General Contractor Notes
1. THE CONTRACTOR SHALL VERIFY THE PROPOSED LAYOUT WITH ITS RELATIONSHIP TO THE EXISTING SITE
SURVEY. THE CONTRACTOR SHALL ALSO VERIFY ALL DIMENSIONS, SITE CONDITIONS, AND MATERIAL
SPECIFICATIONS AND SHALL NOTIFY THE OWNER AND ENGINEER OF ANY ERRORS, OMISSIONS OR
DISCREPANCIES BEFORE COMMENCING OR PROCEEDING WITH WORK.
2. DEVIATIONS FROM, OR CHANGES TO THESE PLANS WILL NOT BE ALLOWED UNLESS APPROVED BY THE
ENGINEER.
3. THE CONTRACTOR SHALL PERFORM ALL WORK USING THE DIMENSIONS SHOWN ON THESE PLANS. THE
CONTRACTOR SHALL NOT USE SCALES, RULERS, DIVIDERS, MAP WHEELS OR OTHER MEASURING DEVICES TO
DETERMINE SPATIAL RELATIONSHIPS ON THESE DRAWINGS.
4. AN APPROVED SET OF PLANS AND ALLAPPLICABLE PERMITS MUST BE MAINTAINED AND MADE AVAILABLE AT
THE CONSTRUCTION SITE BY THE CONTRACTOR.
5. PARKING FOR THE CONTRACTOR'S VEHICLES SHALL BE COORDINATED THROUGH THE OWNER. PARKING FOP,
EMPLOYEE VEHICLES WILL BE ACCOMMODATED AT THE SITE.
6. 7. THE CONTRACTOR SHALL BE RESPONSIBLE FOR OBTAINING ALL NECESSARY PERMITS, INSPECTIONS, BONDS
AND OTHER APPROVAL RELATED ITEMS IN ACCORDANCE WITH LOCAL AND STATE POLICY.
8. THE CONTRACTOR'S WORK SCHEDULE SHALL BE COORDINATED WITH THE OWNER AND THE BUILDING
CONTRACTOR.
9. TAP FEES, POWER COMPANY, CABLE TV, PHONE COMPANY, SITE GRADING AND RETAINING WALL PERMIT FEES
AND OTHER FEES TYPICALLY PAID BY AN OWNER ARE EXCLUDED.
10. THIS PLAN DOES NOT GUARANTEE THE EXISTENCE OR NON- EXISTENCE OF UNDERGROUND UTILITIES. PRIOR
TO ANY CONSTRUCTION OR EXCAVATION, THE CONTRACTOR SHALL VERIFY THE EXISTENCE AND LOCATION OF,
OR THE NON - EXISTENCE OF, UNDERGROUND UTILITIES. THE CONTRACTOR SHALL BE RESPONSIBLE FOR
NOTIFYING "MISS UTILITY" (1- 800 - 552 - 7001).
