Preliminary comments for the Bojangle's SP at Holllymead:
The request for the SP requires comment from the ARB prior to Planning Commission review. The applicant should
submit an ARB application as soon as possible. Conceptual architectural elevations should be included with the
submittal. Coordination with the pond on the adjacent parcel should also be addressed.

The board always likes to see 3D renderings, but you could submit sections with the application and follow up with the

yes, thanks for the reminder on that. I was thinking I needed to email you soon on this. I have all of the
elevations and such, but not any 3D renderings showing the building on site with the landscaping. Do you think
that will be necessary? or could we show a series of cross sections to illustrate the relationship between the
road, landscaping and the building?

I see that you have submitted an application for a Special Use Permit for a drive-thru for Bojangle's at
Hollymead. Please don't forget that this type of SP needs ARB comment (from the board, not just staff)
prior to the PC. You'll need to submit an ARB application for an Advisory Review. A plan and
architectural elevations should accompany the application. The ARB will be interested to see how the
drive-thru features are coordinated architecturally, how landscaping is used to mitigate the impacts of
the drive-thru, how the proposal coordinates with the overall shopping center, and how the
development ties in with the adjacent pond. It would be best to get the ARB application in as soon as
possible, so we can keep things as close to on-schedule as possible.

ARB file numbers associated with the Bob Evans proposal are: ARB-2006-05, ARB-2005-132, and ARB-2005-88.The last
action letter for ARB-2006-05 is from the August 6, 2007 meeting.That action letter and the staff report for that meeting
are attached to provide some history for the project.The applicant may wish to review the files for additional
background. Note that the "overlook" was the last big outstanding issue.The Photoshop drawings referenced in#5 of
the action letter that illustrated a curved design for the overlook appear to be missing from the file.
Also for reference,ARB file numbers associated with the adjacent hotel project are: ARB-2008-116 and ARB-2008-160.
The last action associated with ARB-2008-160 is dated April 23, 2010. That letter is attached for your information and
additional background.

Thanks for the messages. With this information, the initial plan is close enough to the ARB plan that I don't think we
need to forward the initial plan on to the ARB for review. I will just forward the ARB's previous comments on to JT. One
comment—EC guidelines call for retaining walls over 8' in height to be terraced and planted. I thought the wall was 6'
tall max, but I could be remembering that wrong.

Hello Margaret,
I just left you a lengthy voice mail and decided I should put this in writing for you.
The initial site plan for the Bojangles Restaurant should have included the missing trees you mention below.
They were included on both the ARB and SUP application plans and there is no intent to stray from this layout.
We did however, with our initial site plan submittal, include an offsite road connection (through a potential future hotel
site (parcel 41D5)) to Timberwood Blvd.
The connection road requires grading and an extension of the block wall that is shown on the aforementioned ARB and
SUP application plans.
In the most recent ARB submittal, the wall is labelled "Proposed Wall Max Ht=8 FT Segmented Stacking Block. Eagle
Bay Diamond Pro,James River Color" and there is no intent to change the wall material.
It is our intention to continue (in a consistent manner) the landscaping that has been shown below the wall on the
Bojangles site across the length of the offsite wall.
We apologize that we missed these details with the initial site plan submittal and we will include a detailed landscape
plan with the final site plan submittal.

"standing block retaining wall". Is this meant to be "stacking" block? If not,
please describe "standing" block.
3. I'm trying to determine if the initial plan needs to go to the ARB. Can you list
any other changes made to the plan since the last ARB review?
