A. Stormwater Pollution Prevention Plan (SWPPP)
The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1)
a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary.
1. Provide 11" x 17" Exhibit. (Recommend ESC Plan as template.) Show solid/non-hazardous waste
dumpster; sanitary facilities (port -a john); solvent -paint storage; concrete wash-out; on-site fuel storage.
DEQ, during periodic inspections of active projects, instructs on importance of an Exhibit that shows
location of these features. All should drain to containment. For example, silt fence downstream of port -a -
john. Concrete wash-out, dumpster draining to trapping device (lined, in case of concrete wash-out). On-
site fuel storage berm with l Oml liner, sized to hold fuel volume + 2 yr. storm event. .PDF samples
available. Exhibit is not intended as a detailed design, but to show containment and locations which may
change over time. Exhibit is a construction aid and resource protection/inspection management tool.
(Rev. 1) As follow-up: Locate concrete wash-out outside pavement —recommend to north, to drain to trap.

VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. This SWMP is
approved. SWMP can be approved with purchase of phosphorus credits. Coordinate with County prior to purchase —
see item # 15, below. 0.68 lb. nutrient credit purchase required. Rev. 2 * County Attorney must approve purchase

the owner is proposing to purchase phosphorus credits." It is imperative that owner coordinate nutrient
credit purchase with Ana Kilmer, Albemarle County, 434.296-5832 -x3246,rip or to credit purchase. (Rev.
2) Possibly addressed. Engineering will confirm if purchase of 0.68 lb. of phosphorus credits discussed in
letter from Virginia National Bank to CBNLT* (May 11, 2015) has been approved by the County Attorneys'
Office. Provided the purchase is approved, this SWM Plan and VSMP Application are approved. (Final)

*Chesapeake Bay Nutrient Land Trust, LLC, bank sponsor (Wildwood Farm), HUC Code 02080203 is elite to sell
nutrient credits to this project. CBNLT has 37.1 lb. of phosphorus credits available for purchase, as of this date.
C. VSMP: SWPPP: Erosion Control Plan (WP0201600011)
Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is approved.

The designer should seek to provide a storage area which has a minimum 2:1 length to
width ratio (measured from point of maximum runoff introduction to outlet).
Revise proposed 40:1 length to width ratio. Recommend split into two traps located in areas that allow
geometry that meets VESCH Std. (Rev. 2) Addressed.
5. PCE Vehicle rinse/sediment-laden wash waters may not drain to SDMH 204. Provide trapping device that
allows sediment -laden water to decant. DEQ guidance specifically provides that sediment -laden waters
must be contained. Provide alternate PCE settling/trapping design that does not propose discharge to
existing /proposed storm system. [Also: Revise ESC Narrative/Harvest Moon, Feb -19, 2016, p. 4, Phase 1/1.]

Process:
After approval, plans will need to be bonded. A VSMP bond estimate has been requested, and bond estimate amount
prepared. The County's Management Analyst will prepare bond agreement forms, which will need to be completed
by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will
need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all
the correct signatures and forms.
Stormwater Management Facilities Maintenance agreements, in this instance, are not required since existing SWM
pond will be used. Existing Maintenance Agreements, such as they are, should or will attach to land transfer.

After bonding is complete, county staff will need to enter project information in a DEQ database for state application
processing. DEQ will review the application information based on local VSMP authority approval. At this time, the
DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done
electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to
pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the
county.
After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants
will need to request a pre -construction conference by completing a form, and pay the remainder of the application
fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be
checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County
inspector. At the pre -construction conference, should everything proceed satisfactorily, a joint VSMP and grading
permit will be issued by the County so that work may begin.
