Greg,
Are we OK to move forward with the concept of fire department emergency messages as government speech, making it
OK for the ARB to allow colors and motion in that electronic message sign that would not typically be approved for signs
with non-emergency messages? I'd like to be prepared in case this comes up at Monday's ARB meeting.

Margaret,
I have put together another CVFD sign presentation using an updated scale drawing from our vendor. I have
also made additional changes to the sign specifications as suggested in your notes from the ARB meeting. That
said, there are several areas which are problematic. In your note number 8, "Clarify whether "low priority"
messages are emergency messages". I believe this issue was discussed during the ARB meeting and the
resolution was to accept the baseline background colors, "Red", "Amber" and "Green" for those messages that
were specific to the health and safety of the community. Other then those colors I have added text in my
submission that states the sign will default to a black black background with white letters. I believe this will
also take care of number 9 in your document. The only other issue is number 14, which deals with an
"integrated system" that manages the identification of daytime and nighttime nit levels. Again, I believe this
issue was discussed during the meeting and addressed by the vendor. The luminance levels can be set by the
software to meet the required nit levels for both daylight and night time levels and those levels will be changed
by the fire department to meet seasonal changes. To that extent I have added a note that states those
facts. Other then that I believe I have covered all the other issues you identified.

Tom,
These revisions look good.The one outstanding item is the landscaping. Ground cover juniper is generally not
considered sufficient for the planting at the base of a sign. I suggest that you mix in a taller growing shrub with a low-
growing juniper. I can forgo a landscape plan if a detailed description is provided. I've copied below the landscaping that
was approved for a new freestanding sign in the Pantops area. As an example, a description of this planting would be: "6
gray owl juniper, 18" high at planting, and 2 Buxus John Baldwin, 24" high at planting, in a circle around the sign. Buxus
to be located at the ends of the base of the sign. Sign and plants in a circular mulched bed, approximately 12' in
diameter." I'm not suggesting you have to copy this landscape plan; I'm just providing it as an example. Would you
please update the sign drawing, under your landscape section, to provide a description of landscaping that resolves
these issues?
