APPLICANT'S PROPOSAL: Request for approval of a major site plan amendment in order to improve the existing Runway 21 Extended Runway Safety Area (ERSA) at Charlottesville Albemarle Airport [Attachment A]. PLANNING AND ZONING HISTORY: This property has a long history of site plans and amendments, resulting in the current airport layout. The most recent airport Master Plan was approved April 2005. COMPREHENSIVE PLAN: The Comprehensive Plan designates this property as Institutional in Hollymead Community. REASON FOR PLANNING COMMISSION REVIEW: The subdivision has been called up by an adjacent owner [Attachment C]. DISCUSSION: The proposed major site plan amendment [Attachment A] is subject to the review requirements contained in Section 32 of the Zoning Ordinance. The plan has been reviewed by the site review committee and has been found to meet all of the requirements of this section of the ordinance except for outstanding Erosion and Sediment Control measures which can be resolved among staff and the applicant prior to the approval of the amendment. The plan has also been reviewed to insure compliance with the Airport Master Plan. The project is in general accord with improvements shown in the Master Plan. Bakewell 1070 F.arlysville Forest Drive Earlysville, VA 22936 434973.6697 June 30, 2008 Megan Yaniglos Albemarle County Commercial Development Department 401 McIntire Road, North Wing Charlottesville, VA 22902 Subject: Charlottesville - Albemarle Regional Airport Noise Reduction and Runway Expansion Dear Ms. Yaniglos: Thank you for returning my call concerning the possible runway extension and its potential for exacerbating the noise problems of the airport. About four weeks ago, I called both the airport administration and the Comity supervisors and left messages to express my great displeasure over the airport noise between 11:45 AM and 12 PM that Saturday. Nl reaction was the same as yours — that it must have been a military aircraft. I have never heard such noise — probably afterburner as well as the main engine because after it took off there was a sudden drop in noise. I requested information on the specifies of that event but received no retum call either from the County supervisors or from the airport administrator. The economics of air travel raise doubts about the merits of runway expansion. The expansion of the airport runway may be problematic as airlines cut back on flights, capacity, and airports serviced. Certainly, jet fuel price is likely to keep ratcheting up, ticket prices will follow, and air travel will fall off as a consequence. Airlines will consolidate and some will follow numerous others into bankruptcy. No matter whether the runway is extended or not, the average and maximum noise levels for planes taxiing, starting up engines. idling at the gates, taking off, and landing must be reduced. The noise level inflicted on the airports neighbors by that "military jet' is intolerable and unacceptable. Perhaps quieter planes can be accommodated by extending the runway. However. any approval must specify that all planes will meet noise levels that are lower than we currently experience (note I said "than we currently experience ". not than are currently in place which seem minimal or non - existent). For reference, Nve are about a mile from the airport in Earlysville Forest. I will be unable to attend .July hearings on the runway extension and ask that you include this letter in the related materials that are presented and become the record for the hearings, Thank you.
