This project is Approved. The rationale is given in the comments below. The VSMP application content requirements can be found in County Code section 17-401. A. Stormwater Pollution Prevention Plan (SWPPP) The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary. The SWPPP has been submitted for review and appears to require the owners' signature on the section #9 "Certification". Other than the required owner's signature the SWPPP appears to be adequate at this time. (Rev. 1) Owner can sign the section #9 certification at the Pre -Construction meeting. B. Pollution Prevention Plan (PPP) The PPP content requirements can be found in County Code section 17-404. 1. Appears to be adequately addressed at this time. C. Stormwater Management Plan (SWMP) VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. This plan is approved, and the reasons are provided in the comments below. The stormwater management plan content requirements can be found in County Code section 17-403. 1. Please make Spread sheets congruent with plans: a. The VRRM spread sheet states 2.59 acres impervious. b. TR-55 worksheet states 3.15 acres impervious. c. The cover sheet of the plan states 5.78 acres impervious. (Rev. 1) Appears to be adequately addressed at this time. 2. The access road to the facility does not appear to allow for the maintenance and repair of the Engineering Review Comments Page 2 of 3 forebay without crossing over the bio-filters. Cleaning of the forebay may be more often than the maintenance of the outlet structure. VSMH 3.01, page 301-14 (Rev. 1) Appears to be adequately addressed at this time. The junction from the SWM structure to the existing stream is shown almost perpendicular. The connection should be more oblique. Otherwise the opposite side of the stream bank may require armament to prevent scouring and erosion. (Rev. 1) Appears to be adequately addressed at this time. 4. Emergency spillway does not appear to meet the VSMH 3.03 requirements. Please move the spillway to existing or cut ground, or redesign the basin to meet Va. State Standards. (Rev. 1) Item appears to be addressed with this exception: The rip rap spillway will need to be constructed in accordance with VESCH 3.17, page III-133, plate 3.17-1 D. Erosion and Sediment Control Plan (ESCP) Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is approved, and the reasons are provided in the comments below. The erosion control plan content requirements can be found in County Code section 17-402. The site is covered in mature trees. Trees will need to be removed before any grading can begin. The plan appears to require a substantial amount of grading to install the initial perimeter controls to protect the site. The sequence of construction does not include the important step of removing the trees. It appears the site will be without perimeter protection for an extended amount of time. Please revise the sequence of construction to protect the site with the least amount of tree removal and an expedited installation of the perimeter erosion and sediment control measures. The contractor does not have permission to clear cut the site prior to installing the perimeter controls. (Rev. 1) Appears to be adequately addressed at this time. 2. The silt fence across the swale may need to be wire -supported (per VESCH 3.05, conditions where practice applies #2). A temporary sediment trap would be better protection in this area. (Rev. 1) Appears to be adequately addressed at this time. Diversions across swales have not been successful on other projects. This office suggests a sediment trap until the site drainage can be directed into the proposed basin. (Rev. 1) Appears to be adequately addressed at this time. 4. Proposed lots with diversions will not receive building permits until the VSMP inspector has determined the measures are no longer required for the overall protection of the site. Please note this on the plans. (Rev. 1) Appears to be adequately addressed at this time. The proposed grass lined spillway does not appear to meet the minimum requirements of an emergency spillway in VESCH 3.14 and shall be located so that it will not be constructed over fill material. Please move the spillway or redesign the basin so the principle spillway is also the emergency spillway. (Rev. 1) Appears to be adequately addressed at this time. Sere SWM comment #4 above. The Grading Permit can be issued after final site plan approval. Should an Early Grading Permit be requested, an "Early Grading Plan" with all hardscapes removed except for SWM structures will be Engineering Review Comments Page 3 of 3 required and a separate bond posted until the final site plan is approved for construction. Once the final site plan is approved then another bond will be required to replace the Early Grading Bond. Please submit 2 more copies of the VSMP plan for distribution during the pre -construction meeting. Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to discuss this review. Process; After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The County's Management Analyst or other staff will prepare the forms and check for ownership and signature information. The completed forms will need to be submitted along with court recording fees. After bonding and agreements are complete, county staff will need to enter project information in a DEQ database for state application processing. DEQ will review the application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the county. After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants will need to complete the request for a pre -construction conference form, and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre -construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin.
