congruent information. The current discrepancies between page of the submittal will be corrected. 2. Sheet CO.1 Notes # 5 and #6 will be completed. Note #5 appears to have information missing and note #6 appears to refer to pipes, but is not clear. 3. All proposed roadwork will have 50' stationing shown on the road plan and profile. 4. Edge of pavement will be labeled (where there is no curbing) and a few radii are still missing from the road plans. 5. The Board, by a vote of 3:0 approved the request, pending staff administrative approval of the following conditions: 1. Revise the planting along Faulconer Drive and along the playing fields and parking lot to a mix of evergreen and deciduous trees and shrubs in a naturalistic pattern. Increase the number of species to avoid overplanting of a single species. 2. Add the following note to the plan: "All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant." 3. If proposed trees are shown on plans other than the landscape plan(s), revise the plans to show the trees exactly as shown on the landscape plan(s). Provide a single plant list/schedule. Include utility lines and utility easements on the site and landscape plans and make sure they are easily legible. Double-check and correct if necessary the quantity of Redbuds on the landscape plan and plant list. Clarify on the plans how the ivy planting will be handled. 4. Revise the site plans to make them all easily legible and fully coordinated. Show the Bypass right-of-way on the drawings. 5. Revise the site and landscape plans to show the proposed tree line to remain and tree protection. Revise the plans to consistently show the existing vegetated area along the EC right-of-way, changing the symbol as needed on larger scale sheets to maintain readability. 6. Revise the Arborvitae planting at the southeast corner of the site to a mixed planting of trees and shrubs to better coordinate with the adjacent wooded area. 7. Revise the plan to show that fixtures A and D emit less than 3,000 lumens or are full cutoff fixtures. 8. Add the following note to the plan: "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one half footcandle." 9. Revise the Luminaire Schedule to provide and/or clarify the following information: o The information under "Lamp" for fixture A. o The "HORS" designation under "Catalog Number" for fixture A. o The "UNV" designation under "Catalog Number" for fixture D. o The color/finish for fixtures A and D. o The height of fixture A. o The quantity of fixture A. There appears to be 30 on the plan and 31 in the schedule. 10. Revise the Arborvitae at the kitchen service area to a smaller species. 11. Provide detail drawings on the chimneys for review, ensuring that they are compatible with the overall building and that their materials and colors do not increase noticeability. Indicate on the drawings all proposed locations for mechanical equipment and provide details on all proposed methods of screening. V 12. Reduce the size of the round window in the library gable end and consider reducing the size of the gable. Choose a darker shade of gray for the roof, and provide samples for review. Submit a color sample for the Benjamin Moore "marble white" to match the approved stucco sample. Reduce the reflectivity of the roofing material. Please provide: 1. Two full sets of revised drawings addressing each of these conditions. Include updated ARB revision dates on each drawing and an ARB approval signature panel. 2. A memo including detailed responses indicating how each condition has been satisfied. If changes other than those requested have been made, identify those changes in the memo also. Highlighting the changes in the drawing with "clouding" or by other means will facilitate review and approval. 3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to ensure proper tracking and distribution. When staff's review of this information indicates that all conditions of approval have been met, a Certificate of Appropriateness may be issued.