11. THE CONTRACTOR SHALL MAKE EXPLORATORY EXCAVATIONS AND LOCATE EXISTING UTILITIES SUFFICIENTLY
AHEAD OF CONSTRUCTION TO PERMIT REVISIONS TO PLANS IF NECESSARY.
12. THE EXISTENCE AND /OR LOCATION OF UTILITIES SHOWN ON THESE PLANS MAY BE ONLY APPROXIMATELY
CORRECT AND THE CONTRACTOR IS REQUIRED TO TAKE PRECAUTIONARY MEASURES TO PROTECT THE
UTILITIES SHOWN HEREON AND ANY OTHER EXISTING UTILITIES NOT OF RECORD OR NOT SHOWN ON THESE
PLANS,
13. THE CONTRACTOR SHALL BE RESPONSIBLE FOR REPAIRING, AT HIS EXPENSE, ANY EXISTING UTILITIES
DAMAGED DURING CONSTRUCTION. IF A UTILITY IS DAMAGED DURING CONSTRUCTION, STOP WORK
IMMEDIATELY AND NOTIFY THE ENGINEER.
14. RELOCATION OF ANY EXISTING UTILITIES SHALL BE AT THE OWNER'S EXPENSE AND COMPLETED WITH THE
SITE WORK. THE DEVELOPER SHALL BE NOTIFIED AS TO THE RELOCATIONS REQUIRED PRIOR TO THE START
OF CONSTRUCTION.
15. THE CONTRACTOR SHALL ADEQUATELY PROTECT EQUIPMENT, MATERIALS, AND COMPLETED WORK FROM THEFT
AND VANDALISM. THE OWNER IS NOT RESPONSIBLE FOR THE LOSS OF ANY MATERIAL STORED AT THE SITE.
16. ANY DAMAGE TO EXISTING PHYSICAL FEATURES (WALKS, LIGHTS, CURBS, PLANTS, ETC.) SHALL BE THE
RESPONSIBILITY OF THE CONTRACTOR. REPAIRS OR REPLACEMENTS SHALL BE MADE AS NECESSARY AT NO
COST TO THE OWNER.
17. ALL TURF AREAS THAT ARE IMPACTED OR DISTURBED BY CONTRACTOR VEHICLES, EQUIPMENT, OR ACTIVITY
SHALL BE REPAIRED, REGRADED, AND RESEEDED.
18. CONTRACTOR EXCLUDES THE COST OF ANY SITE OR OTHER TRASH COMPACTORS. CONCRETE PAD IS INCLUDED
PER SITE PLAN BUT ELECTRIC IS EXCLUDED.
19. THE POWER COMPANY WILL PERFORM ITS OWN SITE WORK UP TO AND INCLUDING THE CONNECTION TO THE
ELECTRIC METERS THAT ARE MOUNTED ON THE BUILDINGS AT A SINGLE LOCATION. THE TELEPHONE AND
CABLE TV COMPANIES WILL PERFORM THEIR OWN SITE WORK UP TO A SINGLE BOX ON EACH BUILDING.

