Dear Ellie,
I have reviewed the above referenced plats in conjunction with the utility review being performed by Jeremy Lynn (JML).
My comments are as follows:
• SUB201500049 (TMP 61-41H)
o Provide an ACSA water meter easement on the southwest corner of the property, adjacent to the
proposed right of way.
o Provide an ACSA waterline easement along the frontage of the property, offset 10'from the existing
water main location.
• SUB201500050 (TMP 61-411)
o Provide an ACSA water meter easement on the northwest corner of the property, adjacent to the
proposed right of way.
o Provide an ACSA waterline easement along the frontage of the property, offset 10'from the existing
water main location.
• SUB201500051 (TMP 61-41)
o Provide an ACSA water meter easement around the water meter along the frontage of the property,
adjacent to the proposed right of way.
o Provide an ACSA waterline easement along the frontage of the property, offset 10'from the existing
water main location.
o Correct your"Plat Showing" callout on sheet 2 so it references TMP 61-41 instead of TMP 61-411.
• SUB201500052 (TMP 61-41F)
o Provide an ACSA waterline easement along the frontage of the property, offset 10'from the existing
water main location.The easement will begin on the northern side of the property and will taper back to
the proposed right of way. It appears that the easement will be 1-2' in width and may not have to
extend across the entire frontage of the parcel.
o If the water meter(per comments by JML) can be located between the sidewalk and curb, no additional
water meter easement is required. If the water meter is located behind the sidewalk, provide an ACSA
water meter easement around the water meter, adjacent to the proposed right of way.
• SUB201500053 (TMP 61-41E)
o If the water meter(per comments by JML) can be located between the sidewalk and curb, no additional

o Verify the location of ACSA Fire Hydrant# 10247.The ACSA GIS shows the fire hydrant near the
northwest corner of TMP 61-41A1.The plans show the fire hydrant on TMP 61-41A. If the fire hydrant is
located on TMP 61-41A1, provide an ACSA easement around the fire hydrant. If the fire hydrant is
located on TMP 61-41A then no additional easement is required on this plat.
• SUB201500058 (TMP 61-41A)
o Verify the location of ACSA Fire Hydrant#10247.The ACSA GIS shows the fire hydrant near the
northwest corner of TMP 61-41A1.The plans show the fire hydrant on TMP 61-41A. If the fire hydrant is
located on TMP 61-41A, provide an ACSA easement around the fire hydrant. If the fire hydrant is located
on TMP 61-41A1 then no additional easement is required on this plat.
• SUB201500059 (TMP 61-44B)
o No comments.
• SUB201500060 (TMP 61-44A)
o No comments.
• SUB201500061 (TMP 61W1-10000)
o Show the existing sanitary sewer easement along the frontage near L7 and "B". If no easement existing,
provide an ACSA Sanitary Sewer easement around the existing gravity main and associated manhole.
• SUB201500062 (TMP 61W-03-21A)
o Provide an ACSA water meter easement around the relocated water meter vault(per JML comments).
The comments shown above are based on the submitted plans (as of 4/23/15) as well as the first round of utility review
comments by Jeremy Lynn, P.E.. Other changes to the plan may impact these comments or require additional

I'm sending you by Fed Ex two (2)full size sets of RW Plans for the above VDOT LAP project administered by Albemarle
County. See below for comment responses to your comments provided at the Utility Field Inspection. I'm also providing
you a set of responses to ACSA comments on the acquisition plats. Alex should be receiving revised plats in the coming
days from the Planning Department.
Please provide comments on the revised plans to my attention, and copy Frank Pohl with Albemarle County OFD. It is
imperative that ACSA provide comments and/or requests that affect the right-of-way or easement requirements prior to
the R/W Acquisition Process commencing(similar to how a VDOT project is coordinated by office). Final plans with
details and seals will be provided for review prior to advertisement for construction (likely in 2016).
Note in the same Fed Ex will be several sheets on Crozet Avenue North intended for Alex.

Below are some initial comments on the Hydraulic Road Sidewalk Project:
1. The ACSA probably won't need to see Sheets 1D, 1, 1G(1), 1G(2), 1G(3), 1G(4), and 1H(1).
Kimley-Horn removed these sheets from the two sets coming your way for review at
the RW Stage.

