Label the anchors on the profile for pipe #16 and the invert for ES -1 #12. Comment addressed 4. Guardrail maybe required at the top of the slope above pipe #16 depending on field conditions. Comment addressed Planning (Megan Yaniglos) 1. Street trees and sidewalks are not required in the rural areas. The final plat (SUB2007-145) for this subdivision was withdrawn due to inactivity. A new plat will need to be submitted for review and approved. Planning comments will be forwarded when they are received Comments are pending from the RWSA. VDOT comments were forwarded on 4/22/16, and the Fire Department had no objection. Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to discuss this review. Process; Engineering Review Comments Page 2 of 2 After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The County's Management Analyst or other staff will prepare the forms and check for ownership and signature information. The completed forms will need to be submitted along with court recording fees. After bonding and agreements are complete, county staff will need to enter project information in a DEQ database for state application processing. DEQ will review the application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the county. After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants will need to complete the request for a pre -construction conference form, and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre -construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin. Per the provided Ditch analysis, the ditch from the end of Dylan Lane (Right) to station 18+80.59 has V - 4.72fps; the maximum allowable velocity for EC -2 is 4.0fps. 7. Drainage easement needs to be provided for structure #3 at the intersection of the entrance and Route 250. 8. Please provide a profile for storm sewer 4-6 for review. Understood. 120'radii have been used for the first two curves on Dylan Lane as discussed. 200'Radii are used elsewhere. The signs have been labeled on eth plan view and sign details added at the bottom left hand corner of sheet C-S. 3. Sight distances need to be provided on the road profile sheets. Sight distances have been provided on the Dylan Road profile shown on sheet C-7. 4. The K value of the vertical curve between stations 10+50 and 11+00 needs to be provided. The K-value of the subject vertical curve has been provided as requested. 5. Please provide adequate landing on Dylan Lane. As we discussed, a landing has been provided based on 20mph design speed for this section of the road.A k-value of 17.05, which is greater than the required vertical value for a 20mph road(17), has been provided at the intersection of Dylan Road and RT 250. *aryl *rowel 6. Per the provided Ditch analysis. the ditch from the end of Dylan Lane (Right) to station 18+80.59 has V ""4.72fps; the maximum allowable velocity for EC-2 is 4.0fps. Thank you for pointing that out. The ditch slope was accidently inserted incorrect. The slope of the ditch has been corrected and the velocity is no longer steeper than 4fps. Please see revised ditch analysis on sheet C-4A. 7. Drainage easement needs to be provided for structure #3 at the intersection of the entrance and Route 250. A variable width drainage easement has been provided for structure 3 as requested. Please see sheet C-S 7. Please provide a profile for storm sewer 4-6 for review. The profile for storm sewer 4-6 has been provided on sheet C-9. Hydraulic calculations for the roadside ditches and culverts need to be provided for review. 2. What is the proposed diameter and material of the entrance culverts? 3. Why is the road side ditch along Dylan Lane 14+00 and 16+50 not along the roadway? It has been located to the toe of the slope which creates maintenance issues. 4. The preference would be to not use the stamped concrete stamped walkway. 5. On sheet C-5, the distance from the centerline of Dylan Lane to the nearest commercial entrance and/or street connection needs to be shown on the plan. 6. The 150' of full right turn lane shown on sheet C-5 should be measured from the tangent point of the entrance radius not the centerline of Dylan Lane. 7. Sheet C-5 indicates that a section of guard rail will be relocated along Route 250 near the entrance will be relocated. A note needs to be added indicating that GR -9 terminals will be installed on the relocated guard rail. 8. Will the subdivision be accessed by school buses? If so, the minimum radius of cul-de-sacs should be 45'. 9. Has Emergency Services indicated that the 35' radius of the Dylan Lane cul-de-sac is acceptable? 