Subject: RE: RE: Hydraulic Road (UPC 104655) FI/RW Plans
I'm not entirely sure how the permitting section of VDOT has been left out of the loop for plan review of the sidewalk
projects for Hydraulic, Barracks Road and State Farm Blvd. It is fairly standard practice that we review the plans for
projects which we will be issuing permits for. Furthermore, Land Use, i.e. my staff and I, probably have the better
knowledge of land development activities occurring in the vicinity of these projects than other VDOT sections. I'll
remind you of the conflict with the traffic signal pole and the State Farm Blvd. sidewalk project that could have been
discovered sooner if we were included in the review process. Also, when Jack and I walked the Barracks Road route
prior to commencement of design,Jack was unaware of the Out of Bounds Development that what was under review
and now under construction. I'm assuming that the Out of Bounds project has been considered with the Barracks Road
sidewalk plans, however, this is an assumption on my part as I have not seen any plans to date.
In my request for a set of the Hydraulic Road plans, I have not been suggesting that our review would cause any redesign
at this point. What I am suggesting is that if we are going to review the right-of-way plats, which is not uncommon, we
need a set of plans to compare the plats with. Furthermore, by reviewing the plans for these projects,we will be able to
see if there are any obvious conflicts with other land development projects in the area. It seems to me that it would be
beneficial to know of any conflicts prior to design being complete for the sidewalk projects. I do not believe there are
any conflicts along Hydraulic Road, but there were certainly potential conflicts associated with the State Farm and
Barracks sidewalk projects.
I have not been requesting a set of plans because of a checklist. I have been requesting a set of plans it appears to me
that we are going to be asked to issue a permit for a project with final construction plans that we have not seen. I hope
that you realize that issuing a permit would be a much faster process if we are included in the upfront review.

Frank will work with Community Development to let them know that VDOT(both Culpepper and C'ville) are already
engaged. We don't want to put anything else on any of our plates that isn't necessary just because there is a checklist
that we are following.
We appreciate the help!

Brian,
I spoke with Troy and he was sent the plats by the county community development for review. If community
development is required to have VDOT comments on this then Troy may need to approve. It seems a bit redundant but
it also seems that it is the county process so we may not have a choice.
Thanks

Troy,
It is my understanding from Joel that Culpepper sent the Residency a set of plans to solicit comments on both Hydraulic
and Barracks. I'm of the opinion that between the Residency's review of the plans and NW Region R/W's QA/QC review
of the right-of-way and easement, no review of the plats by VDOT is necessary. After all,the County will be providing
VDOT a R/W certification that all easements and r/w were acquired (and utilities relocated) prior to advertisement. Feel
free to call me if you want to discuss.
But you are correct, that this LAP project will require a VDOT LUP when we go to construction.

Joel, it's been a couple of weeks since I looked at the plats but it seems to me that some were for right of way
dedication. I was hoping to see the plans to confirm that the right of way in the plans match the plats. Also, I'm guessing
that a Land Use Permit will be necessary so we need the plans for that as well.

Frank,
We may just want to review the sight distance easement plats. I am not concerned with the temporary easements.

Jack/Troy,
We spoke with Joel on Tuesday this week and he said VDOT does not need to review the plats. We don't want to create
additional work for anyone and our understanding is that Culpepper is reviewing what is necessary on this project from
a VDOT perspective. We are trying to avoid multiple or redundant reviews.
Joel, can you please confirm?
Thanks,
Frank

Troy,
The email below shows where the Hydraulic Road Sidewalk RW plans were uploaded to the VDOT FTP site.
Brian,
Troy is supposed to review the right-of-way&easement Plats, but he needs a set of the RW plans. I'd appreciate it if
you'd send him a link to download the plans in the event he can't get them from the VDOT FTP.
Thank you.

David,
I uploaded the FI/RW Plans dated 3/25/15 to the VDOT FTP in Kimley-Horn's folder in the directory indicated
below. This also includes comment responses to Department comments received on the Public Hearing/Willingness
Plans received in Fall 2014. Barracks Road plans will be uploaded shortly under a separate e-mail.
/Kimley/UPC104655/HydraulicRd
Please route for comments from the appropriate groups inside the Department. Kimley-Horn and the County are
scheduling a UFI for early April, and will update you once blue-lines are received for any necessary utility easements. As
requested, I placed a box on the Title Sheet referencing the approved buffer strip design waiver, though the
Department's IIM does not require such.
Thanks,

All,
Just to clarify, the code states the front minimum setback for infill to be the "closest setback of an existing structure
within 500 feet in each direction along street frontage".
Refer to attached setback table.
If the home on 5A is demolished, the new setback becomes 25-ft versus the current 15-ft distance. If any other home
along this frontage is demolished, the setback becomes 15-ft for the new home on 5B since 5A is closer(if 5A is within
500-ft).
Brian, for Lot 5A, please confirm the lot depth provides adequate area for a new home in the event this home is ever
demolished. If there is adequate area to build a similar sized home at the new setback, the lot is conforming regarding
this issue.
Ron, please confirm my interpretation is correct.
Thanks,
Frank

Ryan,
The County has confirmed that Parcel 5 would still be in compliance with the Code for setbacks, so all parcels can have
the note concerning compliance with the zoning requirements.
