Our property is zoned rural,just under one hundred acres in size, with twenty-five of those acres in woods and the remainder in pasture and mowed lawn. The farms abutting and surrounding us are also in mixed pasture and woodland, with many of them in land use. We too are in land use, but there will be zero impact on our hayfields and timber woods as the events will only take place on mowed lawn areas and in the gardens. Though we have not put our property under conservation easement, we are conservation- minded and plan to uphold the integrity of this beautiful landscape. The venue site sits near the middle of the property, with plenty of buffer on all sides to ensure the privacy of each neighbor. It is custom in the industry for wedding parties to provide shuttles for their guests. We will encourage this for all of our events to keep traffic and road wear to a minimum and to ensure the safety of all. We will require it for events larger than one hundred people. According to VDOT specifications, we are widening our farm entrance and directing traffic flow with signs and/or attendants to accomodate vehicles entering and exiting as well as parking in the designated area(see concept map). There is a distance of seventy-five feet from the edge of the parking area to the property line, with a natural buffer of mixed trees and shrubs. (See concept map.) After dark, lighted paths and torches along the farm road will guide guests back to the parking lot, which will be adequately lit by county standards. %SOW *Nor If amplified sound is ever needed for an event, there will be a set decibel limit as well as a ten o'clock noise curfew for amplified sound, and for all such events sound system speakers will point toward the many acres of unoccupied woods which back up to the mountains. We wish to arrange a test simulation with your office to better address these concerns and determine the optimal sound conditions. Upon the recommendations of the board, we will include in our contractual agreement the expectation that sound requirements be met, and will be on hand to enforce such requirements and regulate as necessary. If complaints are made, despite these measures, we will adjust accordingly. All food and beverages will be provided by caterers and prepared off site in approved commercial kitchens. All utensils and dishware will be properly sanitized off site as well. We plan on hosting a maximum of twenty-four smaller, boutique garden weddings and gatherings with no more than one hundred and fifty people. We ask in addition to be granted an exception to host up to five events at a maximum of two hundred and fifty guests. It is our hope to offer the use of our pool house, built in 2008, to the wedding party as a changing room for the groomsmen. If our venture is successful, we are also hoping to build a small structure in the garden of approximately twenty-eight feet by forty-eight feet, the primary use of which would be agricultural (a greenhouse), with the option to have it double as a protected interior space for a small event. Though in the future we would like to provide a permanent restroom with its own septic field (perhaps as an addition to the greenhouse), for the time being each event will have temporary restroom facilities, without access to any of our existing fields. Noise from outdoor activities, particularly amplified music, is a common impact on and concern of neighbors. We discussed what we are recommending with the farm wineries based on our experience and suggest that you undertake the same procedures. We recommend you undertake the fo4wing: a) self-monitoring of sound levels during an event; b) propose a nighttime limit of outdoor amplified sound that is no later than 10 pm (the definition of nighttime in the zoning ordnance); c) contracts that clarify requirements and expectations with regards to maximum sound levels, including how complaints will be handled; and d) some simulation and testing of soil nd levels at the property line.
