The plans can be approved after the following comments have been addressed. 1. Is the existing sidewalk from the existing handicap ramp to be removed? Are the existing handicap spaces and ramp on the south side of the building to be replaced with regular spaces? 2. Please label curb -type on the plan. 3. Engineering review has concerns regarding the handicap parking area meeting the County's Safe and Convenient access requirements. For 3 of the 4 handicap spaces, backing out from the spaces maybe problematic. Engineering review would prefer to see an alternate parking scheme but would approve a plan if 5ft turnaround area on the northeastern curbline was provided to assist with the backing out of the parking spaces. Please also show the l Ott parking lot buffer where necessary. [ 18- 21.7.1 ] 4. The curbline adjacent to the handicap spaces with the 8ft wide striped must be straight and perpendicular to the painted lines. The alignment as shown is curvilinear parking which is not allowable for this location. 5. Please label the entrance as a VDOT standard designation. Please show grading of the proposed Willis Drive as well to confirm that with the new road an appropriate landing is created. Because all of the plans are dependent on one another, no one plan can be approved at this time, except the minor amendment to the Marth Jefferson OCC site. After addressing the the remaining comments, please submit to engineering 6 full sets for the ESC and SWM inspection files; please submit to engineering 3 copies of the road plan set; and, please submit copies of the site plan set and minor amendments requested by the planner. In addition, a plat may need to be recorded before approval of the site plan can be given. The plat should show all proposed and existing easements, boundary line adjustments, and right -of -way dedication. Deeds of Easement will need to be recorded for all drainage easements as well. Please submit a copy of the SWM facilities maintenance agreement and fee. Please contact Pam Shifflett for questions regarding this procedure after reviewing the guidelines in this document. The ESC Phase III and SWM Bonds are in the process of being computed. We will forward these bond amounts to you as soon as they are completed. Engineering review recommends approval to SDP - 2008 -00016 and SDP - 2008 -00088 for the hospital and 1575 State Farm parcels. (Engineering recommended approval to the OCC last friday.) In addition, engineering review grants approval to the Stormwater and ESC Plans associated with the site plan (WPO- 2008 - 00004). These approvals are contigent upon the submittal of three copies of the road plan showing the adjustments that were necessary due to site plan modifications (discrepancy in stormwater structure close to the pond outfall and the elimination of entrance to 1575 State Farm). Approval from all other required agencies is necessary before the final site plan can be signed (Building Official, VDOT, ARB, ACSA, etc.). The SWM facility maintenance agreement also needs to be recorded before approval of the site plan. Please contact me should you have any questions. I will be out of the office next week. Rev. 1) Please connect the sidewalk along the 14 spaces to the sidewalk at the front of the building. If the required spaces for the parcel are provided off-site, the zoning administrator needs to sign off on a shared parking agreement between the two parcels. In addition, a sidewalk those spaces should be provided to the building entrance. Please label curb -type on the plan. Rev. 1) I cannot see where the curb -tJpe has been labeled. The parking setback ma3 not be required for this site because gf'its toning. Please contact Summer Frederick for this information. If'the parking setback is not required, please extend the turnaround area farther. Please label the entrance as a VDOT standard designation. Please show grading of the proposed Willis Drive as well to confirm that with the new road an appropriate landing is created. [DM] Rev. 1) The proposed grading at the entrance creates a few issues. The entrance nrttst have an adequate landing (ideally 4% for the first 40ft from the entrance). 14.12.17.b1 It appears Willis Rrl will need to be lowered several feet in order to achieve this landing. An alternative to rvewnfiguring the road would be extending thzltospital parking lot into the site and closing the parcel's entrance -onr Willis Road. Also, the plan needs to specify a low maintenance groundcover all proposed slopes steeper than 3:1. 7. This plan must have an approved ESC plan.
