Reviews Comments:We have reviewed the road plans for Free State Run dated 3/10/15 with latest revision of 2/18/2016
and offer the following comments:
1. It is our understanding that the County is working with the developer of Belvedere to resolve
the issue of the potential spite strip in Free State Road. Our understanding is that this is tied to
proffers for Belvedere, but we would also recommend that the right-of-way issue be resolved prior to
approval of the final plat for Free State Run.
2. All previous review comments have been adequately addressed and VDOT does not have
any objection to approval of the road plans.
3. Prior to work beginning, a Land Use Permit will need to be obtained from this office.
4. Prior to work beginning, a preconstruction conference will need to be held. Please contact
Dennis Seale at least 48 hours prior to this meeting to confirm his availability.

areas lettered A-E. Please confirm that Open Space A does not include any area within the
uncertain ownership area shown on page C2.
3. [Section 32.7.9.5] Please revise the street tree spacing to comply with this section. It looks
possible to get closer to compliance with this section by moving or adding a tree between Lots 5 and
6, as well as on Lot 14 and Lot 19.
4. [Section 32.7.2.3] Please extend the sidewalk on the eastern side of Free State Drive to Free
State Road. Please also extend the sidewalk on the northern side of Free State Road to the
intersection with Free State Drive.

code for Fire Lane markings is as follows.
Fire Lane Design and Installation Requirements
The following specifications are acceptable for installation of fire lanes in residential areas:
• The entire curb line shall be painted with yellow paint.
• Additional striping may be required by the Fire Official.
• All paints used shall be yellow highway traffic grade paints.
• If signs are to be installed they shall follow the same specifications as the commercial areas
listed below.
The following specifications are acceptable for installation of fire lanes in commercial areas:
• The entire curb line shall be painted with yellow paint.

• The following lettering shall be marked on the pavement next to the curbing: NO PARKING
FIRE LANE
• The lettering shall be yellow and minimum of 12 inches in height.
• A sign shall be positioned at the beginning and the end of the fire lane and at 75 foot
intervals throughout or as designated by the Fire Official.
• Where fire lanes are less than 50 feet in length a single sign positioned in the center is
permissible with arrows pointing in both directions
• Signs shall be mounted on a post and must not exceed a setback of 6 feet from the curb line.
• The sign shall be positioned where clearly visible to traffic. Signs shall not be obstructed from
view by bushes, shrubs, etc.
• The sign shall be a minimum of 7 feet from the ground to the bottom of the sign, unless
otherwise directed by the Fire Official.
• Lettering on the sign: NO PARKING FIRE LANE or NO PARKING FIRE LANE TOWING
ENFORCED.
• Arrows indicating the area designated shall be under the wording on the sign.
• Red letters on white background with a 3/8 inch red border around the entire outer edge of
the sign.
• Lettering size shall be: NO PARKING = 2 inches, Fire Lane = 2 inches, TOWING
ENFORCED = 1 inch, Arrow = 1 inch.
• Sign shall be metal construction and a minimum size of 12 x 18 inches unless otherwise
approved by the Fire Official.
• Fire lane locations must be approved by the Department of Fire Rescue prior to installation.

In my previous reviews of the road plans for Free State, I neglected to mention that while Agent can
approve private streets in the development area via Section 14-233(B)(1), we still need to receive a
private street request in writing as described under Section 14-234.
Apologies for the oversight on my part. I had no other comments on the road plans.

1. Show entire preserved slopes overlay on plans and remove disturbances. Aerial topography will
not warrant removal of preserved slope designations. A field survey provided by a licensed
Professional Surveyor would he required. In addition, while it is possible that a field survey may
prove that some slopes designated as preserved are less than 25%, it will likely warrant additional
areas to be designated as preserved, as the site must be reevaluated as a whole. The steep slopes
overlay district tries to preserve contiguous areas, so results of any new evaluation will need to
avoid breaking slope areas into fragments. )30.7.4(b)(h))
(Rev. 1) Comment not addressed. As stated in the 19 October 2015 VSMP review letter. "Per
Section 30.7.4(b)(h) of the County Code; new topographic information should be based on more
accurate or better technical data demonstrating that slopes are less than twenty-five percent, to the
sati. faclion o/the Comity Engineer(emphasis added). The County Engineer requires either a field
survey, provided by a licensed Professional Survey, or convincing certified documentation that the
new aerial topographic source is more accurate than the existing steep slopes overlay district
topography.' This documentation has not been provided for the County Engineer's review.
(Rev. 2) Comment addressed. Acceptable new topographic information has been provided.
2. "All streets w ithin a development shall be extended and constructed to the abutting propc:rt. lines
to provide vehicular and pedestrian interconnections to future development on adjoining lands,
terminating within the development with a temporary turnaround." 132.7.2.2(e) & 14.409(13)1
Please provide a turnaround at the Free State Drive stub-out that meets the requirements of the
Albemarle County Design Standards Manual.
(Rev. 1) Comment addressed. Given the potential for the street to be extended onto the adjacent
parcel, the County Engineer has deemed the currently proposed t-type turnaround as acceptable.
3. Turnaround grades should be a maximum of 6%, please adjust. Also, the gutter should not be
included in your roundabout dimensions. Ensure that the edge of pavement radius meets the
Albemarle County Design Standards Manual.
(Rev. 1) Comment not addressed. The 6%you're show ing on the profile represents the
centerline of the road. However this does not represent the cul-de-sac, as it is offset. The cul-de-
sac is greater than 6%, please adjust.

4. Show stationing at a 50' minimum on all proposed streets, on plan and profile.

5. You are showing a stacking block retaining wall between lots 10& 11 with a maximum height of
8 feet. Provide sealed retaining wall plans for this wall.
(Rev. 1) Comment not addressed. The provided generic detail is inadequate for an 8' wall and
that is so close to the adjacent property. Calculations have not been provided and there is no
indication as to where/which wall this represents. Please see attached retaining wall plan checklist
for minimum required documentation.
(Rev. 2)Comment not addressed. More detail of this wall is needed; particularly how the wall
foundation and cantilever are to be intersected by the drainage structure and pipe. Also, as this is
an 8' wall beginning at the bottom of a 2:1 slope, and is so near to residences, a safety fence
should be provided. Please include.
Note that the provided retaining wall design provides a factor of safety for a sliding failure of 1.5,
which is the universally accepted minimum. The design includes some passive resistance(front
side of the wall)to attain a factor of safety of 1.5. Geotechnical engineers do not typically
recommend including passive resistance when calculating the factor of safety for sliding as this
soil could potentially be removed or disturbed by freeze/thaw, negating the passive resistance. It is
our recommendation that the sliding factor of safety be improved by the use of a key or some other
mechanism.
6. The cross-walk on Free State Drive that is located in the curve,just beyond the crest, should be
relocated.
(Rev. 1)Comment not addressed. A sight distance exhibit,noted in your response letter,
showing that this crosswalk is in clear view is not found. This is not an ideal location for a
crosswalk. Please relocate.
(Rev.2)Comment not addressed. This is not an ideal location for a crosswalk. Crosswalks
should be at street intersections.
7. A guardrail is needed on the outside of the curve on Free State Drive, please provide.

8. It is difficult to make out the asphalt layers in your road cross-sections, and it's not clear to what
each leader is pointing. To avoid confusion, please list the asphalt layers and their corresponding
thicknesses for each road section.
