RE: WPO-2014-54:Grace Estate Winery
Thank you for your comments dated December 10, 2014 on the above-referenced project. The updated
plans reflect changes to address your comments as described below:
A. Stormwater Pollution Prevent Plan
1. Stormwater Pollution Prevent Plan (SWPPP) is included in this submittal.
B. Pollution Prevention Plan
1. Pollution Prevention Plan(PPP) is included in this submittal.
C. Stormwater Management Plan
1. VSMP application form and fee with owner's signature provided.
2. A stormwater management(SWM)calculations packet has been provided with this submittal
and it includes the Virginia Runoff Reduction Method (VRRM)calculations.
3. The plans have been revised to now include all elements of the SWM design to scale. Please note
however due to the 'simplicity' of this development few scaled details are required.Also note
that plan and profile scaled details are provided.
4. The plans have been revised such that the point of analysis is at the basin, as directed by County
Engineering in this comment letter. Furthermore,at the direction of Mr. Glenn Brooks of County
Engineering in an e-mail dated December 11th the drainage area used in the VRRM calculations
and SWM quantity point of analysis calculations is for the area corresponding to the limits of
disturbance. Also stated in this e-mail,the use of a filter strip was determined to be an
acceptable method for water quality treatment. As such,the plans have been revised to include
a filter strip to provide treatment and sheet flow for the development's runoff upland of the
conservation area. Please note the applicant acknowledges a deeded plat will be required as a
condition of WPO approval for the receiving stream buffer.
5. In an e-mail dated December 11th from Mr. Max Greene of County Engineering the WPO plans
have been revised on sheet 1 to address this comment and the plans now require the
construction entrance to be properly maintained.And if an excessive amount of soil is tracked
onto the public roadway then the erosion and sediment control program administrator reserves
the right to require an upgraded paved construction entrance with a water tanker truck,
pressure washers and a settling area. Additionally,a gravel access road typical section has been
added to the plans on sheet 1 to further address this comment.Should this note fully address
the comment,the applicant cordially requests this comment be part of the erosion and sediment
control comments to avoid confusion.
D. Erosion and Sediment Control Plan
1. Sediment control structure calculation and construction design detail are attached to this
submittal.
2. Limits of disturbance updated. Existing gravel drive shown,with the construction entrance
relocated to the end of the existing gravel drive. Only one drainage area exists and is served by
the proposed sediment trap.
3. Drainage areas are shown.
4. The notes has been added to the plan sheet.
