Dear Ms. Kane--
Thank you for the recent resubmittal for this special use permit. Please find review comments included in this
letter.
Please review the attached comments and contact me so that we can discuss them. Some matters will need to be
discussed and addressed before we can schedule this item for its public hearings.
Review Comments
Planning(Scott Clark)
• At this point, we have the information we need on this application, save for the matters raised in
comments below.
• Before scheduling this item for public hearings, we need to work with you to set up and schedule the
noise test mentioned in the Zoning comments.
Zoning(Mandy Burbage)
• Please see attached memo.
Fire/Rescue(Robbie Gilmer)
• Previous comments are still relevant and would be addressed in any conditions of approval.
Virginia Department of Health (Josh Kirtlev)
• The site sketch shows a"restroom trailer"to be used. While this is an approvable option for sewage,
it would be helpful to know who owns the trailer. I say this because whoever owns the trailer will
need to be the responsible for the party for permitting and registration as a sewage handler with
VDH. They will also need to be registered with, and subsequently approved by,the receiving
treatment plant in order to unload the waste contents there.
• I believe this goes without saying,but the wedding events should be catered and all food brought in
from approved sources. All dishes should also leave with the caterers and there should be no
dishwashing on the site.
• The owner should confirm that the proposed parking area is not immediately over their existing or
reserve drainfield areas.

If we have not received a response from you within 30 days, we will contact you again. At that time, you will
be given 10 days to do one of the following: a)request withdrawal of your application,b)request deferral of
your application to a specific Planning Commission date as mutually agreed to with staff, or c) request
indefinite deferral and state your justification for requesting the deferral. If none of these actions is taken, staff
will schedule your application for a public hearing based on the information provided with your original
submittal.
Please be advised that, once a public hearing has been advertised, only one deferral prior to the Planning
Commission's public hearing will be allowed during the life of the application. The only exception to this rule
will be extraordinary circumstances, such as a major change in the project proposal by the applicant or more
issues identified by staff that have not previously been brought to the applicant's attention. As always, an
applicant may request deferral at the Planning Commission meeting.

Subject: Zoning Comments for SP 2014-20 Waterperry Farm
1. The applicant should be reminded if a site plan will be required prior to commencing the use. If a waiver
from the full blown site plan requirement is desired, the applicant will need to provide a justification for the
request that demonstrates that an unusual situation exists or substantial hardship or injustice would result
from this requirement. A site plan waiver is not a full waiver of the requirement and still involves a plan with
a review process.
2. To address noise impacts on adjoining properties, staff recommends several measures. Prior to public
hearing for this application, the applicant could set up a sound system at a typical location that would be
used. Zoning staff and the applicant could conduct sound readings at the property line while someone
uses the microphone to simulate toasts, etc. Staff also recommends that a)the applicant always have an
onsite contact person with whom neighbors could get in contact if concerns arise during an event; and b)
the applicant have and utilize a sound meter to self-monitor sound levels at the property line on an as-
needed or random basis. A condition limiting sound amplification to brief announcements and toasts will
be very difficult if not impossible to enforce.
3. To address traffic safety concerns, staff recommends that the applicant develop a "traffic safety plan"that
will be reviewed by VDOT and the County Engineer. This is similar to what has been used in other cases
such as Morven events. In this case, it would specify the use of the shuttles as well as signage. It could
also include any other proposed means, which could include event personnel providing onsite direction.
4. The following are recommended as conditions of approval for the special use permit:
a. The maximum total number of special events per year shall be 16. The maximum number of
attendees at each event shall be 150 people.
b. A shuttle service shall be required for all event attendees with the exception of the wedding party,
vendors, and event staff(Check with Greg on wording).
c. There shall be no amplified music. The use of microphones is permitted for brief announcements
and toasts (Check with Greg on wording).
d. All outdoor lighting shall be only full cut-off fixtures and shielded to reflect light away from all
abutting properties. A lighting plan limiting light levels at all property lines to no greater than 0.3
foot candles shall be submitted to the Zoning Administrator or their designee for approval prior to
installation of lights or the first event using lights, whichever occurs first.
e. Acoustic music shall end no later than 10:30 pm. Events shall conclude with all non-Waterperry
Farm people departing the property no later than 11 pm.
f. A transportation plan which includes signs and other traffic safety measures shall be submitted to
the County Engineer and VDOT for approval prior to the issuance of the zoning clearance. This
plan shall identify locations and copy for temporary signs directing event traffic to the site.

Re: SP-2014-00020 Waterperry Farm
Dear Mr.Clark:
We have reviewed the resubmittal of the special use permit for the Waterperry Farm to hold
weddings and receptions and offer the following comments:
1. It appears that a few trees to the left of the entrance which will be used for the special
events should be removed to provide adequate sight distance,
2. /t is our understanding that they are proposing to direct traffic to Wesley Chapel Road
during events. If there will be signage for the traffic control,a Land Use Permit should
be obtained from this office pnor to each event.
3. VDOT has no objection to the proposed use provided that adequate sight distance is
maintained at the entrance.
