In non emergent situations each sign message shall not change more than 4 times per hour, that each message shall display for a minimum of 15 minutes and not blink, flash, scroll vertically or horizontally, or display animation or movement of any kind. Sign content shall change only through an immediate transition that does not have the appearance of moving text or images. Gradients of color shall not be used in the electronic message sign. The Crozet Fire Department will comply with any color suggestion by the ARB for the 2 inch Aluminum reveal Illuminated borders will not be used in the electronic message sign. Graphic images shall not include an illuminated background. No graphic images are planned to be used in messages. The background portion of the electronic message sign panel shall not be illuminated. Buxus to be located at the ends of the base of the sign. Sign and plants in a circular mulched bed, approximately 12' in diameter. Technical Specifications 1. CVFD will be installing a Cirrus "Blade" electronic sign system. 2. Illumination of messages can be set to a specific Nits level, which can be preset to change the level of illumination at varying times based on sunset and sunrise (300 Nits nighttime and not exceed 5,000 nits daytime). Current Level of illumination can be seen and if needed changed at any time using the computer interface. Illumination levels can be changed using system provided software that allows illumination levels to be changed at specific times. That is to say the illumination changes for both day and night can be preset to selected times. These times can be changed to reflect the change in sunrise and sunset depending on the time of year. 3. The Cirrus Blade system shall be set to default to black whenever there are no messages set to display. The sign performance is monitored by Cirrus via a cloud based interface where they can determine if there is a malfunction and fix the problem from their headquarters. 4. Sign should not exceed luminance level of 300 nits during night time hours and 5,000 Nits during daylight hours. 5. Luminance level can be preset to change luminance at predetermined times using vendor supplied software. Base- line levels for luminance will be installed by vendor. Additionally, luminance levels will be set via software to meet seasonal changes in onset of daylight and sunset. 6. During non use times the sign will fade to a solid background.
