Reviews Comments:Called Chris Mantle (McKee/Carson) to add note of site revegetation and closing of the site. Chris
told me they are not planning to close the site and will continue to use it for a vegetation dump site for
the Farmington golf course and club. So, I informed Chris that a SWM basin and VSMP plan is
required for approval of the site. They are to resubmit the plans with VSMP and calculations per
State requirements.

A. Stormwater Pollution Prevention Plan (SWPPP)
The SWPPP content requirements can be found in County Code section 17-405. A SWPPP mustcontain (1) a PPP,
(2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary.
1. Appears adequately addressed.
B. Pollution Prevention Plan (PPP)
The PPP content requirements can be found in County Code section 17-404.
1. Appears adequately addressed.
C. Stormwater Management Plan (SWMP)
VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP.This plan is
disapproved, and the reasons are provided in the comments below.The stormwater management plan content
requirements can be found in County Code section 17-403.
1. VRRM spread sheet was not found in submittal.
VRRM spreadsheet not included as site will be replanted and allowed to naturalize.
2. Stormwater plans are required for all land disturbances per DEQ. Unless the site will be replanted to
mitigate the proposed disturbances, water treatment is required.
Site will be permanently seeded and strawed, and allowed to naturalize to mitigate
disturbance.
D. Erosion and Sediment Control Plan (ESCP)
Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is
disapproved,and the reasons are provided in the comments below.The erosion control plan content
requirements can be found in County Code section 17-402.
1. Existing site conditions do not appear to reflect what is actually on site.The contours appear close
but there appears to be more going on there than shown. Please make sure the site description and plan

disturbances than shown. Some disturbances appear to be on adjoining property across haul road.
Existing site conditions shown reflect current state of site,off-site disturbances are not
included as part of this plan and therefore not shown.
2. Please clarify silt fence locations. (SF) symbols are shown but silt fence does not appear to be shown.
Bond and inspection requires the location of beginning and end of silt fence.
Silt fence location has been clarified to match symbol on plan sheets.
3. Please show the paved construction entrance detail from the County Design Standards manual on the
plan.The contractor will not be required to construct the paved construction entrance unless tracking of
mud is documented leaving the site.
County Paved Construction Entrance Detail has been added to plan.
