Revised plans are hereby submitted incorporating the following changes in response to the items in your letter: Planning(SUB-2014-00166) 1. The connector road is not part of Phase 4 & 5. It will be included with the Foothills II rezoning application. 2. The woodland preservation calculations are listed on the cover sheet and the Landscaping Plan. The woodland preservation areas are now also shown on the Landscaping Plan. 3. Conservation plan&checklist added to the Landscaping Details sheet. Engineering Road Plan Review Comments (SUB-2014-00166) 1. The VSMP sheets have been removed to create the WPO set. 2. The roads have been labeled public on sheet 3 & sheet 7. 3. The drainage easement for pipe 31 has been provided. 4. Pipe 57 and the drainage easement have been revised. 5. All subgrade shall be compacted to a depth of 12 inches and to a density of not less than 95%of the maximum density as determined by ASTM D1557, or as required by the geotechnical engineer. All fill shall be tested by a geotechnical engineer to ensure compaction is reached and maintained. 6. Standard concrete aprons will be provided at each driveway. Overland relief between lots 53 and 54 has been provided. 7. The proposed features which are not included in Phases IV&V of this project have been removed from the plans. 8. The intersection angle at Leon Lane and Trinity Way has been labeled. It is 80°. 3. The future connection to Westlake Hills from Eastern Avenue is not part of this set and will be part of the"Foothills II Rezoning" currently being designed. The extension of Park Ridge Drive is not part of this set and will be part of the"Villas at Foothills Site Plan"currently being reviewed. 4. Driveway aprons have been shifted to be perpendicular to the curb and gutter. 5. The WP-2 detail has been provided on the plans. 6. There is a** for this case in Pavement Design Guide Appendix III: BM-25.0 has a thickness equivalency value of 2.15 7. The design speed has been provided on the profiles. 8. Stop signs(R1-1)has been called out on the plans, in accordance with the MUTCD. 9. The no parking(R8-3) signs have been called out on the plans, in accordance with the MUTCD. 10. Line of sight profiles at Trinity Way/Leon Lane as well as Leon Lane/Park Ridge Drive are now provided on bottom of the Grading Sheet. 11. The profile run call out(STR 72-Out)has been revised. 12. Inverts have been provided at the outfalls. 13. The pipe lengths have been verified for STR 62A—STR 60A. 14. The inlet throat lengths are now consistent throughout the design. 15. The inlet computations for STR 74 have been revised. 16. The drainage design has been reviewed to target flow velocities between 3 and 10 fps, when achievable. In cases where the velocity is necessary to be over 10 fps due to design constraints, the velocity will still be below 15 fps. 17. The applicant prefers the T style turnaround at this time. Engineering VSMP Permit Plan Review Comments(WPO-2014-00086) A. Stormwater Pollution Prevention Plan(SWPPP) 1. The Foothill Crossing Phase IV &V SWPPP has been revised to use the county website template. 2. The WPO plan pages have been removed to create a standalone set. 3. The operator has been identified in the SWPPP documents. B. Pollution Prevention Plan(PPP) 1. The PPP has been provided with this revised submission. C. Stormwater Management Plan(SWMP) 1. The SWMP has been revised to utilize the new Virginia design requirements. D. Erosion and Sediment Control Plan(ESCP) 1. The purpose statement in the narrative has been revised to remove reference to previous and future phases. wry "ter`ese Nome 2. Updated information and stockpile areas have been added to accurately reflect current site conditions. A portion of proposed storm sewer of phase 4& 5 outfalls into the existing Sediment Basin 2. It has yet to be converted into a SWM facility. 3. All prior plan information that shall not be approved with this plan has been removed from the set. The long diversion is no longer shown and the drainage areas have been adjusted to reflect this. 4. The longitudinal diversion dike has been revised to include an intermediate sediment trap (Sediment trap#1). 5. Sediment Basin 3 has been shifted to avoid disturbance within the WPO buffer. 6. The WPO 100' stream buffer has been labeled. 7. All existing easements are now shown and labeled. 8. The proposed sediment basins now include emergency spillways. 9. The plan now explicitly requires that diversion dikes outfall into stone at the basins. 10. The stone outfalls now extend to all the basin&trap floors. 11. Sediment basin 1 dimensions have been revised. 12. Baffles are only designed when necessary; however,they are necessary for these two proposed basins. It is the responsibility of the contractor to install all the ESC items as shown in the plan in accordance with the Virginia Erosion and Sediment Control Handbook. 