Stephen,
We have reviewed the minor amendment concerning the proposed Property Maintenance Building in
Phase 1 of Peter Jefferson Place, and it is not approved. The following items must be satisfactorily
addressed prior to us granting final approval:
(1). The proposed maintenance building will have to have a separate metered connection to the
existing public water main in Peter Jefferson Place. It cannot be connected to the existing water line
serving the sewer pump station.
(2). Gravity sewer mains are readily available to the maintenance building, however, a private grinder
pump would have to be installed.

The Albemarle County Department of Building Code and Zoning Services will approve this site plan
amendment for zoning compliance when the following items have been satisfactorily addressed. The
Building Official may provide separate comments. [Each comment is preceded by the applicable
reference,which is to the Zoning Ordinance unless otherwise specified.]
1. [32.5.6(a)] Please note on the plan the specific use for the proposed building (offices, storage of
equipment, etc.).
2. [32.5.6(b)] Please note on plan the maximum number of employees.
3. [32.5.6(b)] Please note on the plan the maximum height of the proposed building.
4. [4.12.6.6] Please note on the plan the required number of parking spaces and the standard used for
this calculation.
5. [4.17.4] Please note on the plan, "Each outdoor luminaire equipped with a lamp which emits 3,000 or
more initial lumens shall be a full cutoff luminaire or a decorative luminaire with full cutoff optics."
6. [4.17.4.3] Please note on the plan,"The spillover of lighting from parking area luminaires onto public
roads and property in residential or rural areas zoning districts shall not exceed one-half(1/2)foot candle."
7. [32.5.6(n)] Show the location of all outdoor lighting on the plan.
8. [32.6.6(j)] Provide a description and photograph or diagram and show the location of each type of
outdoor luminaire that emits 3,000 or more initial lumens. Please be aware that installation of such
luminaires in the future that are not shown on this plan shall require an amendment to this plan.
9. [32.6.6(j)] [4.17.4(b)] Include a photometric plan on the site plan demonstrating that parking area
luminaires are in compliance with 4.17.4 b.
10. [32.5.6(1)] [32.5.6(n)] Show the location of all proposed utility structures, including above ground fuel
tanks, HVAC equipment and the like on the plan.
11. [30.6] The final plan approval is subject to the issuance of a Certificate of Appropriateness from the
Architectural Review Board.

RE: Peter Jefferson Place phase 1, maintenance building
The site plan amendment for a travelway and maintenance building at Peter Jefferson Place received on
31 July 2001 has been reviewed. The Engineering Department will recommend approval when the
following items have been addressed:
1. Please indicate on the plan that the access drive will be restricted from the general public. If not,
circulation,turnaround and safety features will be a priority. [32.7.2]
2. Please provide stormwater management computations and plans. With a disturbed area of less than
an acre, detention requirements are waived, but water quality provisions are not. Perhaps conceptually
some minor grading changes and a rain-garden type facility for the building and parking would work. [17-
312, 314, 315]
3. An erosion and sediment control plan, narrative and computations are required. The details provided
on the site plan amendment were not reviewed. An application and fee must be provided with plans,
narrative and computations to the Engineering Department. [14-311, 17-203, 18-32.7.4.3]

The revised site plan amendment for a travelway and maintenance building at Peter Jefferson
Place received on 4 Sep 2001 has been reviewed. The Engineering Department recommends
approval with the following conditions:
1. The stormwater management bond is $1800.
2. An erosion and sediment control plan will be required if disturbance exceeds 10,000 sf.
Please ensure the bond is posted before signing the final site plan. The Engineering Department
will notify you when this occurs.