2. The ACSA does not wanNuetter meters located within sidewalks, drivev...06, or other paved
areas. If meters are located along the R/W line, an easement will be required behind the meter
box to allow for future maintenance.
The plan shows existing meter relocations to avoid being placed in paved areas
provided the meter is not already in a driveway. The few meters already in paved
surfaces will be adjusted to grade (and adjustments are mostly anticipated to be
minor/inches). Since ACSA wanted the meters in the space between sidewalk and
curb, many of the meters no longer require relocation.
3. Meters on Sheet 4 should be located between the curb and sidewalk.
The plan shows existing meter relocations to avoid being placed in paved areas provided
the meter is not already in a driveway.
4. Show sanitary sewer main near Station 109. There isn't a manhole where these two
mains connect. Your survey picked up a sewer manhole at Station 109, but it is labeled
with WM. This is a sewer manhole and the line extends out into the roadway to the
sewer main along Hydraulic Road.
Kimley-Horn sketched in the sewer main in question. Note the manhole was depicted
on the survey, but incorrectly labeled as a storm manhole.
5. Label existing water main material and diameter.
The existing water and sewer main, material, diameter and ownership was added to the
plans.
6. Show fire hydrant on Sheet 4. This will need to be outside of the sidewalk, with an easement
behind it.
The existing hydrant is shown on Sheet 4, but it is not in conflict with sidewalk.
7. Sewer is incorrectly shown on Sheet 5.
Kimley-Horn adjusted the sewer lines depiction on Sheet 5 to match the GIS
print provided by ACSA.
8. Water is incorrectly shown on Sheet 6.
Kimley-Horn adjusted the water line location per the GIS print provided
by ACSA and the old VDOT Plans.
9. Accurately show water meter vault and easement serving the Gayle property. Contractor
will need to abandon the vacant meter on this property. The ACSA will not allow the
meter vault to be in the sidewalk. Attached is the map showing the water in the area of
the intersection of Hydraulic Road and Commonwealth Drive. The ACSA has two
pressure bands in this area, which are not connected to each other.
The water meter vault was located in the survey, and the
sidewalk has been routed around the vault. See comment
responses about the existing easement(s).

This letter encompasses Kimley-Horn's and H&B Survey & Mapping, LLC's responses to the
remaining outstanding comments provided by Community Development on the application referenced
above.
• [14-302(A)(9)] Building sites on proposed lots. Add a note stating that the subject parcel
contains a building site that complies with section 4.2.1 of the Albemarle County Zoning
Ordinance. Rev1: Comment not addressed. Comment still valid.
RESPONSE: The buildings (if one exists on the,parcel)are now shown using GIS
(with a note to that effect on the cover sheet) including the requested note
referencing the Zoning Ordinance.
• [14-303(C)] Boundary lines. Provide the dimensions of any exterior boundary lines that are
-^J shown. Rev1: Comment not addressed.
RESPONSE: The dimensions of any exterior boundary lines that is shown on the plat
is now labeled. Please see the descriptive notes on each plat describing whether the
dimension is a deed bearing and distance or computed/best fit bearing and distance.
• [14-303(H)] Monuments. Provide the location and material of all permanent reference
monuments. Monuments found or installed prior to plat recordation may be referred to if they
are permanent and undisturbed. If any monument required by this chapter will be installed
after recordation of the final plat, the certification of the professional engineer or land
surveyor shall so note. Rev1: Comment not addressed. Comment still valid.
RESPONSE: The location and material of permanent reference monuments are now
shown for each plat consistent with the requirements of the appropriate Albemarle
County checklist. Note on many parcels, existing monumentation is non-existent
based on field investigation by the surveyor of record. In these cases, adjacent
parcel's monumentation was utilized to provide appropriate reference monuments.
Further, a note was added to each plat referencing that the surveyor of record will
add the identified proposed monumentation within six months of being notified that
construction is complete.
• [14-303(l)] Bearing and distance ties. Provide a definite bearing and distance tie between not
less than two (2) permanent monuments on the exterior boundary of the property and further

tie to existing street intersection where possible and reasonably convenient. Rev1:

RESPONSE: Based on the completion of title reports for all parcels, public utility,
drainage and sight distance easements are now shown on the plats (if they were
found to exist per the Title Report).
• [Comment] This plat cannot be approved until ACSA and Engineering complete their review;
comments will be forwarded upon receipt. VDOT Comments have been provided. Rev1:
Comment not fully addressed. Engineering has completed their review and has no
objection to all applications except SUB201500059; comments will be forwarded.
ACSA and VDOT review is pending; comment will be forwarded upon receipt.
RESPONSE: Engineering's comments were addressed, but note that the Line#'s
referenced in the original comment have changed. Per the attached e-mail from
VDOT, Community Development does not need to engage VDOT in the review of
plats for this project. This is a County administered VDOT project, which is subject to
review by VDOT separately. VDOT's issuance of the attached Right-of-Way Notice
to Proceed issued by VDOT Right-of-Way Division is sufficient evidence that the
right-of-way and easement are approved for acquisition by VDOT. In
correspondence with ACSA, the ACSA withdrew their comments as they didn't not
apply to this project. Note, the plats should be sent to Jeremy Lynn
(jlynn@serviceauthority) as he is reviewing the plans for this project.
• [14-302(A)(3)] Existing or platted streets. Clarify if a private street easement exists for Turtle
Creek Road. If so, provide the location and width on SUB201500060 (TMP61-44A) and
SUB201500061 (TMP61W1-10000). Rev1: Comment not addressed. Comment still
valid.
RESPONSE: The Title Report for Parcel 13 did not reveal a private street easement
for Turtle Creek Road, so no easement is shown on either plat.
• [14-302(A)(6)]Alleys and shared driveways. Provide the location and dimensions for any
shared driveway easements on SUB201500054 (TMP 61-41D), SUB201500055 (TMP61-
41C), and SUB201500056 (TMP61-41B). Rev1: Comment not addressed. Comment still
valid.
RESPONSE: The Title Reports for these parcels did not reveal a shared driveway
easement, so no easement is shown on these plats.