13. Actual sections have been provided for the proposed sediment basin details. 14. Dewatering orifice elevations and diameters are now shown in the sediment basin details. 15. The title of Sediment basin 1 design table has been revised. 16. A paved construction entrance detail has been provided. 17. The north arrow has been shifted on Sheets 18 and 20. Revised plans are hereby submitted incorporating the following changes in response to the items in your letter: Engineering Road Plan Review Comments (SUB-2014-00166) 9. Temporary turnarounds have been provided at the Phase IV boundaries, see sheet 7. 10. The turnarounds are now bulb cul-de-sacs per the requirements of the Albemarle County Design Standards manual, see sheet 7. 11. The drainage area plan has been corrected per the VSMP review requirements. 12. The storm pipe slopes have been corrected to meet requirements. 13. The CG-12 detail has been enlarged, see sheet 7. Virginia Department of Transportation (SUB-2014-00166) 1. The WP-2 detail has been added to the details, sheet 7. 2. A CG-9B has been added to the end of Leon Lane, see sheet 3. 3. The bend in the water line on Leon Lane has been removed as requested, see sheet 4. 4. The note concerning the CBR report has been updated, see sheet 7. 5. The Park Ridge Drive pavement depth has been reduced with the revised calculations. 6. The roadway depths have been revised to provide adequate depths with the corrected factors, see sheet 7. 7. The asphalt top layer for Leon Lane has been reduced to 2". 8. The turnarounds are dimensioned on the details, see sheet 7. Fire & Rescue 1. The no parking zones on one side of the street have been labeled on the plans, see site plan sheet 3. Engineering VSMP Permit Plan Review Comments (WPO-2014-00086) A. Stormwater Pollution Prevention Plan (SWPPP) 1. N/A 2. N/A 3. The operator has been identified in the SWPPP documents. 4. The registration statement is provided for this project. B. Pollution Prevention Plan (PPP) 1. N/A C. Stormwater Management Plan (SWMP) 1. N/A 2. Only approved and or constructed features are now shown in the pre-development plan. 3. The pre-development has been modified to portray current existing site conditions. 4. The post-development drainage area boundaries now reflect only current conditions and conditions proposed with this plan. The pond will be utilized by the project to the west at a future time, so at this time a dry detention pond serving only for water quantity is proposed with excess capacity that also meets the requirements of the current design. This project will pay into the Lickinghole Creek pro-rata share, which provides in excess of the total phosphorous removal required at this phase (calculations on the pre-development sheet). In the future,the pond will be converted back to a Level II Wet Pond with an amendment to serve this development and the project to the West. 5. The grading has been adjusted to better reflect the home site grading and directs more runoff to DA#1 A. 6. The untreated area DA#1 C has been reduced to reflect the limits of disturbance for this phase and woodland preservation area, 89% capture now achieved. 7. All future plan information is now removed from this plan. 8. The wooded areas for the CN calculations are now shown. 9. The WPO buffer is now shown. D. Erosion and Sediment Control Plan (ESCP) 1. N/A 2. Updated information and stockpile areas have been added to accurately reflect current site conditions. Sediment basin two has been constructed, and the contractor will survey the basin and restore it to original design volumes prior to constructing Foothill Crossing Phases IV/V to ensure proper functioning of the basin. See note page 9. 3. N/A 4. N/A 5. The new grading and limits of disturbance around Sediment Basin 3 do not extend into the WPO buffer(except for the outfall pipe as shown). For visual purposes, the tree protection line and the proposed treeline are shown on the outside of the LOD, however the tree protection line will be placed on the LOD. The stretch of diversion berm to the east of ST1 will only be removed when grading is completed over it during Phase 2. A note has been added to Phase 1 regarding this transition. At that point the silt fence will be adequate to protect this area because drainage north of it will be flowing towards Trinity Way. 20. The sewer main crossing under Park Ridge Drive is necessary to serve the future phases, as a crossing under the Connector Road along the existing sewer alignment does not provide adequate cover in the future phase. Sheet 5 1. The ACSA access easement has been revised to adjacent to the storm drain outfall as requested. Sheet 8 2.
