With regards to the ARB plan you showed me today, there looks to be a lack of agreement with the application plan and
code of development. Specific direction is provided on pages 14, 20, 25, and 28. Design changes are needed for the
build-to-line, relation of the building to the sidewalk, and maximum square footage. Some flexibility with the code of
development may be possible, but should not be assumed.

Mr. Wentland,
Attached are the two options we are looking at for proposed parcel.They both are going to be requiring retaining walls
due to the steep slopes.
Option 1: 3 story building .
Option 2: 5 story building allowing for more room to space out the grades.
The layout of the parking lot is still under consideration but depending on the layout, we would have two or three
entrances all on Laurel Park Lane.
Any design thoughts from your end will be greatly appreciated. Our biggest concern is the high wall between the parcel
and the adjacent pocket park.

We are currently developing a hotel off Timberwood Blvd, and have a couple different options to handle the slopes of
the site.The main issue we are facing is that there is a fall of 25' across the parcel, leading to some slope issues for the
site. I was wondering whether you could take a look at a couple preliminary options to recommend how we handle the
site so suit Albemarle County.
If you don't mind, I would like to send you some plans. Otherwise, it would be great if you could recommend someone I
could talk to.

Hi, Neil. Happy New Year.
Generally speaking, any proposal that meets all the EC Guidelines would receive a recommendation for approval to the
ARB. From an Entrance Corridor perspective, I would need to review the architectural design and consider it in relation
to the surrounding development to determine if the 5-story structure meets the Design Guidelines. But there are other
issues related to the overall town center, the requirements of the Code of Development, and Zoning that need to be
considered, and they aren't strictly EC issues. When I spoke to Shelley (Kimley-Horn) about this, I recommended that she
arrange for a pre-application conference so these issues can be discussed with the people who are most knowledgeable
about them. I stick with that recommendation, but am happy to talk with you about it.

For our discussion I have attached an updated site plan for the 5-story plan with the tiered retaining walls. I have also
provided an exhibit with the 4-story layout with the tiered retaining walls showing the impact it has on the site and the
number of parking spaces we can obtain with this configuration. I have also attached a preliminary opinion of
construction cost for the site work for the 5-story option—this is based on GIS survey and limited design so this number
should be considered preliminary.

Should we schedule a call for tomorrow to discuss? I have not been able to release the franchise application for
the hotel brand because I am waiting on the site work costs and other potential pitfalls. I'm getting a lot of
pressure from the hotel brand to get the executed copy back to them since they have already approved the brand

I wanted to give you a quick update on where we are with the site. We have prepared a revised layout plan for the 5-
story option that incorporates the two-tiered wall system and a preliminary grading concept. The layout, grading, and
walls need some adjustment to make sure the design and layout is feasible for the site. We are making adjustments to
the layout and grading today.
By the end of day tomorrow we will have the revised layout, preliminary grading, and site construction estimate ready
and will email those items to you for review/discussion.
Also, we reviewed the Google maps/aerials of the area and unfortunately there are no buildings around the site that
will screen the hotel from 29. There is the CVS on the corner of Route 29 but the hotel will sit much further back and
up gradient so I don't believe it will help much.

Brian:Based on your understanding of the retaining wall. Can you please send us a site plan for 5 story showing stepped
retaining wall with basic grades called out? So we can start a dialogue with Margaret. It will help if you can give me a
context plan showing all buildings around this site as seen from Rte. 29. It may be a superimposition on Google view.
If we can make a case that portion of the building will be hidden by other structures it will be easier to get 5 story
approved.

We did not take options 3 and 4 and refine them in our CAD. At this point in the process I don't believe that is
necessary. I believe the concept plans you prepared are fine for initial feedback from the County.

We contacted the Planning Department last week to get their feedback on the site plan and provided them with the
two attached plans for their preliminary feedback. From our call last week we understood that we should reach out to
Planning and you would contact the ARB rep. so we had feedback from both. After a few phone calls and emails to the
Planning Department they ended up sending the information to Margaret who just provided us with feedback today on
the idea of the retaining wall. Since you have a relationship with her I would recommend you still reach out to her and
seek any additional feedback you believe would be helpful.
For the retaining wall she told us she generally would not recommend approval of"tall", single-face retaining walls and
anything over 6 or 7 feet would require the retaining wall be stepped and landscaped. She said the ARB could approve
taller walls and that she only provides the recommendation to them but she would generally not recommend approval.
So based on this feedback I believe we need to plan for a tiered wall section that will push the retaining wall footprint
several feet back into the site based on the existing and proposed grades. In order to accommodate this layout I
believe we should pursue the 5-story option (assuming they will allow 5-stories)to give us adequate space for parking
and grading.

like the basement idea because we have had mold and mildew problems before at a hotel that

We looked into both the options of the grading. In concept grade 2, the retaining wall may become
heavy (engineer can tell more accurately) if it will take load of the building as well as the load of the
soils behind it. It appears option 1 will have lesser challenges to deal with.
About the internal ramp in option 1-An internal ramp is not recommended as every 12" drop will
require 12' long ADA ramp with in the building, plus a landing for every drop of 30". Please refer
attached sketch. We can have a partial basement of 12'-0" height in that (south side) leg of the
building. The basement area can have laundry, meeting, exercise room, swimming pool (if any).The
FFE of the basement part can be at 588 and the finish level in entrance/lobby/breakfast area and
the entire first floor can be at 600.
Additionally you can gather more information about the pocket park. Can you have some soil
grading in that area that can retain the soil behind it (and the parking in your lot). The grading and
some beautification of the park may help in the ARB approval.
Please let us know your thoughts/comments on it so that we can accordingly start working on it
further.

As discussed, attaCred are 2 quick concepts for your thoughts in regards to the
placement/orientation of the building in relation to the onsite elevations.
Option 1 is the current layout with existing contours shown along with a few
preliminary, proposed grades (red boxes). We also provided an approximate area
of retaining wall with top elevation.
Option 2 proposes a mirrored layout with the building wall serving as a retaining
wall on the side closest to Route 29. This option still has challenges but it pulls the
building down approximately 5 feet in elevation which will help with the slope issue
across the site.

Hey Margaret,
Hope you're doing well. If you recall, we talked a couple weeks ago regarding the proposed hotel off Timberwood Blvd. I
had a quick question regarding the code.
The front setback requirement for the commercial district says "10 feet from the right of way or the exterior edge of the
sidewalk" according to the county code. The overall master plan for the area (which you sent me in the link)states that
the build-to line is 0-10 feet from the edge of sidewalk. So does that mean that the building be on average around the
frontage be 10' from the property line even if not in all areas? Or does the county code take precedence over the master
plan and it must be 10' from the property line?

Not necessarily. Please read the Entrance Corridor Design Guidelines. Site grading is addressed beginning on page 16.
Also, please understand that the plan would be reviewed by the ARB. I would make recommendations to the ARB, and
they would make a decision. I generally would not recommend approval of a 20' retaining wall, but we can't know what
the ARB's decision will be until we go through the review process.

Mr. Wentland,
Attached are the two options we are looking at for proposed parcel.They both are going to be requiring retaining walls
due to the steep slopes.
Option 1: 3 story building .
Option 2: 5 story building allowing for more room to space out the grades.
The layout of the parking lot is still under consideration but depending on the layout, we would have two or three
entrances all on Laurel Park Lane.
Any design thoughts from your end will be greatly appreciated. Our biggest concern is the high wall between the parcel
and the adjacent pocket park.
