Marshall (VDOT); Ellie Ray; Dennis Seale Subject: RE: RE: Hydraulic Road (UPC 104655) FI/RW Plans I'm not entirely sure how the permitting section of VDOT has been left out of the loop for plan review of the sidewalk projects for Hydraulic, Barracks Road and State Farm Blvd. It is fairly standard practice that we review the plans for projects which we will be issuing permits for. Furthermore, Land Use, i.e. my staff and I, probably have the better knowledge of land development activities occurring in the vicinity of these projects than other VDOT sections. I'll remind you of the conflict with the traffic signal pole and the State Farm Blvd. sidewalk project that could have been discovered sooner if we were included in the review process. Also,when Jack and I walked the Barracks Road route prior to commencement of design,Jack was unaware of the Out of Bounds Development that what was under review and now under construction. I'm assuming that the Out of Bounds project has been considered with the Barracks Road sidewalk plans, however,this is an assumption on my part as I have not seen any plans to date. In my request for a set of the Hydraulic Road plans, I have not been suggesting that our review would cause any redesign at this point. What I am suggesting is that if we are going to review the right-of-way plats, which is not uncommon, we need a set of plans to compare the plats with. Furthermore, by reviewing the plans for these projects, we will be able to see if there are any obvious conflicts with other land development projects in the area. It seems to me that it would be beneficial to know of any conflicts prior to design being complete for the sidewalk projects. I do not believe there are any conflicts along Hydraulic Road,but there were certainly potential conflicts associated with the State Farm and Barracks sidewalk projects. I have not been requesting a set of plans because of a checklist. I have been requesting a set of plans it appears to me that we are going to be asked to issue a permit for a project with final construction plans that we have not seen. I hope that you realize that issuing a permit would be a much faster process if we are included in the upfront review. Troy Austin, P.E. I'm of the opinion that between the Residency's review of the plans and NW Region R/W's QA/QC review of the right-of-way and easement, no review of the plats by VDOT is necessary. After all,the County will be providing VDOT a R/W certification that all easements and r/w were acquired (and utilities relocated) prior to advertisement. Feel free to call me if you want to discuss. But you are correct, that this LAP project will require a VDOT LUP when we go to construction. Thanks, Brian A. The ACSA probably won't need to see Sheets 1D, 1, 1G(1), 1G(2), 1G(3), 1G(4), and 1H(1). Kimley-Horn removed these sheets from the two sets coming your way for review at the RW Stage. 1 2. The ACSA does not waNwister meters located within sidewalks, drives.„4s, or other paved areas. If meters are located along the R/W line, an easement will be required behind the meter box to allow for future maintenance. The plan shows existing meter relocations to avoid being placed in paved areas provided the meter is not already in a driveway. The few meters already in paved surfaces will be adjusted to grade (and adjustments are mostly anticipated to be minor/inches). Since ACSA wanted the meters in the space between sidewalk and curb, many of the meters no longer require relocation. 3. Meters on Sheet 4 should be located between the curb and sidewalk. The plan shows existing meter relocations to avoid being placed in paved areas provided the meter is not already in a driveway. 4. Show sanitary sewer main near Station 109. There isn't a manhole where these two mains connect. Your survey picked up a sewer manhole at Station 109, but it is labeled with WM. This is a sewer manhole and the line extends out into the roadway to the sewer main along Hydraulic Road. Kimley-Horn sketched in the sewer main in question. Note the manhole was depicted on the survey, but incorrectly labeled as a storm manhole. 5. Label existing water main material and diameter. The existing water and sewer main, material, diameter and ownership was added to the plans. 6. Show fire hydrant on Sheet 4. This will need to be outside of the sidewalk, with an easement behind it. The existing hydrant is shown on Sheet 4, but it is not in conflict with sidewalk. 7. Sewer is incorrectly shown on Sheet 5. Kimley-Horn adjusted the sewer lines depiction on Sheet 5 to match the GIS print provided by ACSA. 8. Water is incorrectly shown on Sheet 6. Kimley-Horn adjusted the water line location per the GIS print provided by ACSA and the old VDOT Plans. 9. Accurately show water meter vault and easement serving the Gayle property. Contractor will need to abandon the vacant meter on this property. The ACSA will not allow the meter vault to be in the sidewalk. Attached is the map showing the water in the area of the intersection of Hydraulic Road and Commonwealth Drive. The ACSA has two pressure bands in this area, which are not connected to each other. Refer to attached setback table. If the home on 5A is demolished, the new setback becomes 25-ft versus the current 15-ft distance. If any other home along this frontage is demolished, the setback becomes 15-ft for the new home on 5B since 5A is closer(if 5A is within 500-ft). Brian, for Lot 5A, please confirm the lot depth provides adequate area for a new home in the event this home is ever demolished.