International Fire Code(IFC) Notes
1. IFC 1404.1 - SMOKING TO BE ALLOWED IN ONLY DESIGNATED SPACES WITH PROPER RECEPTACLES.
2. IFC 1404.2 -WASTE DISPOSAL OF COMBUSTIBLE DEBRIS SHALL BE REMOVED FROM THE BUILDING AT THE END
OF EACH WORKDAY.
3. IFC 1410.1- ACCESS TO THE BUILDING DURING DEMOLITION AND CONSTRUCTION
SHALL BE MAINTAINED.
4. IFC 1404.6- CUTTING AND WELDING. OPERATIONS INVOLVING THE USE OF CUTTING AND WELDING SHALL BE
DONE IN ACCORDANCE WITH CHAPTER 26, OF THE INTERNATIONAL FIRE CODE, ADDRESSING WELDING AND

6. REQUIRED VEHICLE ACCESS FOR FIRE FIGHTING SHALL BE PROVIDED TO ALL CONSTRUCTION OR DEMOLITION
SITES. VEHICLE ACCESS SHALL BE PROVIDED TO WITHIN 100 FEET OF TEMPORARY OR PERMANENT FIRE
DEPARTMENT CONNECTIONS. VEHICLE ACCESS SHALL BE PROVIDED BY EITHER TEMPORARY OR PERMANENT
ROADS, CAPABLE OF SUPPORTING VEHICLE LOADING UNDER ALL WEATHER CONDITIONS. VEHICLE ACCESS
SHALL BE MAINTAINED UNTIL PERMANENT FIRE APPARATUS ACCESS ROADS ARE AVAILABLE.
General Construction Notes for Site Plans
1. PRIOR TO ANY CONSTRUCTION WITHIN ANY EXISTING PUBLIC RIGHT -OF -WAY, INCLUDING CONNECTION TO
ANY EXISTING ROAD, A PERMIT SHALL BE OBTAINED FROM THE VIRGINIA DEPARTMENT OF TRANSPORTATION
VDOT). THIS PLAN AS DRAWN MAY NOT ACCURATELY REFLECT THE REQUIREMENTS OF THE PERMIT. WHEREANYDISCREPANCIESOCCURTHEREQUIREMENTSOFTHEPERMITSHALLGOVERN.
2. ALL PAVING, DRAINAGE RELATED MATERIALS AND CONSTRUCTION METHODS SHALL CONFORM TO CURRENT
SPECIFICATIONS AND STANDARDS OF VDOT UNLESS OTHERWISE NOTED.
3. EROSION AND SILTATION CONTROL MEASURES SHALL BE PROVIDED IN ACCORDANCE WITH THE APPROVED
EROSION CONTROL PLAN AND SHALL BE INSTALLED PRIOR TO ANY CLEARING, GRADING OR OTHER
CONSTRUCTION.
4. ALL SLOPES AND DISTURBED AREAS ARE TO BE FERTILIZED, SEEDED AND MULCHED. THE MAXIMUM
ALLOWABLE SLOPE IS 2:1 (HORIZONTAL: VERTICAL). WHERE REASONABLY OBTAINABLE, LESSER SLOPES OF
3:1 OR BETTER ARE TO BE ACHIEVED.
5. PAVED, RIP -RAP OR STABILIZATION MAT LINED DITCH MAY BE REQUIRED WHEN IN THE OPINION OF THE
ALBEMARLE COUNTY DIRECTOR OF ENGINEERING, OR THE DIRECTOR'S DESIGNEE, IT IS DEEMED NECESSARY

6. ALL TRAFFIC CONTROL SIGNS SHALL CONFORM WITH THE VIRGINIA MANUAL FOR UNIFORM TRAFFIC CONTROL

7. UNLESS OTHERWISE NOTED ALL CONCRETE PIPE SHALL BE REINFORCED CONCRETE PIPE - CLASS III.
8. ALL EXCAVATION FOR UNDERGROUND PIPE INSTALLATION MUST COMPLY WITH OSHA STANDARDS FOR THE
CONSTRUCTION INDUSTRY (29 CFR PART
9. ALL UNSUITABLE MATERIAL SHALL BE REMOVED FROM THE CONSTRUCTION LIMITS OF PAVED AREAS.

11. UPON COMPLETION OF FINE GRADING AND PREPARATION OF THE PAVEMENT SUBGRADE, CBR TESTS SHALL BE
PERFORMED ON THE SUBGRADE SOIL. IF A SUBGRADE SOIL SUPPORT VALUE OF 10 OR GREATER IS NOT
OBTAINABLE, A REVISED PAVEMENT DESIGN SHALL BE MADE BY THE ENGINEER.
12. ALL PAVEMENT MARKINGS TO BE REFLECTORIZED. ALL PAVEMENT MARKINGS SHALL MEET THE LATEST VDOT
SPECIFICATIONS AND SHALL BE IN ACCORDANCE WITH (MANUAL ON UNIFORM TRAFFIC DEVICES (MUTCD)
STANDARDS, LATEST EDITION.
13. TRAFFIC CONTROL OR OTHER REGULATORY SIGNS OR BARRICADES SHALL BE INSTALLED BY THE DEVELOPER
WHEN, IN THE OPINION OF THE CITY TRAFFIC ENGINEER, THEY ARE DEEMED NECESSARY IN ORDER TO
PROVIDE SAFE AND CONVENIENT ACCESS. ALL SIGNS OR OTHER REGULATORY DEVICES SHALL CONFORM TO

