Contrast New 20' ACSA Sanitary Sewer Easements (sheets 4, 5) with New 30' RWSA Easements. Engineering requests easement width for all sections of SS line within stream buffer or Zone AE floodplain be re-examined and revised to minimal width to minimize disturbance. If justification exists for 30' RWSA easement, please provide (depth of excavation; unique circumstance, for example). Please note, however, ordinance requires that improvements within stream buffers utilize a conservative, least -impact design*. Design should utilize avoidance and minimization strategies. A simple minimization strategy is reduced easement width: 20' in areas without trees, 25' in wooded areas, for example. [* 17-602.B.2; Also, please see VSMP Plan Engineering review comments, d. 15-Apr 2016, items #12-66, 22.] 2. Revise plat to reflect reduced easement width within stream buffers, wherever possible. 3. Sheet 1 —Revise Note 4 to reflect 17-602.13.2 ("disturbance minimized"). Note: 17-602 specifically exempts public sewer improvements from duty to manage a stream buffer, provided disturbance is minimized. Also, item #1, above. 4. Sheet 2 —Recommend add tie label to Arc, A=34.82' at beginning of sanitary sewer line alignment. 5. Sheet 2, 3 —Recommend include TMP#56-14C in signature blocks, and show portions of 30' RWSA Easement to be vacated. 6. Sheet 3, 4 —Add metes and bounds to County of Albemarle School Board property lines (TMP #56-17A). 7. All necessary state and federal permits* required for utility stream crossings must be obtained prior to VSMP plan approval. VSMP plan approval is pre -requisite to plat approval. [* DEQ, USACE, DCR, etc.] 8. Sheets 5, 6 —Show northern -most creek (streambanks), west of Old Trail Drive —there is a gap. The stream is shown, not shown, and then shown again. Engineering Review Comments Page 2 of 2 9. Sheet 6 —Relocate Old Trail Drive label information to occupy area within RW. Ref. other plat sheets. 10. Sheet 6 —Provide point to identify plat coordinate: N:3908138.69, E:11422726.43 with more precision. This coordinate is north of the intersection of Glen Valley Drive and Old Trail Drive. 11.
