Cash Proffer Policy Adopted by Board in 2007
April 2014 the Board adopts a Resolution of Intent
July 2014 the Board and PC hold a joint work session
September 2014 the Board directs the PC and FIAC to work on
policy

Strategy for Policy Review
Step one is to make minor amendments to:
Recognize existing practice for credits for by -right units
Recognize the change in State Code and our own CIP/CNA.
Retitle policy
Establish a bi-annual adjustment to coincide with adoption of a new
CIP/CNA.
► Step two is longer term work on:
Credits for mixed use, enhanced development standards, development in
target areas
Calculating fiscal impact of providing additional credits
Identifying purpose of providing credits
Revising/replacing CRIM to be a more dynamic model
Changes to Policy
Amend maximum cash proffers as follows:
SFD - $4,918 (2014 value was $20,987)
SFA/TH - $3,845 (2014 value was $14,271)
MF - $5,262 (2014 value was $14,871)
Changes to Policy
Amend title to reflect it is a policy to address impacts.
Establish bi-annual adjustments to policy based on bi-annual
adoption of Capital Improvement Program (CIP) and Capital Needs
Assessment (CNA).
Acknowledge existing practice of exclude dwelling units that could
be developed by -right using the existing zoning when determining
impacts.
Summary
Staff recommends adoption of the revised policy.
Staff recommends that following action on the policy by the Board
of Supervisors that the PC continue discussing potential revisions to
the policy. The PC can continue this work at their own pace. If the
PC would like to discuss potential changes with the Board it may be
appropriate to do so during a joint work session.