14. ALL SITE SIGNAGE MUST BE APPROVED SEPARATELY, PRIOR TO CONSTRUCTION BY THE ALBEMARLE COUNTY

Stormwater Narrative:
THE SOCA FIELDHOUSE SITE HAS BEEN PLANNED FOR IN ADVANCE AND IS PART OF THE STORMWATER
MANAGEMENT PLAN FOR BELVEDERE, PHASE 1. THAT PLAN HAS BEEN PREPARED BY WW ASSOCIATES AND
IS DATED 2 -26-07. IT DISCUSSES ALL OF THE STORMWATER FACILITIES IN PHASE 1. THE FACILITIES THAT TREAT
AND DETAIN STORMWATER FOR THE DRAINAGE AREA WHERE THE SOCA FIELDHOUSE IS BEING PROPOSED
IS A FOREBAY AND BIOFILTER JUST TO THE NORTH OF THE PROPOSED SOCA FIELDHOUSE (REFERRED TO AS
FACILITY #5A) AND A DETENTION FACILITY RECEIVING THE OUTFALL FROM THE BIOFILTER FURTHER TO THE
WEST (REFERRED TO AS FACILITY #5).
THE FOREBAY AND BIOFILTER BOTH ROUTE AND TREAT SOME OF THE RUNOFF BEFORE IT IS ROUTED TO THE
DETENTION FACILITY #5 FOR FURTHER ROUTING. THE FACILTIES SERVE A TOTAL DRAINAGE AREA OF 10.2 ACRES.
THE PLAN REFERS TO THE OPEN GRASSED AREA, WHERE THE SOCA FIELDHOUSE IS BEING PROPOSED, AS THE
COMMUNITY CENTER AND IDENTIFIES IT WITH ID AREA #23 ON THE MAP. THE COMMUNITY CENTER AREA COMPOSES
AN AREA OF 128,256 SF (2.94 AC.). THIS AREA CURRENTLY EXISTS AS GRASS, HOWEVER IN ANTICIPATION OF
FUTURE DEVELOPMENT, THE STORMWATER FACILITIES WERE DESIGNED ASSUMING THAT THIS AREA WOULD BECOME
65% IMPERVIOUS ONCE DEVELOPED, ACCOUNTING FOR A TOTAL IMPERVIOUS AREA OF 4366 SF (1.91 AC.).
THE PROPOSED SOCA FIELDHOUSE PLAN IS ADDING ONLY 54,037 SF INCREASING THE IMPERVIOUS AREA TO 42%,
LESS THAN THE ASSUMED 65% IMPERVIOUS AREA. THEREFORE, AN ADDITIONAL 29,329 SF OF IMPERVIOUS AREA
MAY STILL BE ADDED TO THE COMMUNITY CENTER AREA AT A FUTURE DATE (UNDER A DIFFERENTVTE PLAN).

BEING DEVELOPED TO 65% IMPERVIOUSNESS. IN ADDITION TO MEETING THESE BASE REQUIREMENTS, ACISTERN
SYSTEM IS BEING INCLUDED IN ORDER TO RE -USE RAINWATER FROM THE SITE FOR IRRIGATION OF 7THE BELVEDERE
VILLAGE GREEN, VIAA 2 HP JET PUMP. THE PRELIMINARY DETAILS ARE PROVIDED HERE.
THE BELVEDERE VILLAGE GREEN AREA IS COMPOSED OF ATREE SURFACE AREA OF 19,770 SF, AND Al GRASSED
SURFACE AREA OF 60,595 SF. THE TREES WOULD REQUIRE 4,600 TO 9,000 GALLONS PER MONTH AND) THE GRASS
WOULD REQUIRE 45,000 GALLONS PER MONTH FOR A TOTAL OF 50,000 TO 54,000 GALLONS PER MONITH. AVERAGE
RAINFALL IN CHARLOTTESVILLE IS 4.14" PER MONTH FROM MAY TO OCTOBER. A 77,000 GALLON CIS1TERN WOULD
BE NEEDED TO APPROXIMATELY CAPTURE ALL OF THE AVAILABLE RAINWATER FROM THE 37,541 SF ROOFTOP.
THE SYSTEM BEING PROPOSED HERE WOULD BE 48,000 GALLONS IN SIZE TO REDUCE THE DEMAND (ON THE COUNTY'S
POTABLE WATER SYSTEM. THE ROOFTOP RUNOFF WILL BE ROUTED DIRECTLY FROM ROOFTOPS TOTTHE CISTERNS
UNDERGROUND, AND EXCLUDE ANY SURFACE RUNOFF.
