It was nice to speak with you, yesterday.
We appreciate and thank you for the SWPPP prepared by Blackwell Engineering,PLC,received Mar-10.
As discussed yesterday,please complete Attached Sec. 9 Signed Certification, and Attached VSMP Permit
Application. Please return with$1350 Application Fee.
Yesterday, I mistakenly explained$1350 was the total fee,but it is half. This amount, $1350,is due with the Application.
• VSMP Application: please reference File Number WPO201400059, which includes Approved ESC and SWM
Plans. Pg. 2 of the Application lists total fee for land disturbance between 1 and 5 Ac. =$2,700. Please check
blocks A.-G. With reference to WPO201400059,there is no need to provide 2 copies of plans/supporting
documents. The new permit and permit file created for Holtzman Oil Corp. will reference Approved ESC and
SWM Plans under WPO201400059. These plans are included with the SWPPP (Sec. 4& 5).
Once we receive these items,we will provide project data to DEQ/Richmond. The state will notify Holtzman Oil to remit
the state portion of VSMP permit fee, $756.
Once we receive notice of receipt of state payment, we can coordinate last steps, and will request payment of remaining
county portion of the VSMP permit fee, $594.
I apologize for misstatements, and realize I also did not send VSMP Permit Application to you with note below.

Things are a bit different that we discussed, but not altogether different.
Attached,please find SWPPP template+General VPDES Permit registration statement/blank form. Please use these
documents.
I plan to send 4 Additional emails.

The first three are scans of one of the earliest SWPPPs we ever received/reviewed: Briarwood Commercial Lots by
Collins Engineering—8/6/14.
There were several review errors with this SWPPP (mine!) and this early SWPPP did not benefit from template later
adopted for consistent use.
Yet,this SWPPP contains site-specific, relevant information that need not be re-created.
Since working with Blackwell Engineering,we ask that your engineer extract relevant/useful information from Collins
Engineering SWPPP for use with the Attached template.
There is no need to create a new SWPPP Exhibit if PPP measures work for you(Email 3). The contractor is free to
change locations of Exhibit controls—for example the fuel tank.
An Exhibit is simply a starting point. Owner/delegate is ultimately responsible for compliance: Certification Statement
/Delegation of Authority, Sec. 9, 10 of template, are important.
The issue with scanned Briarwood Commercial Lots SWPPP is primarily format+errors. I hesitate to say Blackwell is
free to submit Collins Engineering SWPPP(CE work product).
Finally—Approved Stormwater Management Plan/Approved Erosion-Sediment Control Plan. Things differ here, in a
good way. We recommend download Approved high-res plans.
Print Approved plans as 11" x 17" SWPPP inserts to include with template, Sec. 4, 5. (Email 4)
Please be sure to sign/date SWPPP.

With transfer of property,as new owner,we ask that you apply for state VSMP permit coverage as soon as possible.
With property transfer the Engineering Division will transition and work with you as the new owner on elements of
construction,and permit compliance.
I would like to ask whether you would like to operate under the Approved Erosion and Sediment Control plan for
Briarwood Gas Station—we advise it.

Reading Ana's note below,this would make sense since you've replaced bonds assigned to these approved permits.

Would you like to arrange to visit/review and perhaps copy this document?—it might simplify things. State
regulations drive these requirements.
We request that you call to arrange a progress meetings so we can review elements of ESC and SWM plans with
you,if you elect to operate under existing approved plans.