10. The entrance to Lot 4 should be relocated to the cul-de-sac so that the service requirement of 3 residential lots if provided for the road segment of Dylan Lane from the intersection with Dylan Court to the cul-de-sac is provided. 11. Is it necessary to provide storm structures 13 and 15? The inclusion of these structures creates maintenance issues and is more likely to become blocked than a culvert end section. 12. The circular turn around with grass median for Dylan Court will need to be a 1 -way turn around as indicated in Appendix B(1) of the Road Design Manual and should be designed and marked accordingly. 13. Is the CG -3 for the grass island necessary? 14. The posted speed limit of Route 250 at the proposed connection of Dylan Lane is 55 miles per hour. The sight distance shown on sheet C -5C appears to be based on 45 miles per hour. This needs to be revised. In addition, the required sight distance should be based on a 3 lane section as indicated in Table 2-5 in Appendix F of the Road Design Manual. 15. There should be an enlarged inset of structure 7 on sheet C -6A so that the grading around culvert invert can be more clearly seen. 16. On sheet C-613, it does not appear that runoff through culvert I 1 will flow into the roadside ditch. Additional detail should be provided indicating how this culvert will discharge into the roadside ditch. 17. On sheet C-7, the 50' landing should begin at the edge of pavement of Route 250. In addition, the minimum K value of sag curves based on a design speed of 25 mph should be 26. The vertical curve between stations 10+50 and 11+00 should be revised accordingly. 18. It appears that a CD -1 is required at approximately station 13+90 of Dylan Lane. 19. The elevation of the intersection of Dylan Court and Dylan Lane should be labeled on the profile of Dylan Lane. 20. It appears that CD -1's are required at approximately stations 11+00 and 16+75 of Dylan Court. 21. The invert elevation of structure 10 should be added to the profile. 22. It appears that anchors are called for pipe 16 in storm profile 13-19. The anchors shown should be labeled as such. 23. What is the design standard being used for the subdivision roads, i.e. SSR, SSAR? 24. Per SSAR, the roadway may be 18' as shown in the typical section if the roadway is designated as "No Parking". Signage should be provided accordingly and shown on the plan. 25. In the typical sections for the roadways, the backslope of the roadside ditches are labeled as "varies". Without knowing what this slope is, how can the adequacy of the roadside ditches be confirmed? 26. Per WP -2, the adjacent lane of Route 250 to the right turn Iane will need to be resurfaced. The typical section should be revised accordingly. 27. Asphalt design calculations need to be provided for review. 28. The notes under the TTC detail indicate allowable hours for lane closures. These hours are incorrect. The allowable hours for lane closures of Route 250 at this location is 8 PM to 5 AM unless an exception is granted. 29. The MOT plan should clearly show locations of signs and any channelizing features. In addition, the lane closure detail should be included for the resurfacing of Route 250. 30. The erosion and sediment control plan needs to be provided for review. 31. Attached are the plan review checklists that we use in during plan review. It may be beneficial for the engineer to refer to these checklists during plan revision. Dylan Lane and Dylan Court shall have a 20' clear unobstructed travel lane for fire access. Dylan Lane and Dylan Court have been revised to 20' to meet fire access requirements. See Road Plan sheets C-5 —C-5B. 2. Fire code requires a 96' cul-de-sac, remove the grass island on Dylan Court to meet the fire access requirements. The cul-de-sac on Dylan Court has been revised to a 20' wide one way loop road. In doing so the road now meets fire access requirements. See Road Plan sheet C-5B 3. The grass island located at the entrance needs to have rolltop curbs installed to allow for fire department access. CG-3 is proposed for the grass island at the entrance to allow for fire department access as requested. The ahchors have been removed from the profile,as well as Pipe16—Structurel 9 as they are not needed per the redesign of the storm run.See Profiles sheet C-7B 4. Guardrail may be required at the top of the slope above pipe#16 depending on field conditions. No guardrail is necessary at this location as the road was designed to have the shoulder extend for approximately 10 feet from the edge of the travel lane and the slope stays outside of the clear zone(7-10 feet).The grading and storm run have been adjusted to negate the need for guardrail.See Grading Plan sheet C-6B.
